It is recommended that the City award Cab and Chassis Diesel Powered with Dry Van Body Mobile Command Center Vehicle to Nomad Global Communication Solutions, Inc. for use by the Hillsborough County Aviation Authority. The term of the award is for a (1) one-year term with, (2) two additional (1) one-year renewal options. The Department has reviewed and approved the bid response from the Hillsborough County Aviation Authority and comments were supplied via Department recommendation letter. File No. PS25-15461 Resolution approving the Interlocal Agreement for Tampa Bay Regional Counter-Unmanned Aerial Systems (c-UAS) between the State of Florida, Florida Department of Law Enforcement (“FDLE”), Pasco County Sheriff’s Office, Hillsborough County Sheriff’s Office, Pinellas County Sheriff’s Office, St. Petersburg Police Department and the City of Tampa of behalf of the Tampa Police Department (“Participating Agencies”) for the establishment of the c-UAS Work Group and the joint purchase of Dedrone system components for a 10 year share cost of $218,333.37; authorizing execution thereof by the Mayor of the City of Tampa and providing an effective date.
    Background

    Section 163.01, Florida Statutes, the “Florida Interlocal Cooperation Act of 1969,” authorizes local governmental units to execute interlocal agreements for the purpose of making the most efficient use of their powers and providing services and facilities in a manner that best accords with the needs of their local communities. The Participating Agencies recognize the increasing threat posed by unauthorized or malicious us of Unmanned Aerial Systems (“UAS” or “drones”) within the Tampa Bay Area, and the need for a coordinated regional response to protect public safety, secure critical infrastructure, and ensure the security of public events. The Participating Agencies desire to enter into this Agreement to establish the terms and conditions for the formation of a regional c-UAS Work Group, the joint funding, procurement, ownership, maintenance, housing, and deployment of shared c-UAS equipment, and the operational framework for a regional c-UAS task force capability. Pasco Sheriff’s Office will be the procuring agency of the Dedrone system components for the c-UAS group with the cost share per participating agency will be $218,333.37 in annual installments of $21,833.44 over the ten year agreement. Federal equitable sharing Law Enforcement Trust Funds already received are available to be earmarked to budget for this cost-sharing agreement that will support law enforcement activities through the purchase of law enforcement equipment. The Interlocal Agreement provides that Tampa Police Department may withdraw upon written notice in the event it determines participation is no longer desired. It is in the best interest of the City of Tampa to enter into the Agreement for the benefit of the citizens of the Tampa Bay area.

File No. PS25-15698 (Part 1 of 2)(See Item 6) Resolution approving Modification # 1 to the Subgrant Agreement between the Division of Emergency Management and City of Tampa on behalf of the Tampa Police Department grant award approved under Resolution No. 2024-1112 and decreasing the amount to $2,728,583 from $3,240,190; authorizing execution of the Grant Modification Award by the Mayor of the City of Tampa and providing an effective date.
    Background

    By authority in Resolution 2024-1112, passed and adopted by City Council on December 4, 2024, grant funds in an amount up to $3,240,192 were awarded to the City of Tampa Police Department for Urban Area Security Initiative grant Contract Number R1182. The Division of Emergency Management (FDEM) wishes to decrease Contract R1182 in the amount of $511,609 for a total award of $2,728,583 to enable Florida Department of Law Enforcement to purchase a Mobile Command Bus, which can best be done through FDEM.

File No. PS25-15714 (Part 2 of 2)(See Item 5) Resolution making certain changes in the budget of the City of Tampa for the fiscal year ending September 30, 2025; Approving the transfer, reallocation, and/or appropriation of $511,609 within the Urban Area Security Initiative (UASI) Fund for the 2024 UASI grant modification 1 for the Tampa Police Department.
    Background

    This resolution decreases the award amount for UASI 2024 in the amount of $511,609 within the Urban Area Security Initiative Fund for use by the Tampa Police Department.

    Background

    This resolution reallocates $17,200 from the General Fund through the Utilities Services Tax Fund and to the Fleet Maintenance Capital Fund for use by the Tampa Police Department for transportation equipment.

  8. File No. PS25-15437 Resolution approving a new Schedule A to an Agreement between the City of Tampa and Lexisnexis Risk Solutions FL Inc. for an extension of the provision of Accurint Law Enforcement Plus Software License Services, as a sole source purchase, in the estimated amount of $21,840 for use by the Tampa Police Department/2024 Urban Area Security Initiative (UASI); authorizing the Mayor to execute the Schedule A.
    Background

    The Tampa Police Department has standardized to Accurint for Law Enforcement Plus services software application licenses from Lexisnexis Risk Solutions FL Inc. Standardization to this service ensures uninterrupted delivery of service, reduction of redundancy and costly expenditures for implementation of a new service. It is recommended that the City purchase Accurint for Law Enforcement Plus Services Software application licenses. There was no EBO Participation as this purchase is being made under a standardization.

File No. NCA25-14649 (Part 1 of 2)(See Item 10) Resolution approving a purchase under the Florida Sheriffs Association Contract No. FSA23-VEH21.1: Heavy Trucks and Buses of two (2) Freightliner M2 with Altec Aerial Chipper Body Trucks from Tampa Truck Center LLC dba Southport Truck Group in the estimated amount of $485,185.56 for use by the Parks and Recreation Department.
    Background

    It is recommended that the City purchase under the Florida Sheriffs Association Contract No. FSA23-VEH21.1: Heavy Trucks and Buses contract. This cooperative contract was competitively sourced with (30) thirty bids received by the leading agency. In comparing the prices from the Florida Sheriffs Association Contract No. FSA23-VEH21.1: Heavy Trucks and Buses, for the two Freightliner M2 with Altec Aerial Chipper Body Trucks to the open market the cost is $250,633.95 per unit for a total cost of $501,267.92. The City saves $8,041.18 per unit for total saving of $16,082.36 by purchasing from the Florida Sheriffs Association Contract No. FSA23-VEH21.1: Heavy Trucks and Buses contract. There was no EBO Participation as this purchase is being made under the Florida Sheriffs Association Contract No. FSA23-VEH21.1: Heavy Trucks and Buses.

File No. NCA25-15720 (Part 2 of 2)(See Item 9) Resolution making certain changes in the budget of the City of Tampa for the fiscal year ending September 30, 2025; approving the transfer, reallocation, and/or appropriation of $392,952 within the General, Utilities Services Tax, and Fleet Maintenance Capital Funds for use by the Logistics & Asset Management Department/Fleet Maintenance Division for the purchase of transportation equipment for the Parks & Recreation Department.
    Background

    This resolution realigns $392,952 within the General, Utilities Services Tax, and Fleet Maintenance Capital Funds for use by the Logistics & Asset Management Department/Fleet Maintenance Division for the purchase of transportation equipment for the Parks & Recreation Department. These funds will be used to purchase the following transportation equipment: • $242,593 for one (1) Freightliner M2 with Altec Aerial Chipper Body Truck: The department is purchasing two (2) Freightliner M2 with Altec Aerial Chipper Body Trucks, at a unit cost of $242,592.78, for a cumulative total of $485,185.56. Funding is available within the Fleet Maintenance Capital Fund for the purchase of one unit; this resolution realigns funding from Parks & Recreation’s operating capital budget to the Fleet Maintenance Fund for the second unit. Currently, the Forestry Division is renting two grapple trucks to meet the high demand for work orders. This equipment is essential for providing tree-services throughout the City. Additionally, grapple trucks are used by push crews during storm response, playing a critical role in the City’s emergency operations. Ensuring the availability of these vehicles enhances the department’s ability to maintain public spaces efficiently while strengthening the City’s preparedness and responsiveness during times of crisis. (Agenda Item 14649 Part 1 of 2) • $89,213 for one (1) Genie Z-45 XC Articulated Z-Boom: An articulated boom is essential to Forestry operations primarily to provide access for tree care/maintenance in unimproved alleys; large aerial trucks and cranes are often too large to access the work area. This boom is also a valuable piece of equipment for athletic field light/fence/windscreen maintenance. (No accompanying authorizing resolution required as the purchase amount is less than $200,000) • $35,344 for one (1) Ford Ranger SuperCrew 4×2: Acquisition of a new Ford Ranger SuperCrew allows the City to retire an existing unit which is at the end of its useful life, becoming increasingly unreliable, and requiring frequent and costly repairs. By replacing this older unit, the City will significantly reduce maintenance expenses and improve overall fleet reliability, ultimately contributing to cost savings and enhanced service delivery to the community. (No accompanying authorizing resolution required as the purchase amount is less than $200,000) • $25,802 for one (1) Toro Workman UTX 2-Passenger Diesel: Acquisition of a new Toro Utility Cart allows the City to retire an existing unit which is at the end of its useful life, becoming increasingly unreliable, and requiring frequent and costly repairs. By replacing this older unit, the City will significantly reduce maintenance expenses and improve overall fleet reliability, ultimately contributing to cost savings and enhanced service delivery to the community. It is recommended that the City award West Parks, Playgrounds, and other City Owned Properties Grounds Maintenance to NDL, LLC for use by the Parks and Recreation Department. The term of the award is for a (1) one-year term with four (4) additional (1) one- year renewal options. The Department has reviewed and approved the bid response from NDL, LLC and comments were supplied via Department recommendation letter. Pursuant to the review by Equal Business Opportunity (EBO) Division, it was determined that the EBO Bid Discount provision would apply in the bid specifications to eligible WMBE and SLBE firms.

  12. File No. NCA25-15434 Resolution approving the renewal of an award between the City of Tampa and J.E.B. Management Inc. dba Good Neighbor Fence Company, without a price escalation, for the furnishing of Citywide Fencing-Ornamental Wood Bollards and Gates (Sheltered Market Solicitation) in the estimated amount of $300,000 for use by Parks and Recreation Department.
    Background

    It is recommended that the City renew its existing award with J.E.B. Management, Inc. dba Good Neighbor Fence Company for the provision of Citywide Fencing-Ornamental Wood Bollard and Gates (Sheltered Market Solicitation) for use by the Parks and Recreation Department for an additional one-year term. The existing award was made September 21, 2023. This award is in its first renewal term. J.E.B. Management, Inc. dba Good Neighbor Fence Company provides satisfactory service, quality of product and performance. The Parks and Recreation Department has reviewed the prices and feel that it is in the best interest of the City to renew the award for an additional one-year period. J.E.B. Management, Inc. dba Good Neighbor Fence Company has agreed to renew Citywide Fencing- Ornamental Wood Bollard and Gates (Sheltered Market Solicitation). Pursuant to the review by the Equal Business Opportunity (EBO) Division, it was determined that the EBO Sheltered Market Solicitation provision would apply in the bid specifications to the eligible U-WMBE & SLBE firms. J.E.B. Management, Inc. dba Good Neighbor Fence Company is a City Certified Small Local Business Enterprise (SLBE).

  13. File No. NCA25-15697 Resolution assessing the costs expended by the City of Tampa, a municipal corporation, for the preparation, demolition and/or removal of certain buildings and/or structures from the following properties: (1) 2819 N Taliaferro Ave, and (2) 301 E Azalea Ave, after the determination that said building or structure satisfied the criteria to demolish and the property owner(s) failed to demolish and/or remove same or failed to do so prior to the city incurring costs; authorizing a certified copy of the resolution to be recorded with the Clerk of the Circuit Court and having the force and effect of a notice of assessment of lien.
    Background

    This resolution assesses the costs ($23,695.93) expended by the City of Tampa, including administrative costs, for the preparation, demolition and/or removal of buildings and/or structures on the properties described in Exhibit “A” of the Resolution that satisfied the criteria to demolish set forth in Section 19-5(a)(2) & (b)(1), City of Tampa Code of Ordinances when the property owner(s) failed to demolish and/or remove the unsafe building and/or structure within the time allowed or failed to do so prior to the City incurring said costs.

    Background

    This resolution assesses the costs ($3,634.66) expended by the City for mowing and/or removing offensive accumulations from certain real property in the city after failure of the interested parties to mow and/or remove the offensive accumulations from such property.

  15. File No. NCA25-15700 Resolution making certain changes in the budget of the City of Tampa for the fiscal year ending September 30, 2025; approving the transfer, reallocation, and/or appropriation of $9,524.42 for use by the Neighborhood & Community Affairs Department within the Housing Grants Fund for the Fair Housing Assistance Program.
    Background

    The U.S. Department of Housing and Urban Development Office of Fair Housing Assistance & Equal Opportunity has requested unused FY2025 Fair Housing Assistance Program (FHAP) funds be deobligated. This resolution deobligates the remaining funds from the FY2024 and FY2025 FHAP grant awards.

File No. NCA25-15717 Resolution making certain changes in the budget of the City of Tampa for the fiscal year ending September 30, 2025; approving the transfer, reallocation, and/or appropriation of $40,000 within the Tree Trust Fund for use by the Parks & Recreation Department for a post-hurricane tree canopy analysis.
    Background

    This resolution appropriates $40,000 for a post-hurricane tree canopy analysis for use by the Parks & Recreation Department within the Tree Trust Fund. On November 17, 2024, City Council made a motion for staff to complete and update the Tree Canopy Study and provide a written report by May 1, 2025.

  17. File No. INF25-15321 Resolution making certain changes in the budget of the City of Tampa for the fiscal year ending September 30, 2025; approving the transfer, reallocation, and/or appropriation of $555,000 for the West Tampa Elevated Water Storage Tank Improvements Project for use by Water Department within the Water Renewal and Replacement Fund.
    Background

    A November 4th, 2024, emergency affidavit estimated $100,000 to return the tank to an operable condition which was damaged by Hurricane Milton and rendered unusable. Inspection results have since identified an unanticipated amount of corrosion. The updated emergency affidavit estimates $655,000 to return the tank to service. The initial $100,000 is to be paid out of the FEMA Reimbursement Fund. This resolution reallocates $555,000 from the Water Production Program Project to the West Tampa Elevated Water Storage Tank Improvements Project for use by the Water Department within the Water Renewal and Replacement Fund.

  18. File No. INF25-15460 Resolution authorizing Change Order 2 for renewal of Contract 23-C-28001 Citywide Sidewalk Maintenance and Restoration – Sheltered Market between the City of Tampa and Moreno Industrial Services Inc. in the amount of $301,050; authorizing execution of said Change Order by the Mayor of the City of Tampa.
    Background

    1. Contract Title: Citywide Sidewalk Maintenance and Restoration, Sheltered Market 2. Contractor/Firm: Moreno Industrial Services Inc. 3.Business Case: Project provides for construction repairs and replacement of existing sidewalk, and retrofit of existing sidewalks and ramps to meet Americans with Disabilities Act (ADA) compliance requirements. Sidewalks are considered an essential element to the transportation network. Sidewalks enhance communities by improving safety and mobility for pedestrians. Many of the improvements made under this contract are required by Federal ADA regulations. Change Order 2 provides for continual services; the contract completion date will be changed, this is the final renewal. 4. Equal Business Opportunity (EBO) Statement: Moreno Industrial is dual-certified as a Minority Business Enterprise (MBE/HBE) and as a Small Local Business Enterprise (SLBE). 5. Sustainability and Resiliency: The project provides for sidewalk improvements and to meet ADA requirements at various locations throughout the City. This project is consistent with Transforming Tampa’s Tomorrow goal of Sustainability and Resiliency and is an integral part of the Mobility Sidewalk Program. 6. Community Engagement: The Mobility Public Relations and CAD Construction, Engineering and Inspection (CAD-CEI) team will assist the Contractor in the communication efforts to ensure transparency and integration of the stakeholders. 7. Project: a. Contract delivery method: This is a Design-Bid-Build project. A full-time City of Tampa Construction Inspector will be on-site during the project to ensure quality of construction. b. Placemaking: N/A c. Time, Quality Assurance, Cost Monitoring (Budget) • 365 consecutive calendar days. • The e-Builder project management software system will be utilized to optimize the monitoring of schedules and costs. This software was recently purchased by the City of Tampa and is a premier system for construction project management.

  19. File No. INF25-15645 Resolution approving form of Agreement between the City of Tampa and various consultants in connection with professional services to be provided on a work order basis; authorizing the Mayor to execute the Agreements; designating how payment for the work is authorized.
    Background

    1. Contract Title: 25-D-00400 B Work Order Agreements for Professional Architectural / Engineering (AE) Services As-Needed 2. Contractor/Firm: Firms selected as needed based upon task 3.Business Case: The City of Tampa maintains agreements with multiple firms providing Engineering, Architecture, Surveying and Mapping services. Each year about seventy or more of them receive work orders as needed on various improvement projects. The agreement will expire in April of 2028. Additional firms may apply for consideration by the Certification/Selection Committee and authorization by Council later in the year. Certification and selection is conducted pursuant to the State’s Consultants’ Competitive Negotiation Act. 4.Equal Business Opportunity (EBO) Statement: Pursuant to the review by the Equal Business Opportunity (EBO) Division, the following firms are City Certified: Advanced Engineering & Design, Inc. and Conner Landscape Architects, Inc are certified Small Local Business Enterprise Firms (SLBE). Project: This is an agreement for engineering or architectural services which allows for the assignment of any single workorder under this agreement for an amount not to exceed $200,000. While a single workorder may not exceed $200,000, Section 2-280 of the City Code (Certain Works Orders to be Approved by City Council) states, “Notwithstanding any other provisions of the City of Tampa Code, no work orders for the provision of professional services as defined in F.S. § 287.055, exceeding one hundred thousand dollars ($100,000.00) to any single provider or for any project shall be allowed or permitted with the city unless and until such work order shall first be approved by resolution passed by the City Council.”

It is recommended that the City award Disposal Facility for the Disposal of Waste Tires to Reworld Solutions, LLC for use by Department of Solid Waste and Environmental Program Management. The term of the award is for a (3) three-year term with (1) one additional (2) two-year) renewal option. The Department has reviewed and approved the bid response Reworld Solutions, LLC and comments were supplied via Department recommendation letter. Pursuant to the review by the Equal Business Opportunity (EBO) Division, it was determined that WMBE & SLBE participation goals were not prescribed in the solicitation because 2 or more firms were not ready, willing, and able. The impact of this new contract is still being analyzed, particularly the increased contractual costs for tire disposal compared with the City’s tire disposal rates, and may result in increased tire disposal services charges (page 17 of Exhibit “B”, Solid Waste Rates, Fees, and Charges for Collection at Commercial Premises and for Services Provided at or through the McKay Bay Complex). Should it be necessary to increase the City’s tire disposal charges, a revised Solid Waste rate resolution will be presented to City Council for review and approval at a future date.

Tampa Housing Authority requested City of Tampa’s consent to a proposed private crossing of a 24″ storm line and existing 8″ TCP sanitary line through the wastewater easement. The City’s Wastewater Department has determined that the Easement Encroachment will not interfere with or impair the operation of the drainage facilities currently within the wastewater easement.

The Ordinance provides that the actual fees will be set by Resolution. The fees included in the proposed resolution are the same amount of fees that are paid by the City to the third party company that performs the monitoring for the City.

    It is the purpose and intent of this Agreement, the parties hereto, in accordance with Section 163.01, Florida Statutes, known and referred to as the Florida Interlocal Cooperation Act of 1969 (“Cooperation Act”), to permit and authorize the City and EPC to efficiently exercise their respective powers, resources, authority and capabilities by enabling them to cooperate on the basis of mutual advantage and thereby provide the services and efforts enumerated herein in the manner that will best utilize existing resources, powers and authority available to each of them. It is the purpose of the Cooperation Act to provide a means by which the City and EPC may exercise their respective powers, privileges, and authority which they may have separately, but which, pursuant to this Agreement and the Cooperation Act, they may exercise collectively. The EPC is a local government environmental agency created by Special Act 84-446, Laws of Florida, as amended, implements various environmental regulatory programs and conducts activities designed to prevent and minimize pollution, including extensive monitoring of ambient environmental conditions in Hillsborough County. The City currently benefits from EPC’s existing ambient water quality monitoring program and requests to expand it to Lake Roberta for a limited time as described below. The EPC and the City agree that a mutual agreement evidencing the intention of the City and EPC to work together is desirable in order to fulfill their responsibilities.

    It is recommended that the City renew its existing award with Sprinklermatic for the provision of Preventive Maintenance and Repair of Fire Sprinkler Systems and Fire Pumps (Bid Discount) for use by the Logistics and Asset Management Department, Facilities Division for an additional one-year term. The existing award was made in June 2024: this is in its original award term, which was extended to August 4, 2025 per the bid document Section 4.14.1 Supplemental Unilateral Renewal Periods. Sprinklermatic provides excellent service, quality of product and performance. The Logistics and Asset Management department, Facilities division has reviewed the prices and feels that it is in the best interest of the City to renew the award for an additional one-year term. Sprinklermatic has agreed to renew Preventive Maintenance and Repair of Fire Sprinkler Systems and Fire Pumps (Bid Discount) without a price escalation which is allowed per the bid. The project will construct the City of Tampa Lower Peninsula Stormwater Improvements– Southeast Regional System (Project) to include the design and construction of a major stormwater conveyance system that includes more than 8,000 linear feet of box culvert, pipes, and drainage inlets. Th eProject also includes the construction of an environmentally-sensitive pond providing roughly 38 acres-feet of permanent pool volume to provide water quality treatment prior to stormwater being discharged through a new outfall to Hillsborough Bay. A public meeting is held annually to consider the adoption of this assessment, which will pay for the provision of certain enhanced services in the district including, but not limited to, transportation, marketing, safety and related administrative costs.

    Background

    On January 8, 2004, Tampa City Council adopted Ordinance No. 2004-14, which approved rezoning application Z03-77 for the property generally located at 4905 Price Avenue changing the zoning district classification from Commercial Intensive (CI) to Planned Development (PD – Single Family Residential Attached) and it was recently discovered that while the site development plan dated November 26, 2003 and attached to Ordinance No. 2004-14 as Exhibit “B”, is accurate, the legal description attached as Exhibit “A” is incorrect and not consistent with the parcel depicted on the approved site development plan. A review of the public hearings held on rezoning application Z03-77 confirmed the intent of Tampa City Council to rezone the parcel generally located at 4905 Price Avenue as depicted on the site development plan dated November 26, 2003 attached to Ordinance No. 2004-14 as Exhibit “B” and it is necessary to amend Ordinance No. 2004-14 to correct a scrivener’s error by substituting a corrected legal description attached as Exhibit “A” for the previous Exhibit “A” that was supplied in error.

    Background

    Under section 255.20(1)(c)(9), Florida Statutes, a local government may perform a public works project using its own services, employees, and equipment if the governing board of the local government determines, after notice and compliance with section 255.20, Florida Statutes, that it is in the best interest of the public to perform the project; and section 255.20(1)(c)(9), Florida Statutes, requires that the City Council of the City of Tampa conducts a public meeting to the estimated cost of the project fully accounting for all costs associated with performing and completing the work, including employee compensation and benefits, equipment cost and maintenance, insurance costs, and the cost of direct materials to be used in the construction of the project, including materials purchased by the local government, and other direct costs, plus a factor of 20 percent for management, overhead, and other indirect costs, and the accuracy of the estimated cost in light of any other information that may be presented at the public meeting and whether the project requires an increase in the number of government employees or an increase in capital expenditures for public facilities, equipment, or other capital assets; and at the public meeting, any qualified contractor or vendor will have a reasonable opportunity to present evidence regarding the project and the accuracy of the local government’s estimated cost of the project; and the City of Tampa Water Department desires perform the Empedrado Street Water Main Replacement project to replace the two existing 2-inch water pipe along West Empedrado Street between South Himes Avenue and South MacDill Avenue with approximately 2,500 linear feet of new 4-inch and 6-inch water pipeline with an estimated cost of $405,097.27; and a public hearing is necessary to consider the factors set forth in section 225.20(1)(c)(9), Florida Statutes for the West Empedrado water pipe replacement project.

    Background

    On November 22, 2023, City Council approved a motion requesting a staff report on the honorary naming of the multisports field at Forest Hills Park in honor of Roland Paz, Sr. Staff conducted the required due diligence confirming that all requirements, conditions and criteria in Honorary Naming Ordinance 2023-63 are met, culminating in the Honorary Naming Report and subsequent presentation to City Council. On May 22, 2025, after staff presentation, City Council approved a motion to name the multisports field at Forest Hills Park in honor of Roland Paz, Sr. in recognition of his contribution to the youth and community in Forest Hills. The City Council presentation was posted to the website on May 23, 2025 for the minimum required 14 days. Roland Paz, Sr. meets the criteria set out in Ordinance 2023-63, adopted by City Council on May 5, 2023.

It is recommended that the City awards Preventative Maintenance Scheduled and Unscheduled Maintenance Warranty and Non-Warranty Repairs for use by the Tampa Police Department and the Logistics and Asset Management Department Fleet Maintenance Division. The term of the award is for a (3) three-year term with (2) two additional (1) one- year renewal options.
