    Resolution approving an Order Form between the City of Tampa and Flock Group, Inc. for the purchase of automated license plate reader hardware, software products, and services in the amount of $43,450; authorizing execution of the Order form by the Mayor of the City of Tampa and providing an effective date.

    Background

    By authority contained in Resolution No. 2023-1294, passed and adopted by City Council on December 21, 2023, a Master Services and Purchasing Agreement and Order Form was approved to assist with expanding the Police Department’s query capabilities, increasing the effectiveness of the technology and provide another resource to fight crime. The City of Tampa needs to replace existing plate readers that will be removed from service. The City of Tampa wishes to incorporate and include the terms of the previously executed Master Services Agreement into the new Order Form. It is in the best interest of the City of Tampa to enter into the Work Order.

    Resolution approving an agreement between the City of Tampa and the School Board of Hillsborough County, Florida to provide for a 2025-2026 School Resource Officer Program (Middle and High Schools) and for payment to the City in an amount of $2,637,885 for the School Board’s share of the cost of said program; authorizing execution thereof by the mayor of the City of Tampa and providing an effective date.

    Background

    The City of Tampa and the School Board of Hillsborough County, Florida have continually provided a School Resource officer Program under the administration of the City of Tampa’s Police Department to certain schools pursuant to Florida Statutes section 1006.12 for many years. The City of Tampa, Florida, by authority contained in Resolution No. 2024-724, passed and adopted by City Council on August 22, 2024, entered into the previous year’s School Resource Officer Agreement. It is in the best interest of the City of Tampa to renew said Agreement.

    Resolution approving the renewal of an Agreement between the City of Tampa and Sentry Event Services, Inc. for the provision of Building and Event Security Services at Tampa Convention Center in the estimated amount of $1,084,380 without a price escalation, for use by the Convention Center and Tourism Department.

    Background

    It is recommended that the City renew its existing agreement with Sentry Event Services, Inc.

    for the provision of Building and Event Security Services at the Tampa Convention Center for use by the Tampa Convention Center for an additional one-year term. The existing award was made July 14, 2022. This award is in its first renewal period.

    Sentry Event Services, Inc. provides satisfactory service, quality of product and performance.

    The Tampa Convention Center has reviewed the prices and feels that it is in the best interest of the City to renew the award for an additional one-year period. Sentry Event Services, Inc.

    has agreed to renew Building and Event Security Services at the Tampa Convention Center without a price escalation.

    Pursuant to the review by the Equal Business Opportunity (EBO) Division, this one year renewal contract is in compliance.

    Resolution assessing the costs expended by the City of Tampa, a municipal corporation, for mowing and/or removing offensive accumulations from certain real property in the city after failure of the interested parties to mow and/or remove the offensive accumulations from the following properties: (1) 2407 1/2 Harper St, (2) 801 E Seward St, (3) 2009 Saxon St, (4) 2015 Saxon St, (5) 4220 W Arch St, and (6) 2205 E 17th Ave; authorizing a certified copy of this resolution and exhibit to be recorded with the Clerk of the Circuit Court and having the force and effect of a lien.

    Background

    This resolution assesses the costs ($3,359.90) expended by the City for mowing and/or removing offensive accumulations from certain real property in the city after failure of the interested parties to mow and/or remove the offensive accumulations from such property.

    Resolution approving the renewal of an Agreement between the City of Tampa and Waste Management Inc. of Florida, with a 5.2% Consumer Price Index for All Urban Consumers (CPI-U) price escalation, for the provision of Processing and Marketing Recyclable Materials (Re-Bid) in the estimated amount of $2,800,000 for use by the Department of Solid Waste and Environmental Program Management.

    Background

    It is recommended that the City of Tampa renew the agreement for Processing and Marketing Recyclable Materials (Re-Bid) with Waste Management Inc. of Florida for use by the Department of Solid Waste & Environmental Program Management for an additional one-year renewal period from the date of the award from October 30, 2025 until October 29, 2026, with a 5.2% Consumer Price Index for All Urban Consumers (CPI) – US City Average – Water & Sewer and Trash Collection Services price escalation. All services have been completed as needed with no issues and communication/outreach requests have been met.

    Pursuant to the review by the Equal Business Opportunity (EBO) Division, this one year renewal contract is in compliance.

    Resolution approving the renewal of an award between the City of Tampa and Williams Landscape Management Co., Inc., with a 2.4% Consumer Price Index (CPI) price increase, for the furnishing of Grounds Maintenance at Various Water Department Locations (Sheltered Market Solicitation) in the estimated amount of $391,322 for use by the Water Department.

    Background

    It is recommended that the City renew its existing award with Williams Landscape Management Co., Inc. for the provision of Grounds Maintenance at Various Water Department Locations (Sheltered Market Solicitation) for use by the Water Department for an additional one-year period. The existing award was made September 2023. This award is in its first renewal period.

    Williams Landscape Management Co., Inc. provides satisfactory service, quality of product and performance. The Water Department has reviewed the prices and feels that it is in the best interest of the City to renew the award for an additional one-year period. Williams Landscape Management Co., Inc. has agreed to renew Grounds Maintenance at Various Water Department Locations (Sheltered Market Solicitation) with a Consumer Price Index (CPI) price escalation of 2.4% which is allowed per the bid.

    Pursuant to the review by Equal Business Opportunity (EBO) Division, it was determined that the EBO Sheltered Market Solicitation provision did apply in the bid specifications to eligible WMBE and SLBE firms.

    Williams Landscape Management Co., Inc.is a City Certified Minority Business Enterprise (MBE/BBE) & Small Local Business Enterprise (SLBE).

    Resolution approving an Assignment, Assumption, and Amendment Agreement and renewal of an award between the City of Tampa, Pro Serv Industrial Contractors, LLC, and PSIC-Pro Serv Industrial Contractors, LLC, with a 2.4% Consumer Price Index (CPI) price increase, for the furnishing of McKay Bay Waste to Energy (WTE) Facility Fabric Filter Baghouse Services in the estimated amount of $333,214 for use by the Department of Solid Waste & Environmental Program Management.

    Background

    It is recommended that the City renew its existing award with a reassignment to PSIC-Pro Serv Industrial Contractors, LLC for the provision of McKay Bay Waste to Energy (WTE) Facility Fabric Filter Baghouse Services for use by the Department of Solid Waste and Environmental Management for an additional one-year term. The existing award was made in July 2023. The reassignment is due to the sale of the original awardee to the assignee.

    This award is in its original award term, which was extended to September 10, 2025 per the bid document Section 4.19.1 Supplemental Unilateral Renewal Periods.

    Pursuant to the review by the Equal Business Opportunity (EBO) Division, this one year renewal contract is in compliance.

    Resolution of the City Council of the City of Tampa, Florida, approving an Interlocal Agreement between Hillsborough County and the City of Tampa for maintenance, operational responsibilities, and procedures for County roads within the City of Tampa for the period of October 1, 2025 to September 30, 2027, authorizing execution by the Mayor and attestation by the City Clerk.

    Background

    The Florida Interlocal Cooperation Act of 1969, Chapter 163, Part I, Florida Statutes, authorizes government units to cooperate and make the most effective use of their powers and resources; and section 334.03(8), Florida Statutes, defines the “County Road System” as all collector roads in the unincorporated areas of Hillsborough County (the “County”) and all extensions of such collectors roads into and through any incorporated areas, all local roads in the unincorporated areas, and all urban minor arterial roads not in the State Highway System; and the purpose and intent of this Interlocal Agreement for Maintenance, Operational Responsibilities, and Procedures (the “Agreement”) is to have the City of Tampa (the “City”) perform complete maintenance of certain County roadways, maintenance of traffic signals and moveable bridges, and operational activities on identified portions of the County Road System and for the County to fund such maintenance and activities; and the City is agreeable to performing those activities; and it is in the best interests of the City to enter into the Agreement.

    Resolution approving, ratifying, and confirming the Collective Bargaining Agreement between the City of Tampa and Tampa Police Benevolent Association, Inc., for all police officers, detectives, corporals, school resources officers, police aircraft pilots, sergeants and other such classification or assignment as may be provided by law, effective October 1, 2025 through September 30, 2028.

    Background
    1. This agreement applies to all police officers, detectives, corporals, school resource officers, police aircraft pilots, sergeants, and any other classifications or assignments as provided by law.

    As provided for in Chapter 447 of the Florida Statutes, the City and the Tampa Police Benevolent Association, Inc. have reached an agreement on the terms of the Collective Bargaining Agreement, covering the period from October 1, 2025, through September 30,

    Resolution approving, ratifying, and confirming the Collective Bargaining Agreement between the City of Tampa and Tampa Police Benevolent Association, Inc., Police Lieutenants Bargaining Unit, effective October 1, 2025 through September 30, 2028.

    Background

    Pursuant to Chapter 447 of the Florida Statutes, the City and the Tampa Police Benevolent Association, Inc., representing the Police Lieutenants Bargaining Unit, have mutually agreed to the terms of the Collective Bargaining Agreement effective from October 1, 2025, through September 30, 2028.

    Resolution approving, ratifying, and confirming the Collective Bargaining Agreement between the City of Tampa and Amalgamated Transit Union, Local 1464, effective October 1, 2025 through September 30, 2028.

    Background

    As provided for in Chapter 447, Florida Statutes, the City and the ATU, Local 1464 have agreed to the terms of the Collective Bargaining Agreement for October 1, 2025 through September 30, 2028.

    Resolution approving the acceptance of a Grant of Stormwater Drainage Easement from MOA Holdings, LLC to the City of Tampa for the installation, construction, repair, operation, maintenance and replacement of drainage facilities in the vicinity of 4422 West Euclid Avenue, Tampa, Florida.

    Background

    The City of Tampa requested MOA Holdings, LLC to convey a perpetual non-exclusive stormwater drainage easement in the vicinity of 4422 West Euclid Avenue, Tampa, Florida.

    MOA Holdings, LLC has agreed to convey such easement to the City. It is in the City’s best interests to accept the Grant of Stormwater Drainage Easement for stormwater purposes.

    Resolution approving the execution by the Mayor and attestation by the City Clerk of a Contract for Sale and Purchase between the City of Tampa as Seller and the Housing Authority of the City of Tampa, Florida as Purchaser, for the property located at 1220 East Scott Street, Tampa, Florida for a purchase price of $1.00; Approving the execution by the Mayor and attestation by the City Clerk of the proposed Warranty Deed attached to the Contract upon the conditions stated therein; Providing an effective date. Memorandum form Michelle Van Loan, Real Estate Director, providing additional information and a proposed resolution for said agenda item.

    Background

    The City of Tampa property located at 1220 E. Scott St. was designated as surplus property.

    The City published a Request for Proposal No. 91092524 seeking bids for the sale of said property. The Housing Authority of the City of Tampa was selected as the successful bidder.

    The Housing Authority owns eleven lots on E. Scott St. adjacent to and east of the City property. Housing Authority is developing their eleven lots for mixed-use, low-income housing. Development includes the two Johnson family “Scrub” houses built in 1900. These last remaining Scrub houses will be incorporated into the development to highlight the history and culture of the Central Avenue area. The Housing Authority seeks to acquire the City property at 1220 E. Scott Street to support their proposed development. The City and the Housing Authority negotiated a Contract for Sale and Purchase which requires the City property be used to support the proposed mixed-use, low-income development. The conveying deed contains a reverter clause stipulating that construction must commence within five years. If these conditions are not met, the property reverts to the City. Per the contract, the Housing Authority will pay all closing costs. City Property is valued at $40,299 by the Property Appraiser’s Office. Lot is 2,812 square feet.

    Resolution approving the execution by the Mayor and attestation by the City Clerk of a Private Dock Agreement between the City of Tampa and Daniel Hwang and Jan Hwang for the construction and operation of certain dock structures and facilities over or on a portion of submerged sovereign lands owned and held by the City in the vicinity of 1504 W. Park Lane, Tampa, Florida.

    Background

    Daniel Hwang and Jan Hwang are the owners of upland property located at 1504 W. Park Lane and enjoy certain riparian rights to the waters of the Hillsborough River. The City of Tampa owns certain submerged sovereign lands below the waters of the Hillsborough River that abut the upland property.

    The owners and City of Tampa entered into a License and Hold Harmless Agreement dated September 28, 2015 for the construction and operation of dock facilities pursuant to EPC permit # 59330. The agreement expires September 27, 2025. Since the dock facilities are located over or on a portion of submerged sovereign lands owned by the City, the parties desire to enter into a Private Dock Agreement regarding the owners’ right to erect, use, and maintain the existing dock facilities.

    Resolution approving the execution by the Mayor and attestation by the City Clerk of a License and Hold Harmless Agreement between the City of Tampa and Metropolitan Ministries, Inc, a Florida not for profit corporation, to utilize a portion of City property known as Rome Yard located at 2609 N. Rome Avenue, Tampa, Florida for the purpose of parking and erecting a temporary collection tent for donations during the holiday season.

    Background

    Over the past several years, the City of Tampa has partnered with Metropolitan Ministries, Inc. to provide use of City-owned property known as the Rome Yard located at 2609 N. Rome (“Property”) for the charitable purposes of hosting holiday events and serving as a collection point for donations to assist homeless and at-risk children and families.

    A Land Disposition Agreement (the “LDA”) between the City and RUDG, LLC (“Developer”) was approved by Tampa City Council on April 21, 2022, pursuant to Resolution 2022-348, as amended, allowing for the development of a mixed-use project in phases on the Property.

    Additionally, the City and Rome Yards Phase 3A, LLC, an affiliate of RUDG, LLC, entered into an Amended and Restated Ground Lease Agreement dated June 9, 2025, approved by Resolution 2025-465, for Phase 3A of the overall Rome Yard development on the Property.

    Metropolitan Ministries, Inc. desires to license the Property from September 22, 2025 through January 16, 2026. The City will not charge rent for this Agreement.

    Pursuant to Section 3.3 of the LDA, Developer’s current possession is limited, and City retains the right to allow temporary uses of the Premises or any portion(s) thereof by third parties so long as same does not interfere with Developer’s due diligence and rights. The Developer shall consent to the agreement which contains a provision (Section 3(e)) that will allow RUDG, LLC and its designated contractors access to licensed premises for the purpose of conducting due diligence including but not limited to surveying and environmental testing.

    Rome Yards Phase 3A, LLC shall consent to the agreement as well.

    Resolution approving the execution by the Mayor and attestation by the City Clerk of an Easement Agreement between the City of Tampa and Hillsborough Transit Authority for the installation, construction, maintenance, operation, repair, inspection, and replacement of public transit amenities on City-owned property located at 2902 N. 32nd Street, Tampa, Florida.

    Background

    Hillsborough Transit Authority (HART) has requested a perpetual non-exclusive easement at the Northeast corner of real property owned by the City of Tampa located at 2902 N. 32nd Street, Tampa, Hillsborough County, Florida as more particularly described in Exhibit “A” (Easement Property) of the Easement Agreement.

    The City is willing to grant an easement on its property allowing HART to install, construct, maintain, operate, repair, inspect, and replace public transit amenities in the form of one shelter with benches, information kiosk, and trash receptacles, for use by HART and the general public on the Easement Property.

    Resolution approving the execution by the Mayor and attestation by the City Clerk of a Second Amendment to Restrictive Covenant by the City of Tampa, as Owner, in favor of the State of Florida Fish and Wildlife Conservation Commission in connection with a grant to the Lowry Park Zoological Society of Tampa, Inc., Grantee, to fund renovations on the property located at 1101 West Sligh Avenue, Tampa, Florida.

    Background

    The City of Tampa is the fee simple owner of the real property at 1101 West Sligh Avenue.

    Lowry Park Zoological Society of Tampa is under a long-term lease with the City of Tampa for the operation of ZooTampa. The City of Tampa and ZooTampa desire to amend the Restrictive Covenant to allow the use of additional grant funds from the State of Florida Fish and Wildlife Conservation Commission to construct and/or renovate the manatee nursery critical care pools located at 1101 West Sligh Avenue. The amendment also allows changes in compensation and payment, the scope of work, and agreement period sections of the FWC agreement.

    Resolution approving the execution by the Mayor and attestation by the City of Tampa of a site access agreement between the City of Tampa and FRS Environmental Remediation, Inc., a Florida corporation d/b/a Montrose Environmental Solutions, to access City owned property located at 2904 North Mitchell Avenue, Tampa, Florida, for the purpose of conducting an environmental site assessment.

    Background

    The City of Tampa received a request from FRS Environmental Remediation, Inc. d/b/a Montrose Environmental Solutions to access the City property located at 2904 North Mitchell Avenue to install two (2) additional monitoring wells for further site assessment work. This assessment work is part of a prior State of Florida, Department of Environmental Protection (“FDEP”) agreement with the City, which allowed for permissible activities outlined in the FDEP agreement, in connection with the Petroleum Restoration Program. There is no cost to the City for this work.

    Resolution approving the execution by the Mayor and the attestation by the City Clerk of a Omnibus Amendment to loan documents between Bel Mar Partners, LLLP, Housing Finance Authority of Hillsborough County, Florida, U.S. Bank Trust Company, Housing Authority of the City of Tampa, Hillsborough County and the City of Tampa regarding the Casa Bel Mar Affordable Housing Project located at 4003 South Manhattan Avenue, Tampa, Florida; Correcting a Scrivener’s Error in the legal description to the Amended and Restated Declaration of Affordable Housing Restrictive Covenants and the Amended and Restated Home Mortgage given to the City of Tampa.

    Background

    Pursuant to Resolution No. 2022-634 the City and Bel Mar Partners, LLLP (“Developer”) entered into that certain HOME Funds Agreement, dated August 15, 2022, as amended by that certain First Amendment to HOME Funds Agreement, pursuant to Resolution No. 2023- 85 on January 19, 2023, and that certain Second Amendment to HOME Funds Agreement, pursuant to Resolution No. 2023-241 on March 2, 2023, and that certain Third Amendment to HOME Funds Agreement, dated August 7, 2024 (amendment authorized without Resolution pursuant to terms) (collectively, the “Agreement”), for development, construction and leasing of an affordable multi-family, rental housing development located at 4003 South Manhattan Avenue, consisting of 100 rental units, including specifically eleven HOME-Assisted Units, which shall be occupied by households with incomes that do not exceed 80% AMI, with the remainder of the units being reserved for very low and low-income households, ranging from 30% to 80% AMI (the “Project”).

    Pursuant to the Agreement, Developer executed that certain Amended and Restated Home Mortgage, recorded as Instrument No. 2023159824, Official Records of Hillsborough County, Florida (“Mortgage”) and pursuant to the Agreement Developer executed that certain Amended and Restated Declaration of Affordable Housing Restrictive Covenants, recorded as Instrument No. 2023159823, Official Records of Hillsborough County, Florida (“Declaration”).

    The Mortgage and Declaration contained a scrivener’s error in the legal description and the same scrivener’s error was contained in loan documents executed by Developer in favor of the Housing Finance Authority of Hillsborough County, Florida, U.S. Bank Trust Company, Housing Authority of the City of Tampa, and Hillsborough County (collectively, “Additional Lenders”).

    Developer, City and the Additional Lenders desire to correct the scrivener’s error by executing the Omnibus Amendment to Loan Documents in substantially the form attached hereto.

    Please note that the Third Amendment does not have a resolution as it was executed by the Director pursuant to the terms of the Agreement.

    Resolution approving the renewal of an Agreement between the City of Tampa and All South Underground, LLC with a 2.4% Consumer Price Index (CPI) Price Escalation, for the furnishing of Sediment Control Structures Baffle Boxes Inspection and Maintenance Services in the estimated amount of $400,000 for use by the Mobility Department.

    Background

    It is recommended that the City renew its existing award with All South Underground, LLC for the furnishing of Sediment Control Structures Baffle Boxes Inspection and Maintenance Services for use by the Mobility Department for an additional one-year period. The existing award was made in June 2022. The term of the award was for a one-year period with three additional one-year renewals. The Sediment Control Structures Baffle Boxes Inspection and Maintenance Services contract is in its second renewal award period which was extended to September 11, 2025, per the bid Section 4.14.1 Supplemental Unilateral Renewal Periods.

    All South Underground, LLC provides satisfactory service, quality of product and performance. The Mobility Department has reviewed the prices and feels that it is in the best interest of the City to renew this award for an additional one-year period. All South Underground, LLC has agreed to renew the Sediment Control Structures Baffle Boxes Inspection and Maintenance Services contract with a Consumer Price Index (CPI) price escalation of 2.4% which is allowed per the bid.

    Pursuant to the review by the Equal Business Opportunity (EBO) Division, this one year renewal contract is in compliance.

Public Hearings & Ordinances

    (UNAN) – An ordinance approving a Special Use Permit (SU-2) for alcoholic beverage sales – large venue (consumption on-premises and package sales/off-premises consumption) and making lawful the sale of beer and wine at or from that certain lot, plot or tract of land located at 2301 North Albany Avenue, Tampa, Florida, as more particularly described in Section 3; providing that all ordinances or parts of ordinances in conflict are repealed; repealing Ordinance No. 2022-55; providing an effective date.

    CH 27 Public hearing by the City Council of the City of Tampa for consideration of suspension of alcoholic beverage permit for each of the establishments listed on Exhibit “A”, attached hereto, for failure of said establishments to comply with the requirements of Section 27-319 of the City of Tampa Code of Ordinances.

    Background

    The City has previously granted an “R” or “Special Restaurant” alcoholic beverage approval to the establishments listed on Exhibit “A”, attached hereto and pursuant to Section 27-319 (a)(2), of the City of Tampa Code of Ordinances (“City Code”), the property owner or holder of such AB license is required to submit certain specified information to the City on or before the thirty-first (31st) day of January of each year.

    The establishments listed on Exhibit “A” have failed to comply with said requirements and non-compliance with any part of Section 27-319 is a violation of the section and subject to the provisions of the City Code Section 27-318, including revocation or suspension for cause.

    Pursuant to City Code Section 27-318(d), the City Council shall set a public hearing to consider the revocation or suspension of any approval to sell alcoholic beverages for cause, and the City Clerk shall notify the owner of the property and the holder of the alcoholic beverage license of the set location, date, and time of the public hearing, by certified mail, not less than thirty (30) days from the date of the notice.

Resolution approving the Seventh Amendment to the current Master Services and Purchasing Agreement between the City of Tampa and Axon Enterprises, Inc., for Drone as First Responder (DFR) program options on an annual basis through FY 2034 for a combined estimated total of $10,061,870.25 for use by the Tampa Police Department; authorizing the execution thereof by the Mayor of the City of Tampa and attestation by the City Clerk; providing an effective date.     Background

    Following a Request for Proposals (RFP), Axon Enterprises, Inc., was selected under RFP # 31051319 after review of proposals from multiple vendors. Pursuant to the authority contained in Executive Order 2020-02, on March 23, 2020, the Mayor executed a five-year Master Services and Purchasing Agreement between the City of Tampa and Axon Enterprise, Inc. for Axon devices and cloud storage services to include Body Worn Cameras, Tasers, and a Data Evidence Management System. Pursuant to authority contained in Resolution No. 2020-324, 2020-402, 2020-410, 2021-692, 2024-525, and 2024-1173 were passed and adopted by City Council, which approved the First through Sixth Amendments to the Master Services and Purchasing Agreement allowing the purchases of BWC, Tasers, a data evidence management system and drones.

    The DFR program will utilize unmanned aircraft systems (UAS) or drones from a fixed location to rapidly deploy to authorized events to provide quicker and more robust situational awareness and support for first responders and dispatch, reduce calls for service, and provide for safer approach for arriving units.

    The Seventh Amendment to the Agreement will provide for pricing options for DFR technology and services to include a fixed drone antenna (Dedrone) up to FY 2034 to coincide with the Master Services and Purchasing Agreement optional term which will provide discounts for the City of Tampa, allow for operational planning and budgeting, and result in a significant savings to the City of Tampa over time subject to annual appropriation beginning in FY 2028.

    The City of Tampa has been tentatively approved for reimbursement funding of $500,000 through the State Attorney’s Office for the Ybor City Crime Prevention Initiative to assist in the purchase of the DFR technology in FY 2025. The City of Tampa and Axon Enterprises, Inc., desire to enter into the Seventh Amendment to provide for the DFR technology that will be integrated with existing drone cameras and evidence platform allowing for faster response times and enhanced situational awareness. The agreement provides for training maintenance, service, installation, product support, warranties and replacement upgrades as provided under the quotes.

    Entering into the Seventh Amendment to the Agreement will serve to protect the public health, safety and welfare of the citizens of Tampa.

Part 2 of 2.

    Background

    This resolution reallocates $500,000 within the General Fund for use by the Tampa Police Department for Axon Drone Equipment. The General Fund is providing interim financing until an expected grant of $500,000 from the State Attorney’s Office is received.

Resolution approving the renewal of an award between the City of Tampa and Manny’s Bulk Express, Inc. without a price escalation for the provision of Dewatered Wastewater Biosolids Loading, Transportation, and Disposal and Drying Bed Maintenance in the estimated amount of $6,500,000 for use by the Wastewater Department; authorizing the Director of Purchasing to purchase said property, supplies, materials or services; providing an effective date.E., Deputy Administrator of Infrastructure, providing additional information in lieu of an appearance by staff.

    Background

    It is recommended that the City renew its existing award with Manny’s Bulk Express Inc. for the provision of Dewatered Wastewater Biosolids Loading, Transportation, Disposal and Drying Bed Maintenance for use by the Wastewater Department for an additional one-year term. The existing award was made in September 2022. This award is in its second renewal term which was extended to October 14, 2025, per the bid document Section 4.12.1 Supplemental Unilateral Renewal Periods.

    Manny’s Bulk Express Inc. provides excellent service, quality of product and performance.

    The Wastewater Department has reviewed the prices and feels that it is in the best interest of the City to renew the award for an additional one-year period. Manny’s Bulk Express Inc. has agreed to renew Dewatered Wastewater Biosolids Loading, Transportation, Disposal and Drying Bed Maintenance without a price escalation which is allowed per the bid.

    Pursuant to the review by the Equal Business Opportunity (EBO) Division, this one year renewal contract is in compliance.

    5. Sustainability and Resiliency: The current Tampa Streetcar System was constructed to replicate the historic feel of Ybor City and to be appealing to tourists. To guarantee the best investment is made, the City will evaluate a range of alternatives for the system’s extension and modernization.

    • The e-Builder project management software system will be utilized to optimize the monitoring of schedules and costs. This software was recently purchased by the City of Tampa and is a premier system for construction project management.

    Background

    On August 8, 2024, the CRA Board approved a program change reducing various operating and capital accounts to provide $5,000,000 for the Streetcar Infrastructure Project within the Downtown Community Redevelopment District. The Downtown Core CRA will provide $1,617,508 and the Downtown Non-Core CRA will provide $3,382,492, a total of $5,000,000.

    The remaining $1,000,000 will be provided by the Transportation Department for the Streetcar Infrastructure Project within the Utilities Services Tax Capital Projects Fund for a grand total of $6,000,000 (see, Part 1 of 2).
