    CRA Staff to report on the Housing Subsidy Matrix, their operation, how it is set up, and how they are progressing and reaching their goals; further, that the CRA Board have a discussion led by Belix Parks, CRA Community Development Coordinator, in regards to the chart and any other benchmarking from other cities; also, for Belix Parks to discuss what she has learned from the proposals to determine if the chart is correct and what the guidelines will be.     CRA Staff to work with Detective Andrew Washington, Tampa Police Detective, on crime prevention through environmental design programs in City parks within CRA areas that might need it. Memorandum from Cedric McCray, CRA Director, requesting that said agenda item be continued to January 15, 2026.

  5. File No. CRA25-14619

    CRA Staff to talk to the community and look at the grants to see if there are some special categories that can be created for individuals or companies that have a difficult time self-funding the start of projects and return with recommendations. Memorandum from Dee Reed, Economic Development Coordinator, requesting that said agenda item be continued to November 13, 2025.

    Resolution of the Community Redevelopment Agency of the City of Tampa, Florida, approving the services agreement by and between said Community Redevelopment Agency and the City of Tampa for fiscal years 2026, subject to budget and appropriation.

    Background

    The CRA is requesting that the Services Agreement by and between the Community Redevelopment Agency of the City of Tampa, Florida, and the City of Tampa, Florida, a municipal corporation organized and existing under the laws of the State of Florida, for fiscal year 2026 commencing October 1, 2025, be approved in the form attached hereto or substantially similar form, subject to the proper budget and appropriation of the tax increment funds available for the Redevelopment Areas during the 2026 fiscal year.

    Resolution of the Community Redevelopment Agency of the City of Tampa, Florida, approving the West Riverwalk Multi-Modal Network and Safety Improvements Grant Funding Agreement to construct a new multimodal network along West Tampa in connection with contract 22-C-00001; Tampa Multimodal Network and Safety Improvements Project by and between said Community Redevelopment Agency (“CRA”) and the City of Tampa, Florida (“Grant Recipient”) on property located within the boundaries of the West Tampa Community Redevelopment Area; authorizing execution of the Community Redevelopment Grant Funding Agreement by the Chair of the CRA and attestation by the CRA Secretary; providing an effective date. Memorandum from Brenda Thrower, CRA Development Manager, transmitting additional information for said agenda item.

    Background

    The project will complete the West Riverwalk within the West Tampa Community Redevelopment Area and will include, but not be limited to, the construction of a shared-use bicycle and pedestrian path along the western bank of the Hillsborough River from the center of West Cass Street to a point near Willow Avenue. At this northern riverfront end, the pathway will include an east-west connection to North Rome Avenue and will include pedestrian improvements through this corridor. The project will exclude a portion of the West Riverwalk path portion between the eastern right-of-way lines of both North Willow Avenue and North Oregon Avenue which portion is to be constructed by the Rome Yard Developer, Related Group, per their Master Development Agreement.

    East Tampa CRA Grant Funding Recognition Approval for the Skills Center, 5107 N. 22nd St. Memorandum from Dee Reed, Economic Development Coordinator, transmitting additional information for said agenda item.

  10. File No. CRA25-17203

    Resolution of the Community Redevelopment Agency of the City of Tampa, Florida, approving extension no. 1 of an existing agreement for the provision of legal services by and between the Community Redevelopment Agency of the City of Tampa, Florida, and the Law Firm of Shepard, Smith, Hand & Brackins, P.A., providing a one (1) year extension to said agreement for the 2026 fiscal year for an amount not to exceed $200,000.00; Authorizing the Chair of the Community Redevelopment Agency to execute said agreement.

    Background

    CRA staff is requesting an extension to the existing agreement for the provision of legal services by and between the CRA of the City of Tampa, and the Law Firm of Shepard, Smith, Hand & Brackins, P.A., for the 2026 fiscal year for an amount not to exceed $200,000. The CRA Board previously approved a resolution for the legal services of Shepard, Smith, Hand & Brackins P.A., for the 2025 fiscal year (CRA Resolution 2024-23) for the same amount. The resolution and extension to the agreement for the 2026 fiscal year have been provided in addition to the previously approved resolution and agreement for the 2025 fiscal year for reference.

  11. File No. CRA25-17036

    Resolution of the Community Redevelopment Agency of the City of Tampa, Florida, approving the purchase of real property in the Channel District Community Redevelopment Area located at 1125 and 1127 east Twiggs Street, Tampa, Florida, for community redevelopment purposes at a purchase price of $4,500,000 together with closing costs in the approximate amount of $50,000, pursuant to a contract for sale and purchase between the City of Tampa, as Purchaser, and A & B Opportunities, Inc., a Florida corporation, as seller; authorizing payment of the purchase price and closing costs associated with the purchase of said parcel of real property with proceeds from the Channel District Land Assemblage Project within the Channel District CRA fund; providing an effective date. Memorandum from Courtney Orr, CRA Development Manager, transmitting additional information for said agenda item.

    Background

    Staff is seeking approval of expenditure of funds to purchase property at 1125 and 1127 E.

    Twiggs St. within the Channel District CRA. The intention of the property purchase will be for the purposes of expansion of Madison Street Park. A sales price of $4.5 million dollars was agreed upon with the seller, exceeding the property’s appraised value of $2.9 million. As the property is currently being used for automotive purposes, it will require environmental site assessment and testing. Staff intends to set aside $500,000 from the sale in escrow post- closing for the purposes of completing remediation and to include a Brownfield designation.

  12. File No. CRA25-17204

    – Resolution of the Community Redevelopment Agency of the City of Tampa, Florida, approving the J.C. Newman Cigar Co. Grant Funding Agreement and Construction Agreement by and between said Community Redevelopment Agency (“CRA”) and J.C. Newman Cigar Co. (“Grant Recipient”) to restore and renovate the historic Sanchez y Haya building on property located within the boundaries of the East Tampa Community Redevelopment Area; authorizing execution of the Community Redevelopment Grant Funding Agreement by the Chair of the CRA and attestation by the CRA Secretary.

    Background

    This project was presented to the Board earlier this year. CRA Staff is requesting final approval for the Resolution and Funding & Construction agreement so that they may begin the construction process.

    Public Hearing on application of Tristan Haggerty request to rezone property generally located at 902 E. 7th Avenue from RS-50 to RM-18 with a Business Professional Agreement.

    Future Land Use: Residential-10

    Waivers:

    • EXISTING WAIVER(S) REQUESTED (previously approved for REZ-22-103; Ord. 2023-148) 1. Section 27-284.2.5: Request to remove two nonhazardous grand lives oaks (Tree #29 and Tree #53). 2. Section 27-284.3.1: Request to reduce the required 50% tree retention for a non-wooded lot over 1 acre to 33%.

    Staff Findings: The Development Review and Compliance staff has reviewed the petition and finds the request CONSISTENT with the applicable City of Tampa Land Development Regulations. Should it be the pleasure of City Council to approve the application, further modifications to the site plan must be completed by the applicant in between 1 st and 2 nd Reading of Ordinance as stated on the revision sheet.

    Public Hearing on application of E and A Investment Group LLC request to rezone property generally located at 703 E. Floribraska Avenue from RM-24 to CN.

    Staff Findings: The Development Review and Compliance staff has reviewed the application and found the request CONSISTENT with the City of Tampa Code of Ordinances.

  5. File No. REZ-25-74

    Public Hearing on application of Poseidon25 Developments LLC request to rezone property generally located at 1318 W. Arch Street from RS-50 to PD (Residential Single-Family Semi-Detached). Resolution approving a bonus provision agreement between Poseidon25 Developments, LLC and the City of Tampa, in relation to REZ-25-74 for the property located at 1318 West Arch Street; authorizing the execution thereof by the Mayor of the City of Tampa; providing an effective date. (Said resolution to be adopted after second reading and adoption of the ordinance).

    Staff Report Details

    Zoning: RS-50 → PD

    Future Land Use: Residential-20

    Waivers:

    • 1. Section 27-283.12: Request to reduce the backup width for alleyway from the required 24 feet to 14 feet.

    Staff Findings: The Development Review and Compliance staff has reviewed the petition and finds the request INCONSISTENT with the applicable City of Tampa Land Development Regulations. See findings from Transportation related to the waiver for a reduction in backup width. Notwithstanding staff’s finding of inconsistency, if City Council approves the application and waiver requested, the modifications to the site plan as shown on the submitted revision sheet must be completed between first and second reading. These revisions will not resolve the issues of Transportation’s inconsistent finding.
