    Resolution approving, consenting to and confirming the re-appointment by the Mayor of Sul Hemani as a member of the Tampa Housing Authority for a four year term commencing retroactively on March 4, 2025, and ending March 3, 2029.

    Background

    On March 4, 2021, the City Council of the City of Tampa approved Resolution No. 2021-173, approving, consenting to and confirming the appointment by the Mayor of Sul Hemani as a member of the Tampa Housing Authority and the Mayor has re-appointed and hereby submits to City Council for approval, the name of Sul Hemani as a member of the Tampa Housing Authority for a four (4) year term commencing retroactively on March 4, 2025, and ending March 3, 2029.

    Resolution approving, consenting to and confirming the appointment by the Mayor of Thomas Murphy as a member of the Tampa Housing Authority commencing on September 18, 2025, and ending May 15, 2028.

    Background

    On May 16, 2024, the City Council of the City of Tampa approved Resolution No. 2024-421, approving, consenting to and confirming the appointment by the Mayor of Harry S. Hedges as a member of the Tampa Housing Authority for a four (4) year term commencing on September 18, 2025, and ending September 17, 2029. Mr. Hedges resigned prior to the expiration of the term.

    The Mayor has appointed and hereby submits to City Council for approval, the name of Thomas Murphy to complete the unexpired term of Harry S. Hedges as a member of the Tampa Housing Authority commencing on September 18, 2025, and ending May 15, 2028.

    Resolution approving and authorizing payment of the annual fee for School Crossing Guards not to exceed $1,695,877 under an existing agreement between the City of Tampa, Hillsborough County and Chad Chronister, Sheriff, Hillsborough County Sheriff’s Office, for the provision of school crossing guards through the annual fee schedule adjustment letter presenting Exhibits A and B for the City of Tampa August 2025-July 2026 School Year.

    Background

    A resolution for City of Tampa and Hillsborough Co Sheriff’s Office annual fee adjustment for payment of $1,695,877 for school crossing guards for City of Tampa elementary and middle schools for the 2024-2025 school year to ensure student safety. The City of Tampa, Florida, by authority contained in Resolution No. 2023-775, passed and adopted by City Council on August 24, 2023, entered into an Agreement with Hillsborough County and the Sheriff of Hillsborough County, Florida, for the provision of school crossing guards by the Hillsborough County Sheriff’s Office in the City of Tampa. The Agreement allows for a fee schedule and adjustment of the fee schedule at the end of each school year term prior to the successive school term. The Sheriff of Hillsborough County, Florida has provided a new Exhibit A reflecting current crossing guard locations. Exhibit B reflects the estimated costs for all city crossing guards provided under the Agreement for the school term 2025-2026. The Sheriff has also submitted a fee schedule and adjusted the cost of school crossing guards as set forth in attached Exhibit B. It’s in the best interest of the city of Tampa to continue to provide school crossing guards through this agreement.

    Resolution approving additional expenditures within an existing award between the City of Tampa and Lenco Industries, Inc., through the 2024 Urban Area Security Initiative (“UASI”) Grant administered by the Tampa Police Department for the entire Tampa Bay area, for the furnishing of (1) armored vehicle for Pinellas Park Police Department in the estimated amount of $365,178 for a cumulative total of $735,597.

    Background

    The City of Tampa awarded a contract to Lenco Industries, Inc. for the furnishing of (1) Armored Vehicle for the Clearwater Police Department, through the 2022 Urban Area Security Initiative (“UASI”) Grant administered by the Tampa Police Department for the entire Tampa Bay area. The Pinellas Park Police Department wishes to utilize funding from the 2024 UASI grant to piggyback off the current contract in place with Lenco Industries, Inc. to secure an armored vehicle for their department. The additional funding for another armored vehicle will amount to $365,178

    Resolution approving the purchase under Hillsborough County Sheriff’s Office Contract No. FSA-HCSO-AVP1.0 of Eight (8) Chevrolet Blazer Pursuit Rated Electric Vehicles – Patrol from Stingray Chevrolet, LLC in the total amount of $385,466.88 for use by the Tampa Police Department.

    Background

    It is recommended that the City purchase under Hillsborough County Sheriff Office Contract No. FSA-HCSO-AVP1.0 with Stingray Chevrolet, LLC. Hillsborough County Sheriff’s Office partnered with the Florida Sheriffs Association (FSA) to make the awarded contract prices and terms available through FSA’s Cooperative Purchase Program (CPP). This cooperative contract was competitively sourced with thirteen (13) bids received by the lead purchasing agency. In comparing prices with the Hillsborough County Sheriff’s Office Contract No. FSA- HSCO-AVP1.0 to the open market, the unit cost is $55,747 for a total cost of $445,976. The City will save $7,563.64 per unit and a total cost of $60,509.12 by purchasing from the Hillsborough County Sheriff’s Office Contract No. FSA-HCSO-AVP21.0.

    Resolution approving the purchase under Hillsborough County Sheriff’s Office Contract No. FSA-HCSO-AVP1.0 of Six (6) Chevrolet Blazer Pursuit Rated Electric Vehicles – Detective from Stingray Chevrolet, LLC in the total amount of $280,493.10 for use by the Tampa Police Department.

    Background

    It is recommended that the City purchase under Hillsborough County Sheriff Office Contract No. FSA-HCSO-AVP1.0 with Stingray Chevrolet, LLC. Hillsborough County Sheriff’s Office partnered with the Florida Sheriffs Association (FSA) to make the awarded contract prices and terms available through FSA’s Cooperative Purchase Program (CPP). This cooperative contract was competitively sourced with thirteen (13) bids received by the lead purchasing agency. In comparing prices with the Hillsborough County Sheriff’s Office Contract No. FSA- HSCO-AVP1.0 to the open market, the unit cost is $54,300 for a total cost of $325,800.     Resolution approving the annual Interlocal Agreement between Hillsborough County (County) and the City of Tampa (City) for the Distribution of FY26 Public Safety Emergency Communications Systems Fee Revenues within Public Safety Answering Points in the amount of &826,966 for the period starting October 1, 2025 through September 30, 2026.

    Background

    The County’s Enhanced 9-1-1 Emergency Telephone Service fee set by State of Florida is to be collected and used for purposes as described in Florida Statute 365.172(10). The City Council of the City of Tampa passed and adopted Resolution No. 2024-713 on August 22, 2024 for the FY 25 Distribution of Public Safety Emergency Communications Systems Fee Revenues from October 1, 2024 through September 30, 2025. The Board of County Commissioners approves budgeted appropriations of Enhanced 9-1-1 Emergency Telephone Service fee funds for the City to be used for salaries of 9-1-1 call takers, education and training of 9-1-1 call takers, operating supplies related to 9-1-1 call taking, and other authorized expenses as described in Florida Statute 365.172(10) for FY 2026. The County agrees to provide the City funding in the amount of $826,966 ($677,141 Police; $149,825 Fire) for operating costs for the period starting October 1, 2025 through September 30, 2026.

    Resolution approving a Public Emergency Medical Transportation Letter of Agreement between the City of Tampa and State Of Florida Agency for Health Care Administration to authorize payment of Intergovernmental Transfers to the State in the amount of One Million Nine Hundred Ninety-two Thousand and One Hundred Eighty-nine 61/100 dollars ($1,992,189.61) and receive an estimated Four Million Six Hundred Fifty-six Thousand Eight Hundred and Twenty-Four 70/100 Dollars ($4,656,824.70) for Emergency Medical Transportation.

    Background

    As set forth in the attached Public Emergency Medical Transportation Letter of Agreement (herein “Letter of Agreement”} between the City of Tampa and the State of Florida, Agency for Health Care Administration, the parties have authorized a supplemental payment program for Medicaid managed care patients who are transported to the hospital by public emergency medical transportation providers. The State of Florida Legislature has authorized a continuation of the supplemental payment program to include Medicaid Managed Care transports for the purpose of leveraging intergovernmental funds with a 57 percent (57%) federal share and 43 percent (43%) City share that Medicaid Managed Care providers will later reimburse. By participating in the supplemental payment program for Medicaid managed care patients as outlined in the Letter of Agreement, City of Tampa Fire Rescue can substantially increase its Medicaid managed care patient transport revenue with the City contributing $1,992,189.61 as its share of the State’s total federal match requirement and receive approximately $4,656,824.70 of Managed Care Option (MCO) patient transport revenue for an overall net revenue increase to the City of approximately $2,664,635.09.

    Resolution approving a Community Air Monitoring Site and Air Quality Monitoring Equipment Installation Agreement between the City of Tampa, Florida, and the Hillsborough Transportation Planning Organization at no cost to the City for installation of air quality monitors at City selected parks.

    Background

    It is in the public interest of the City of Tampa (City), to allow installation of air quality monitors in selected City parks for the purpose of collecting and reporting air quality data to the Hillsborough County Transportation Organization (TPO), agency partners, our community, and the public. The TPO desires to install air quality monitors in certain City parks at no cost to the City. The monitors will be located at Perry Harvey Park, 900 East Scott St., Tampa, FL 33602; Robles Park, 3305 N. Avon Ave., Tampa, FL 33603; Sulphur Springs Park, 701 E.

    Bird St., Tampa, FL 33604; Rowlett Park 2401 E Yukon St., Tampa, FL 33604; and Jim Walters Park, 1508 N Clark Ave., Tampa, FL 33607. Installation of these air quality monitors will benefit the Tampa community by providing addition health information related to the quality of the air in the City. City Council does hereby affirm that it would be beneficial to the residents of the City to enter into the Agreement.

    Resolution approving an Agreement between the City of Tampa and PADL LLC for the furnishing of self-service paddle board/kayak rental services for the Parks and Recreation Department for use by the Parks and Recreation Department; authorizing the Mayor to execute the Agreement.

    It is recommended that the City award Self-Service Paddle Board/Kayak Rental Services to PADL, LLC for use by the Parks and Recreation Department. The term of the agreement is for a (3) three-year term with (2) two additional (1) one-year renewal option. The Department has reviewed and approved the proposal response from PADL, LLC and comments were supplied via Department recommendation letter.

    The City will receive a 20% share of the revenue generated.

    Resolution approving a joint funding agreement for water resource investigations between the U.S Department of Interior U.S. Geological Survey and the City of Tampa, in connection with a water data collection program; authorizing payment of ninety thousand and eight hundred dollars to the U.S Department of Interior U.S. Geological Survey; authorizing the mayor to execute said joint funding agreement.

    Background

    The City of Tampa (“City”) has participated in joint funding of water data collection in the Tampa area with the U.S. Department of Interior U.S. Geological Survey (“USGS”) for over twenty-five (25) years; and participation in this program has been of great benefit and value to the City by providing a cost efficient means for the City to obtain data that it must report to the State of Florida in order to maintain permit compliance; and the data collection and analysis costs will be shared between the USGS and the City, with the City paying NINETY THOUSAND AND EIGHT HUNDRED DOLLARS ($90,800) and the USGS contributing TWENTY-FIVE THOUSAND AND THREE HUNDRED DOLLARS ($25,300) to implement the water data collection during the period of October 1, 2025, through September 30, 2026; and it is in the best interest of the City to enter into the Joint Funding Agreement For Water Resource Investigations with the USGS.

    Resolution of the City of Tampa, Florida, approving an Agreement for McKay Bay Waste to Energy Facility Conveyor Belt Maintenance between the City of Tampa and Motion Industries Inc. dba MI Conveyance Solutions under Sourcewell Contract #091422-MII for the furnishing of McKay Bay Waste to Energy (WTE) Facility Belt Conveyor Preventive Maintenance and Repair Services in the estimated amount of $188,245 for use by the Department of Solid Waste & Environmental Program Management.

    Background

    It is recommended that the City contract with Motion Industries, Inc. based on their Sourcewell award of RFP# 091422-MII for Facility MRO, Industrial, and Building-Related Supplies and Equipment. Motion Industries acquired Epperson and Company which had been conducting the conveyor belt maintenance at the WTE Facility when it was operated by Wheelabrator for the City of Tampa. In 2022 (Reso 2022-867), the City awarded a conveyor belt service contract to Conveyor Consulting and Rubber Corporation who was the sole, responsive, responsible bidder. The Department of Solid Waste and Environmental Program Management decided to not renew the contract with the vendor due to poor maintenance and unreliable scheduling.

    There was no EBO participation as this purchase is being made under Sourcewell Contract #091422-MII.

    It is recommended that the City award Sedimentation Tank Maintenance Services (SMS) Moreno Industrial Services Inc. for use by Wastewater Department. The term of the award is for a (1) One year term with (4) four additional (1) one-year renewal options. The Department has reviewed and approved the bid response from Moreno Industrial Services Inc. and comments were supplied via Department recommendation letter.

    Pursuant to the review by Equal Business Opportunity (EBO) Division, it was determined that the EBO Sheltered Market Solicitation provision would apply in the bid specifications to eligible WMBE and SLBE firms.; Moreno Industrial Services Inc. is a City Certified Small Local Business Enterprise (SLBE).

    Resolution authorizing an Assistance Amendment to the Grant Agreement 02D19022 between the City of Tampa and the U.S. Environmental Protection Agency for the Gulf of Mexico Program.

    Background

    Pursuant to Resolution 2022-198, the City of Tampa accepted grant funds by entering into Grant Agreement 02D19022 with the United States Environmental Protection Agency in the amount of $500,000 for the Gulf of Mexico Program. Pursuant to Resolution 2025-275, the City of Tampa authorized an Assistance Amendment to extend the period of performance in the Grant Agreement to December 31, 2025.

    The parties desire to modify said Grant Agreement by entering into a second Assistance Amendment which extends the period of performance in the Grant Agreement to December 31, 2026. This is a no cost extension. The amount of the original award remains the same.

    The grant funds will continue to be used for services related to enhancing water quality and preventing trash from entering waterways.

Contractor/Firm: C&T Contracting Services, LLC 3.Business Case: • This project provided for the construction of a new submersible pump station including, but not limited to, two (2) 3hp NP3085 Flygt submersible pumps with mixed flush valves and bases, bypass pumping, riser pipes, discharge piping and valves, partial reconstruction of wet well, electrical upgrades, installation of new discharge force main, removal of existing pavement, ditch and curbs, regrading of existing roadway, installation of brick pavement, installation of storm pipes, inlets, storm structures, outfall structure, rip rap, removal and installation of new water main and services at the Virginia Ave. Pump Station.
    3. Sustainability and Resiliency: The project will serve to replace the existing severely deteriorated riser pipes, pumps, pump bases, piping, valves and associated appurtenances and upgrade associated electrical components at Virginia Pump Station. The new design incorporates necessary improvements to comply with newly adopted flood elevations. This project will resolve flooding issues and provide improved access to pump station during storm events by re-grading the roadway and installing stormwater drainage improvements.

    Resolution of the City of Tampa, Florida, approving a third amendment to cooperative funding agreement (type 3) between the Southwest Florida Water Management District and City of Tampa for Lower Peninsula Stormwater Improvements (Q190); authorizing the Mayor to execute said agreement; and providing an effective date.

    Background

    Pursuant to the authority contained in Resolution No. 2020-854, passed and adopted by the City Council of the City of Tampa on December 3, 2020, the City of Tampa (“City”) and the Southwest Florida Water Management District (“SWFWMD”) entered into a Cooperative Funding Agreement (Type 3) Between the Southwest Florida Water Management District and City of Tampa For Lower Peninsula Stormwater Improvements (Q190) (“Agreement”) for the 30% design package of regional stormwater improvements on the Lower Peninsula of the City, consisting of two stormwater conveyance lines south to the MacDill 48 property, which serve as flood storage, and a single conveyance line east to an outfall in Tampa Bay (“Project”). Pursuant to the authority contained in Resolution No. 2020-854, passed and adopted by the City Council of the City of Tampa on December 3, 2020, the City of Tampa (“City”) and the Southwest Florida Water Management District (“SWFWMD”) entered into a Cooperative Funding Agreement (Type 3) Between the Southwest Florida Water Management District and City of Tampa For Lower Peninsula Stormwater Improvements (Q190) (“Agreement”) for the 30% design package of regional stormwater improvements on the Lower Peninsula of the City, consisting of two stormwater conveyance lines south to the MacDill 48 property, which serve as flood storage, and a single conveyance line east to an outfall in Tampa Bay (“Project”). Pursuant to the authority contained in Resolution No. 2023- 64, passed and adopted by the City Council of the City of Tampa on January 19, 2023, the City and SWFWMD entered into a Second Amendment to Agreement Between the Southwest Florida Water Management District and City of Tampa for Lower Peninsula Stormwater Improvements (Q190) to update the scope of work, increase project funding, extend the contract period, and incorporate additional terms relevant to the construction phase. The City and SWFWMD wish to amend the Agreement to update the contract language applicable to SWFWMD’s cooperatively funded projects. The City has determined that it is in the best interest of the citizens of the City to enter into this Third Amendment to Agreement Between the Southwest Florida Water Management District and City of Tampa for Lower Peninsula Stormwater Improvements (Q190).

    Resolution of the City of Tampa, Florida approving the Clover Service Addendum to the Merchant General Banking Services Agreement between the City of Tampa and Bank of America, N.A. for use by the Revenue and Finance Department; authorizing the Mayor to execute said addendum.

    Background

    The City of Tampa desire to enter into this Clover Service Addendum with Bank of America, N.A. to supplement the existing City of Tampa Merchant General Banking Service Agreement (MSA) which was approved by City Council pursuant to Resolution 25-161 on February 20, 2025, for merchant services to the City and its Agencies. This Clover Service Addendum shall become effective on the day Bank begins providing the Clover Service to Client and shall end when terminated as set forth herein. This Clover Service Addendum may also be terminated at any time by either party upon thirty (30) days’ written notice to the other party.

    There was no EBO Participation as this purchase was made under a piggy-back agreement.

    Background

    It is recommended that the City approve Amendment No. 2 to the Medicare Advantage Group Agreement between the City of Tampa and Humana Insurance Company for the Provision of a Medicare Advantage Local PPO Plan Benefits Package with Medicare Prescription Drug Benefit and a Medicare National ESA Plan PPO Benefits Package with Humana Medicare Prescription Program Plan for Medicare Eligible Retirees and their Eligible Dependents of the City Of Tampa.

    On May 19, 2022: Tampa City Council adopted Resolution No. 2022‑400, establishing Original Agreements between the City and the law firm Gardner, Bist, Bowden, Dee, LaVia, Wright, Perry & Harper, P.A. (“Gardner Bist”). These agreements authorize the firm to provide outside legal services—primarily for environmental law matters affecting the Department of Solid Waste and Environmental Program Management.

    On June 5, 2025: City Council passed Resolution No. 2025‑490, which amended those Original Agreements, extended the termination date to September 30, 2029, and raised the maximum annual fee cap from $100,000 to $200,000, per fiscal year, except for bond/disclosure counsel or matters already in active litigation Gardner Bist has merged with Gardner Bist King & Wood, LLP (“GBKW, LLP”), effective September 1, 2025.     Background

    The City of Tampa and Alltel Corporation d/b/a Verizon Wireless (Licensee) entered into that certain Water Tank License Agreement dated August 17, 1994, as amended (License), for the installation and operation of telecommunications equipment on City-owned property located at 3602 W. San Miguel Street N. Current rent is approximately $41,669/year. If all remaining options to extend are exercised, the License will expire in 2034.

    Currently, the Licensee desires to modify its equipment within its licensed premises pursuant to the terms of the Third Amendment to Water Tank License Agreement. The proposed modifications are deemed minimal in nature; therefore, the rental amount will not be increased. The Amendment does include a provision for the payment of a processing fee by the Licensee for all future applications for modifications.     Personnel Solutions Plus, LLC provides excellent service, quality of product and performance. The Mobility Department has reviewed the prices and feels it is in the best interest of the City to renew the award for an additional one-year term. Personnel Solutions Plus, LLC has agreed to renew Temporary Traffic Labor for Special Events with a price escalation of 7.7% corresponding with the recent minimum wage increase, which is allowed per the bid.

Leonard Levy and George Levy. This location is adjacent to a high-volume pedestrian crosswalk and across the street from Raymond James Stadium in Tampa, Florida.

Resolution of the City Council of the City of Tampa, Florida, approving a grant funding agreement in the amount of $10,000,000 with the Community Redevelopment Agency of the City of Tampa, Florida for the West Riverwalk Multi-modal Network and Safety Improvements Project; authorizing execution by the Mayor and attestation by the City Clerk; providing an effective date., Interim Director of Mobility, transmitting additional information for said agenda item.

    Background

    The City of Tampa (“City”) has proposed to construct a new multimodal network along West Tampa in connection with Contract 22-C-00001 – Tampa Multimodal Network and Safety Improvements Project, also referred to as the West Riverwalk; and a portion of the West Riverwalk will be located within the boundaries of the West Tampa Community Redevelopment Area (“CRA”); and the City has requested financial assistance from the CRA in connection with the construction of the Proposed Project; and the purpose of this West Riverwalk Multi-Modal Network and Safety Improvements Grant Funding Agreement (“Agreement”) is to provide for CRA participation; and subject to the terms and conditions of this Agreement, the CRA is willing to provide financial assistance to the City in connection with the construction of the Proposed Project; and it is in the best interests of the City to enter into the Agreement.

    Background

    On January 16, 2025, the CRA Board approved the Tampa Multi-Modal Network and Safety Improvements Project and on March 13, 2025 approved the program change to reduce the West Tampa CRA Land Assemblage Project by $1,000,000 and the West Tampa Neighborhood Infrastructure and Improvements Project by $2,300,000 to provide a total of $3,300,000 for the Tampa Multi-Modal Network and Safety Improvements Project within the West Tampa CRA.

    Background

    The Channel District CRA requested the Real Estate Department’s (RED) assistance in locating property for sale within the Channel District for community redevelopment purposes.

    Due to the limited size of the Channel District CRA, acquisition opportunities are limited. The Channel District CAC identified the properties located at 1125 and 1127 E. Twiggs Street (the “Property”) as a priority acquisition. The Channel District CAC recommended the approval of a contract for sale and purchase at a purchase price not to exceed $4.5 million for the Property.

    The contract includes a 90-day due diligence, with one 60-day extension and one 30-day extension, for a total of a 180-day due diligence period. The City and the owner negotiated an escrow account of $500,000 of the sale proceeds, for up to one-year post-closing, for reimbursement to the CRA for environmental site remediation and brownfield designation costs due to the Property’s use.
