The City of Tampa Police Department participates in numerous task forces and joint investigations with various federal law enforcement agencies. Property and cash used to facilitate the crimes investigated jointly by said agencies are subject to forfeiture under federal law and equitably distributed among the agencies who participate in a Federal Equitable Sharing Agreement with the Department of Justice. The Federal Equitable Sharing Agreement must be renewed annually and requires a certification of the prior FY. The Annual Certification Report must be completed and submitted electronically within 60 days of completion of Tampa Police Department’s fiscal year. The new Federal Equitable Sharing Agreement will certify funds for FY 2025. Execution of the attached Federal Equitable Sharing Agreement is a condition of the City of Tampa’s continued participation in equitable sharing of seized property and cash.

Background
The Hillsborough County Aviation Authority (“HCAA”) owns and operates Tampa International Airport (the “Airport”) and owns surrounding lands that are leased for use and development by airlines, airline support functions, and non-commercial aeronautical operations.
The City of Tampa (the “City”) has been leasing property located at 4400 W. Tampa Bay Boulevard since 1975 when the City and HCAA entered into a Ground Lease, and the City constructed a hangar facility for use by the Tampa Police Department’s Aviation Unit (“TPD”).
The property consists of approximately 86,449 square feet of land and includes the ground area, vehicle paved area, and the aircraft paved area. TPD’s hanger facility is approximately 10,511 square feet. The parties have entered into new agreements and amendments over time to bring certain provisions up to date and to continue the City’s use of the property. The current Ground Lease with Improvements dated April 7, 2016, approved by Resolution 2016- 198, expires on March 31, 2026.
TPD needs to renovate the hanger and requested the Real Estate Department negotiate a new lease agreement to extend the term before making capital improvements at the property.
The proposed Ground Lease with Improvements will begin on April 1, 2026, with annual rent of $200,716.85 as determined by an appraisal completed on June 6, 2025. Rent will escalate 3.30% annually, and the initial term of the lease is five (5) years.

On October 17, 2024, the City approved via Resolution 2024-962 a Service Agreement between the City of Tampa and the Community Redevelopment Agency (CRA) for the City of Tampa to provide staff and other support services and goods during Fiscal Year 2025 necessary for the implementation and furtherance of the CRA Redevelopment Plans. The agreement allowed for the CRA to pay the City the sum of $3,666,652 for providing those services with the understanding that a true-up reconciliation would be completed at the end of the fiscal year against actual expenses incurred by the City.

The City of Tampa requested Noho Flats Phase 2, LLC convey a perpetual non-exclusive stormwater drainage easement and a perpetual non-exclusive wastewater easement for the installation, construction, repair, operation, maintenance and replacement of drainage and wastewater facilities.

Background
The City and FDEP previously entered into a Site Access Agreement in 2015 for environmental monitoring under the Petroleum Restoration Program. FDEP is requesting access for an additional monitoring site by their vendor, Creative Environmental Solutions, Inc (CES). Solid Waste and Real Estate Department request approval of the Site Access Agreement to allow CES access to 1916 North Nebraska Avenue, Tampa, Florida to conduct an environmental site assessment and provide well monitoring services.
Resolution approving the acceptance of a County Deed and a grant of Sidewalk Easement from Hillsborough County in favor of the City of Tampa for property located in the vicinity of 3419 North Nebraska Avenue in Tampa, Florida for transportation purposes.
Background
Hillsborough County (the “County”) is constructing a head start facility located at 3419 North Nebraska Avenue. The County, in coordination with the Mobility Department, needs to convey a strip of their land on the east side of the property, as fee interest to the City, for right of way purposes. In addition, the County is providing a sidewalk easement on their property to curve the sidewalk around a tree within the right of way area. The Real Estate Department worked with County staff on the property descriptions, sketches, and legal documents to be conveyed to the City of Tampa.
It is in the best interest of the City of Tampa to accept the deed for fee interest and the Grant of Sidewalk Easement.

Resilient Cities Catalyst (RCC) is working with the City of Tampa to accelerate climate resilience along critical small business corridors with a focus on Sulphur Springs and West Tampa. Background
It is recommended that the City renew its existing award with TAW Power Systems, Inc for the provision of Citywide Generators Preventative Maintenance and Repairs Services for use by the Logistics and Asset Management/Facility Management Division for an additional one- year period. The existing award was made July 2024 and was extended to October 2025 per the bid document Section 4.14.1 Supplemental Unilateral Renewal Periods. This award is in its third renewal term.
TAW Power Systems, Inc. provides satisfactory & excellent service, quality of product and performance. The Logistics & Asset Management/Facility Management Division has reviewed the prices and feels that it is in the best interest of the City to renew this award for an additional one-year period. TAW Power Systems, Inc. has agreed to renew the contract for Citywide Generators Preventative Maintenance and Repairs Services without an escalation which is allowed per the bid.

Staff to provide a written report breaking down the K-Bar Ranch response times going from less than 5 minutes, less than 10 minutes, less than 15 minutes, and less than 20 minutes.
Staff to provide a written report on the following requests regarding the K Bar Ranch Park: that the design criteria specifically state that “the Firm shall provide a design that considers inclusive play, sensory play, and ground level accessible play features as applicable, in addition to CPSC (consumer product safety commission) and ASTM standards.” That this be included before the November 6, 2025 deadline, therefore potential participating firms are aware.
