    Background

    Staff respectfully request Tampa CRA Board’s approval to purchase 1712 N. Albany for the purchase price of $460,000, together with closing costs in the approximate amount of $10,000 for the future development of mixed use (residential/commercial) or neighborhood commercial use. The West Tampa CRA budget has funds to support this property acquisition in their Affordable Housing Strategic Acquisition Land Assemblage budget line item.

  9. File No. CRA25-16665 Proposed Grants and Funding Policy Update – At the March 21, 2024, meeting, the CRA Board approved the discontinuation of all existing commercial grants. Subsequently, at the June 13, 2024, meeting, the Board adopted a new Commercial Grants Policy and portfolio of grants. As with the implementation of any new process, staff began identifying several areas for improvement during the initial rollout. Staff maintained a comprehensive list of identified deficiencies throughout the implementation process and developed the proposed updates to address the unintended consequences.   10. File No. CRA25-16778 Resolution of the Community Redevelopment agency of the City of Tampa, Florida, approving the execution by the Chair of the CRA to execute a joinder to a Fourth amendment to Agreement (Jackson House) between the City of Tampa and Accardi Properties, LLC; providing for the conveyance to the City of Tampa by Accardi Properties, LLC of a portion of property located adjacent to 851 E Zack Street, and the potential vacation by the City of Tampa of property located at Nebraska avenue at the corner of Nebraska Avenue and Twiggs Street, and the alley located to the west of Nebraska avenue and between Twiggs Street and Zack Street; amending the conditions of closing to provide for a payment of $1,200,000.00 by the City or the CRA in the event that the Nebraska rights of way cannot be vacated.
    Background

    The Jackson House, which is located at 851 E. Zack Street (“Jackson House”) is a historic property, and is in need of repairs and maintenance in order to be preserved. Adjacent property needs to be acquired so it can be utilized for such repairs and maintenance and to provide a side yard for the Jackson House in order to protect the health and safety of the Jackson House, surrounding properties, and the public. The City has entered into an agreement with Accardi Properties, LLC to obtain 10-foot strips adjacent to the Jackson House. The closing on the 10-foot strips is contingent upon the vacation of certain rights of way, including rights of way at the intersection of Twiggs Street and Nebraska Avenue, which requires FDOT approval. Accardi Properties has agreed to extend the Outside Closing Date in order to give the City additional time to get the vacation, and also has agreed to provide an alternative in the event that the City cannot obtain FDOT approval of the Nebraska Rights of Way (subject to approval by the City’s Community Redevelopment Agency). The CRA has allocated $1.2 million for improvements to the Nebraska Ave./Twiggs St. intersection. If those improvements are not approved by FDOT or not made by August 1, 2027, this Amendment provides that the $1.2 million will be paid to Accardi Properties as additional consideration for the conveyance of the two-parcels of land adjacent to the Jackson House. The 4th Amendment was approved by City Council on July 31, 2025 as Resolution No. 2025-671.

  11. File No. CRA25-16848 Resolution of the Community Redevelopment Agency of the City of Tampa, Florida, adopting a budget for the 2026 fiscal year, beginning October 1, 2025, and ending September 30, 2026, for said Community Redevelopment Agency; providing funding for the separate redevelopment trust funds administered by the Community Redevelopment Agency; recommending to Tampa City Council that said 2026 fiscal year Community Redevelopment Agency budget be included in the City of Tampa 2026 fiscal year general operating budget; approving the supplementary material received relating to said 2026 fiscal year Community Redevelopment Agency budget; making findings; requiring that the 2026 fiscal year community redevelopment agency budget together with the approved supplementary material be submitted to the Hillsborough County Board of County Commissioners within 10-days after the final adoption of the 2026 fiscal year Community Redevelopment Agency budget; authorizing adjustments for the carry-over 2025 tax increment revenues consistent with the adopted budget.
    Background

    In accordance with Part III of Chapter 163, Florida Statutes (the “Community Redevelopment Act”), Tampa City Council created the Community Redevelopment Agency of the City of Tampa, Florida (the “Agency”), and then appointed the members of Tampa City Council as the governing body of the Agency pursuant to Tampa City Council Resolution No. 2119-H adopted by Tampa City Council on or about September 9, 1982. The Agency is required to adopt a budget in compliance with both the Community Redevelopment Act and the Special Districts Act each fiscal year by resolution and recommend to Tampa City Council that said Agency budget be included in the City of Tampa “General” or “Operating” Budget for the upcoming fiscal year to be adopted by Tampa City Council.
