Clarifications About SIRE

For background, I’ve written about the state of SIRE here.

First, the reason I think this is important is because as I’ve stated, everything that happens in Variance Review Boards, City Council meetings, even the Bario Latino run through this system. All of the related documents for each agenda item is stored there. They’re public records and should be as accessible and efficient as possible for all parties that use it, especially the public.

Additionally I think it’s indicative of the need for focused digital services and a more forward thinking approach to how we as a city operate on the modern internet.

I ask about the additional request for funding mostly because I want to be able to say I told you so to Council. Which is petty, I know. But also because I’d sincerely like to understand this process better, not just for IT. 

A project needs to be done. An RFP is written, approved and sent out. Contracts are written and approved with funding.

Then there are issues because the RFP wasn’t properly scoped. It now requires 3x times as much as budgeted and the original funding has already been spent. And good chance the end product won’t be the best solution because the RFP wasn’t properly scoped in the first place.

Where is the accountability and oversight come in to prevent this from happening again? Who is ultimately responsible for this? The mayor? City Council?
