    Background

    Valerie S. Chuchman currently serves on the Human Rights Board in the “Labor Council” position. Ms. Chuchman served on the Human Rights Board from July 14, 2022, through July 13, 2025, (Resolution No. 2022-557). This Resolution is submitted by the Mayor for the reappointment of Valerie S. Chuchman as a member of the Human Rights Board of the City of Tampa in the position of Labor Council.

    Background

    Jamie H. Jenkins currently serves on the Human Rights Board in the “Mortgage Financing” position. Ms. Jenkins served on the Human Rights Board from July 14, 2022, through July 13, 2025, (Resolution No. 2022-558). The Mayor has submitted to the City Council for approval Jamie H. Jenkins for reappointment as a member of the Human Rights Board of the City of Tampa, in the “Mortgage Financing” position, for a three-year term commencing July 14, 2025, and ending on July 13, 2028.

    Resolution approving a first amendment to the Clearview AI Renewal Order Form between the City of Tampa and Clearview AI, Inc., for the purchase of Clearview Search Pro in the amount of $238,062 for use by the Tampa Police Department.

    Background

    Clearview Search Pro is a unique facial recognition search engine that enables users to search publicly available online images. Proprietary technology of Clearview AI, Inc. enables a user to upload an image of a face and generate a set of search results that contains images of highly visually similar faces from images located across the internet.

    There was no EBO Participation as this purchase did not meet required EBO parameters.

    (Part1of2) Resolution approving the acceptance of subgrant funds in the amount of $228,290 from the Florida Department of Law Enforcement under the USDOJ federal program Project Safe Neighborhoods – Middle District of Florida., project titled 4N002 – Tampa’s Violent Crime Reduction Initiative from October 1, 2024 to September 26, 2026 to pay for overtime, equipment and DNA lab testing; authorizing execution of the grant award by the Mayor of the City of Tampa and attestation by the City Clerk; providing an effective date. Part 1 of 2.

    Background

    Certain funds are available to the City of Tampa in the form of a subgrant through a USDOJ program administered by the pass-through entity Florida Department of Law Enforcement under Award Number 4N002 and all future extensions with no financial modifications. The City of Tampa desires to accept such funds from the State of Florida Department of Law Enforcement to be used to pay for overtime costs, DNA testing services and the purchase of cameras that will enhance law enforcement’s ability to collect valuable data in key locations.

    Acceptance of these funds serves a public interest and will benefit the citizens of Tampa.

    (Part2of2) Resolution making certain changes in the budget of the City of Tampa for the fiscal year ending September 30, 2026; Approving the transfer, reallocation, and/or appropriation of $228,290 within the Police Grants Fund for use by the Tampa Police Department for Tampa’s Crime Reduction Initiative project from the Florida Department of Law Enforcement as a federal pass through grant with the United States Department of Justice; Providing an effective date. Part 2 of 2.

    Background

    This resolution appropriates $228,290 within the Police Grants Fund for use by the Tampa Police Department for Tampa’s Crime Reduction Initiative project agreement between the City of Tampa Police Department and U.S Department of Justice using the Florida Department of Law Enforcement as a pass through agency.

File No. NCA25-17568 Resolution approving the Highway Landscape Maintenance Memorandum of Agreement between the City of Tampa and the State of Florida Department of Transportation for the maintenance of landscaping in the right-of-way located north of State Road 400 and north of State Road 580.

    Background

    The Florida Department of Transportation (“Department”) owns the State Road 93 (Interstate 275) right-of-way consisting of road improvements between North of State Road 400 (Interstate 4) and North of State Road 580 (Hillsborough Avenue) located in Hillsborough County (the “Project Highway”).

    The Department has responsibility for operation and maintenance of the State Highway System.

    The City of Tapa (“City”) desires to beautify the Project Highway by the installation of landscape improvements which would enhance its aesthetic quality.

    Upon installation of the landscape improvements the City desires to maintain the same as provided for in the Highway Landscape Maintenance Memorandum of Agreement, attached hereto.

    City Council does hereby affirm that it would be beneficial for the City to enter into this Memorandum of Agreement for the maintenance of landscaping.

    Resolution of the City of Tampa, Florida accepting a donation from the National Recreation and Park Association (NRPA) in the amount of one thousand dollars ($1,000) to be used at the discretion of the Parks & Recreation Department; authorizing the Mayor of the City of Tampa to execute the acceptance of said donation.

    Background

    The City of Tampa (hereinafter referred to as “City”) desires to accept a gift in the amount of One Thousand Dollars ($1,000) from The National Recreation & Park Association (hereinafter referred to as “Donor”) to be used at the discretion of the Parks & Recreation Department.

    Acceptance of the donation is being undertaken in a manner consistent with the City Acceptance of Gifts & Donation Policy. Donor has agreed to execute the Instrument of Donation confirming its intention to donate One Thousand Dollars ($1,000) (a copy of which is attached hereto as Exhibit A). City Council does hereby affirm that it would be beneficial to the residents of the City to approve acceptance of the donation.

    Background

    This resolution assesses the costs ($36,799.10) expended by the City of Tampa, including administrative costs, for the preparation, demolition and/or removal of buildings and/or structures on the properties described in Exhibit “A” of the Resolution that satisfied the criteria to demolish set forth in Section 19-5(a)(2) & (b)(1), City of Tampa Code of Ordinances when the property owner(s) failed to demolish and/or remove the unsafe building and/or structure within the time allowed or failed to do so prior to the City incurring said costs.

    Resolution authorizing an Amendment to the Agreement for Consultant Services between the City of Tampa and Applied Sciences Consulting, Inc. regarding Contract 22-D-00052 Vulnerability Assessment in the amount of $20,000; authorizing the Mayor to execute said amendment on behalf of the City of Tampa; providing funding thereof; and providing an effective date.

    3. Business Case: Project provides for a vulnerability assessment to comply with Florida Statute 380.093. The services will provide in-depth data on how to adapt the City’s most vulnerable critical assets. The purpose is to inform key decision-making and project prioritization to protect critical assets. The update will also inform and support projects submitted to the Statewide Flooding and Sea Level Rise Resilience Plan as well as other upcoming infrastructure grant opportunities for a wide range of professional services related to energy efficiency, carbon reduction, climate vulnerabilities, green jobs, renewable energy opportunities, community engagement, and caring for vulnerable populations disproportionally impacted by climate change.
    4. Sustainability and Resiliency: The project provides for professional engineering services to comply with Florida Statute 380.093 and other associated services to provide in-depth data on how to adapt vulnerable critical assets.
    5. Community Engagement: The Sustainability and Resilience staff will assist the Firm in the communication efforts to ensure transparency and integration of the stakeholders.

    Amendment 1 provides for additional services to prepare a Resilient Florida planning grant application and supporting documentation for the creation of a City of Tampa Adaptation Plan.

This project is consistent with Transforming Tampa’s Tomorrow goal of Sustainability and Resiliency and is an integral part of the Mobility Sidewalk Program.

    3.Business Case: This Agreement provides for professional design-build services for the FY24 Citywide Sidewalk Improvements Design Build project. Project provides for new sidewalk construction, ditch enclosures, driveway modifications, and additional ancillary items such as installing pavement markings, adjusting manholes and water valve covers, tree treatments, minor resurfacing, signs and markings improvement.

    Services will be performed as task order assignments with the construction phase identified as guaranteed maximum prices (GMP) contract. Project will be developed over a one (1) year period.

    3. Business Case: This project is for the design and construction of park improvements and the adjacent streetscapes extending from the park parcel to the back of the curb, including but not limited to, pergolas, pavement, columns, fences, lighting, site furniture, plants, and irrigation.

    5. Project: a. Contract delivery method: This is a Design-Build project. A full-time City of Tampa Construction Inspector will be on-site during the project to ensure quality of construction.

    Change Order 1 is necessary to provide additional funding to clean the brick wall, install a water barrier and a bonding agent at the joint of the existing stucco and new stucco, painting, and provide a concrete encasement at the building footer.

    4.Equal Business Opportunity (EBO) Statement: Pursuant to the review by the Equal Business Opportunity (EBO) Division, the prime contractor, Phinazee Construction & Consulting Services, Inc., is a city-certified Small Local Business Enterprise (SLBE) and Minority Business Enterprise (MBE/BBE).

    Resolution approving the execution by the Mayor and attestation by the City Clerk of a Site Access Agreement between the City of Tampa and FRS Environmental Remediation, Inc., a Florida corporation, d/b/a Montrose Environmental Solutions for access to City-owned property located at 1810 N. Tampa Street, Tampa, Florida for environmental site assessment activities.

    Background

    The City of Tampa and FRS Environmental Remediation, Inc. d/b/a Montrose Environmental Solutions (Montrose) desire to enter into a Site Access Agreement for the purpose of conducting a site assessment, soil borings, and installation and operation of groundwater monitoring wells in connection with Florida Department of Environmental Protection Purchase Order No. C5988A on City owned property known as Phil Bourquardez Park located at 1810 N. Tampa Street. The City’s Parks & Recreation Department and Solid Waste Department have reviewed and approved the request.

    Resolution approving the bid of PSIC-Pro Serv Industrial Contractors, LLC for the furnishing of McKay Bay Waste to Energy (WTE) Facility Grate Work in the estimated amount of $1,407,408 over a three-year term for use by the Department of Solid Waste and Environmental Program Management.

    4. Why the winning bid was selected: The City of Tampa Department of Solid Waste and Environmental Program Management recommends awarding this to PSIC-Pro Serv Industrial Contractors, LLC as the lowest responsive and responsible bidder for McKay Bay Waste to Energy (WTE) Facility Grate Work.

    It is recommended that the City award McKay Bay Waste to Energy (WTE) Facility Grate Work to PSIC-Pro Serv Industrial Contractors, LLC for use by Department of Solid Waste and Environmental Program Management. The term of the award is for a (3) three-year) term with (1) one additional (2) two-year) renewal option. The Department has reviewed and approved the bid response from PSIC-Pro Serv Industrial Contractors, LLC and comments were supplied via Department recommendation letter.

    Pursuant to the review by the Equal Business Opportunity (EBO) Division, it was determined that SLBE participation goals were not prescribed in the solicitation because the scope did not meet the required EBO parameters; however, it did not preclude participation.

    Resolution approving the renewal of an award between the City of Tampa and Brandsafway Solutions, LLC, without a price escalation, for the furnishing of McKay Bay Waste to Energy (WTE) Facility Temporary Industrial Labor in the estimated amount of $520,000 for use by the Department of Solid Waste and Environmental Program Management.

    Background

    It is recommended that the City renew its existing award with Brandsafway Solutions, LLC for the provision of McKay Bay WTE Facility Temporary Industrial Labor for use by the Department of Solid Waste and Environmental Program Management for an additional one- year term. The existing award was made in July 2024. This award is in its original award term, which was extended to October 15, 2025, per the bid document Section 3.11.1 Supplemental Unilateral Renewal Periods.

    Brandsafway Solutions, LLC provides satisfactory service, quality of product and performance. The Department of Solid Waste and Environmental Program Management has reviewed the prices and feels that it is in the best interest of the City to renew the award for an additional one-year period. Brandsafway Solutions, LLC has agreed to renew McKay Bay WTE Facility Temporary Industrial Labor without a price escalation which is allowed per the bid.

    Pursuant to the review by the Equal Business Opportunity (EBO) Division, this one year renewal contract is in compliance.

    Resolution approving the renewal of an Agreement between the City of Tampa and Republic Services of Florida, Limited Partnership, without a price increase, for the provision of Landfill Disposal Site for Ash Residue (Re-Bid) in the estimated amount of $1,446,707 for use by the Department of Solid Waste & Environmental Program Management.

    Background

    It is recommended that the City renew its existing Agreement with Republic Services of Florida, Limited Partnership for the provision of Landfill Disposal of Ash Residue (Re-Bid) for use by the Department of Solid Waste & Environmental Program Management for an additional one-year term. The existing Agreement was made in October 2022. This Agreement is in its original term.

    Republic Services of Florida, Limited Partnership provides excellent service, quality of product and performance. The Department of Solid Waste & Environmental Program Management has reviewed the prices and feels that it is in the best interest of the City to renew the Agreement for an additional one-year period. Republic Services of Florida, Limited Partnership, has agreed to renew Landfill Disposal of Ash Residue (Re-Bid) without a price escalation which is allowed per the Agreement.

    Pursuant to the review by the Equal Business Opportunity (EBO) Division, this one year renewal contract is in compliance.

    Resolution of the City of Tampa, Florida, approving a gas service agreement between the City of Tampa and Peoples Gas System, Inc., For the furnishing of natural gas service for use by the Solid Waste Department; authorizing the execution thereof by the Mayor of the City of Tampa; providing and effective date.

    Background

    The City of Tampa Solid Waste Department is relocating to 34th Street Mc Kay Bay Complex as part of Capital Improvement Project (1001400) -21C45. The Solid Waste Relocation Capital Improvement Project will incur no financial impact for the construction required to extend the TECO`s existing gas main to the project site in support of the new CNG Fleet Fueling Facility. All infrastructure cost and deposits have been waived, resulting in a total construction cost for the gas main extension of $0.00 dollars. The only ongoing expense will be for the natural gas usage following installation billed through standard monthly utility charges.

    Resolution making certain changes in the budget of the City of Tampa for the fiscal year ending September 30, 2026; approving the transfer, reallocation, and/or appropriation of $10,000,000 within the Solid Waste Operations Fund and Solid Waste Capital/Construction Fund for use by the Department of Solid Waste & Environmental Program Management for the McKay Bay WTE Generator Project; providing an effective date.     Background

    The generator at the McKay Bay Waste-to-Energy Facility failed on September 19, 2025. This resolution appropriates use of fund balance in the amount of $10,000,000 within the Solid Waste Operations Fund and Solid Waste Capital/Construction Fund for the McKay Bay WTE Generator Project.

    Resolution of the City of Tampa, Florida, authorizing amendments to certain provisions of the City of Tampa, Florida, Revenue Refunding Bond (Tampa Preparatory School Project), Series 2010a; approving and authorizing the execution and delivery of certain documents related to the foregoing; and providing for an effective date for this resolution.

    Background

    The City of Tampa, Florida (the “City”), Tampa Preparatory School (the “School”) and Truist Bank (as successor to SunTrust Bank) (the “Bank”) entered into an Amended and Restated Financing Agreement (the “Financing Agreement”) dated as of July 1, 2014 related to the City’s Revenue Refunding Bond (Tampa Preparatory School Project), Series 2010A and Revenue Refunding Bond (Tampa Preparatory School Project), Series 2010B (the “Series 2010B Bond”). The Bank has agreed to waive the mandatory tender date on the bond and in exchange the School and the Bank have agreed to make certain amendments to the Financing Agreement to adjust the interest rate on the Series 2010A Bond and to modify the payment schedule for the Series 2010A Bond. The Financing Agreement requires the consent of the City to make these amendments. The Series 2010B Bond is a private activity bond for which the City only acted as conduit issuer. The City has no liability, financial or otherwise, with respect to the Series 2010B Bond.

    Resolution of the City of Tampa, Florida, approving an Agreement between the City of Tampa and Bucher + Suter, Inc. for the purchase of B+S Connects Subscription and Installation Services, in the estimated amount of $15,208.56 for use by the Technology and Innovation Department.

    Background

    It is recommended that the City enter into an agreement with Bucher + Suter, Inc for B+S Connects Subscription and Installation Service for use by the Technology and Innovations Department. The term of the agreement is for an initial 1 (one-year) term with 1 (one-year) automatic renewals thereafter. This service is required to integrate the City’s phone system with Tampa Connect customer service system to streamline communications.

    SLBE participation goals were not prescribed because the project did not meet required EBO parameters.

    Background

    This financial resolution realigns $204,798 from the P & R Citywide Maintenance and Repair project to the Guida House Renovations project within the CIT Program 6 FY22-FY26 Capital Projects Fund to cover the cost of replacing the roof at the George Guida, Sr. House located at 1516 N. Renfrew Avenue.

    It was determined to be in the best interest of the City of Tampa to settle this personal injury case.

    Background

    The City of Tampa Stormwater Engineering Division requested the Real Estate Department pursue a land exchange of City-owned property located at 4211 W. Bay Vista Avenue for property located at 4207 W. Bay Vista Avenue owned by WISCO 7, LLC (“WISCO”). The land exchange would provide the most favorable property conditions for a future pump station on W. Bay Vista. The property located at 4207 W. Bay Vista Avenue lies between City-owned property located at 4209 W. Bay Vista Avenue and an existing stormwater ditch system. The property at 4207 W. Bay Vista Avenue was not on the market nor was it previously available when the City acquired the two properties. Through negotiations, WISCO agreed to exchange the property with the City.

    The City-owned property at 4211 W. Bay Vista Avenue consists of approximately 6,900 square feet MOL and is zoned RS-60 (residential single family). The WISCO-owned property at 4207 W. Bay Vista Avenue consists of approximately 7,100 square feet MOL and is zoned RS-60 (residential single family). The contract includes a 60-day due diligence period with one 30-day extension. All properties are currently vacant and shall be accepted “as is” subject to the terms and conditions of the Land Exchange Agreement.

    WISCO has agreed to a land exchange with the City. The City will pay for closing costs up to $10,000. Staff respectfully requests the approval of the Land Exchange Agreement.

    Background

    Pursuant to Resolution 2023-492, the City of Tampa was awarded grant funding in the amount of $500,000 from the State of Florida, Department of State for the Division of Historical Resources Special Category Grant (Grant Number 22.H.SC.900.009) for the grant period 07/07/2021 to 06/30/2023. Grant funding is to be used to hire a historic preservation architect and contractor for the restoration of the historic Jackson House.

    Pursuant to Resolution 2024-427, the State of Florida, Department of State granted extension No. 1 to the Agreement to December 31, 2024.

    Pursuant to Resolution 2025-63, the State of Florida, Department of State granted extension No. 2 to the Agreement to June 30, 2025.

    Background

    It is recommended that the City renew its existing award with Bayside Dredging LLC for the provision of Outfall Maintenance Services for use by the Mobility Department for an additional (1) one-year period.     Bayside Dredging LLC provides satisfactory service, quality of product and performance. The Mobility Department has reviewed the prices and feels that it is in the best interest of the City to renew the award for an additional (1) one-year period. Bayside Dredging LLC has agreed to renew Outfall Maintenance Services without a price escalation which is allowed per the bid.

    To date, City Council has approved two Reimbursement Resolutions allowing the City the flexibility of reimbursing the City for up to $130.0 million in costs for certain governmental capital projects within the City.
