CRA Downtown – Curtis Hixon Special Project Funding Request – Funding Request in the amount of $5.5 million for proposed renovations to Curtis Hixon Waterfront Park. Park enhancements include site prep/demo; site furniture; event lawn and terrace drainage; irrigation improvements; reinforced concrete pavement; addition of canopy trees/palms; and new sod/soil.

    (Placed under Staff Reports pursuant to a motion made by the CRA.) East Tampa Affordable Housing – Clonts Properties. Clonts Properties Inc. has applied for a developer subsidy in the amount of $2.5 million for their upcoming East Tampa Affordable housing development project located at 3812 – 3816 Temple Street, Tampa, FL 33619, within the Grant Park neighborhood of the East Tampa Community Redevelopment Area (CRA). This area is a key focus in the ongoing revitalization efforts of Tampa.

    (Placed under Staff Reports pursuant to a motion made by the CRA.) East Tampa Heritage Heights on 29th Funding Request – The CDC of Tampa has submitted a request for funding in the amount of $5,000,000 to support the development of an attainable housing project located at Lake and 29th Street in East Tampa. The proposed project aims to produce 79 affordable and workforce housing units.

    (Placed under Staff Reports pursuant to a motion made by the CRA.) – CRA- Downtown 801 Whiting LLC Unit Conversion Affordable Housing Project Funding Request- Staff have been working collaboratively with the applicant, 801 Whiting LLC, to incorporate workforce housing within the proposed development located at 801 Whiting Street. This project would introduce 22 rental units consisting of studio and one-bedroom apartments designed to provide attainable housing options for individuals and households.

    Domain Homes West Tampa Affordable Homeownership Project-Tampa CRA Housing Staff is seeking to partner with Domain Homes to develop several vacant lots along Spruce Street in the West Tampa CRA as potential sites for affordable housing. Domain is a local builder with a proven record of delivering affordable housing in partnership with the City of Tampa. CRA Staff is interested in collaboration to produce new single-family homes targeted at families earning up to 140% of the Area Median Income (AMI).

    Resolution of the Community Redevelopment Agency of the City of Tampa, Florida, approving the services agreement by and between said Community Redevelopment Agency and the City of Tampa for fiscal years 2026, subject to budget and appropriation.

    Background

    The CRA is requesting that the Services Agreement by and between the Community Redevelopment Agency of the City of Tampa, Florida, and the City of Tampa, Florida, a municipal corporation organized and existing under the laws of the State of Florida, for fiscal year 2026 commencing October 1, 2025, be approved in the form attached hereto or substantially similar form, subject to the proper budget and appropriation of the tax increment funds available for the Redevelopment Areas during the 2026 fiscal year.

    Resolution of the Community Redevelopment Agency of the City of Tampa, Florida, formally approving its annual schedule of Community Redevelopment Agency regular meetings for the 2026 fiscal year; directing the Secretary of the Community Redevelopment Agency to file said schedule with Tampa City Council and to publish said schedule in the manner provided in chapter 50, Florida statutes.

Evening Agenda

    First public hearing on the proposed designation of a brownfield area for rehabilitation pursuant to Chapter 376, Florida Statues, upon an application from Broadway Holdings, LLC, for property consisting of two parcels generally located in the vicinity of 1921 North 53rd street and 1810 North 57th Street consisting of approximately 12.33 acres in the City of Tampa, Florida. (Resolution setting public hearing adopted on October 23, 2025 – Resolution No. 2025-952) (Second public hearing to be held on December 4, 2025 at 10:30 a.m.).

    Background

    Site developers Broadway Holdings LLC and their legal representative Gramling Environmental Law, P.A are in the process of submitting a complete application to the City of Tampa for a brownfield area designation of approximately 12.33 acres in East Tampa. City Staff has reviewed the application and recommends designation of the area identified as Broadway Holdings area as a brownfield. Details of the proposed brownfield area designation are outlined in the attached Staff Report on Broadway Holdings Dated September 2025.

    Public hearing on a Notification of Proposed Change to a previously approved Development of Regional Impact (DRI), Development Order for Rocky Point Harbor pursuant to Section 380.06(7), Florida Statutes, upon application of NR Chase Property Owner, LLC, for an amendment to the Development Order. – An ordinance of the City of Tampa, Florida, approving an eighth amendment to a development order rendered pursuant to Chapter 380, Florida statutes, filed by NR Chase Property Owner, LLC for Rocky Point Harbor (f/k/a Rocky Point Office and Commercial Park), a previously approved Development of Regional Impact.

    Background

    On or about January 30, 2025, NR Chase Property Owner, LLC, submitted a Notification of Proposed Change to Rocky Point Harbor Development of Regional Impact, Ordinance No. 9544-A, as amended by Ordinance Nos. 92-162 (as amended by the August 24, 1993, FLWAC Final Order), 95-04, 96-88, 97-265, 2000-157, 2006-232 and 2018-163.

    Pursuant to Florida Statutes Section 380.06(7) and Tampa Code of Ordinances, Section 27- 313, the City of Tampa is required to have a public hearing to consider the proposed changes to the Development Order and copies of such Notification have been referred to all agencies and departments required by Florida Statutes Section 380.06(4)(c)(d), and it is appropriate and proper that a date be fixed for a public hearing on such application.
