    Background

    On or about March 10, 2022, the City of Tampa Community Redevelopment Agency (“Agency”) approved CRA Resolution Number 2022-03 authorizing a Façade Grant Agreement with Heikegani Holdings, LLC, which provided, among other things, for a façade grant from the Agency in an amount not to exceed $50,000.00 for improvements to a building located at 3800 North Nebraska Avenue in the East Tampa Community Redevelopment Area (the “Subject Property”). On or about January 18, 2024, the Agency approved CRA Resolution Number 2024-4 authorizing the Assignment and Assumption of above-referenced Community Redevelopment Agency Façade Grant Agreement for the Subject Property to 3800 Holdings, LLC. On or about the date hereof, 3800 Holdings, LLC (“Assignor”), conveyed fee title to the Subject Property to Vadhula Family 3800 LLC and DDP 3800 LLC (“Assignees”). Assignor desires to assign and transfer to Assignees all of Assignor’s right, title and interest in the above-referenced.

    Background

    On or about March 9, 2023, the City of Tampa Community Redevelopment Agency (“Agency”) approved CRA Resolution Number 2023-11 authorizing a Façade Grant Agreement with West Tampa Development Group LLC, which provided, among other things, for a façade grant from the Agency in an amount not to exceed $50,000.00 for improvements to a building located at 2111 North Albany Avenue in the West Tampa Community Redevelopment Area (the “Subject Property”). On or about the date hereof, West Tampa Development Group LLC (“Assignor”), conveyed fee title to the Subject Property to 220 E Madison LLC and 2111 N Albany LLC (“Assignees”). Assignor desires to assign and transfer to Assignees all of Assignor’s right, title and interest in the above-referenced Community Redevelopment Agency Façade Grant Agreement for the Subject Property, and Assignees desire to assume all of Assignor’s warranties, representations and obligations contained in said Façade Grant Agreement for the remainder of the term of said agreement. The Agency’s joinder and consent to the Assignment and Assumption of Community Redevelopment Agency Facade Grant Agreement between Assignor and Assignees is required.

Request to allow loading to occur in more than one continuous maneuver and allow maneuvering in the right of way. 2. Section 27-284.2.5(F)(1): Request to remove one (1) non-hazardous grand live oak (tree #65, A 38” Laurel Oak, Rated C-8) As shown on the two reasonable reconfiguration design alternatives. 3. Section 27-284.3.1: Request to reduce the required tree retention from 50% to 2% for a non-wooded lot over one acre. 4. Section 27-283.12(J): Request to allow access to W. Bay Street and S. Magnolia Avenue at a distance greater than 150’ from the intersection with an arterial or collector roadway. 5. Section 27-284.3.3(D): Request to reduce the required VUA landscape buffer from 8’ to 0’ along Magnolia Avenue.

    Staff Findings: The Development Review and Compliance staff has reviewed the petition and finds the request INCONSISTENT with the applicable City of Tampa Land Development Regulations. See findings from Development Coordination, Architectural Review & Historic Preservation and Transportation in the report below. Should it be the pleasure of City Council to approve the application, further modifications to the site plan must be completed by the applicant in between 1 st and 2 nd Reading of Ordinance as stated on the revision sheet. These revisions will not resolve the issues of Transportation’s inconsistent finding.

See findings from Natural Resources, Development Coordination and Transportation in report below. Should it be the pleasure of City Council to approve the application, further modifications to the site plan must be completed by the applicant in between 1 st and 2 nd Reading of Ordinance as stated on the revision sheet. These revisions will not resolve the issues of Transportation’s inconsistent finding.
