    Background

    It is recommended that the City purchase under Florida Sheriffs Association Contract No. FSA25-VEL33.0, Pursuit, Administrative, and Other Vehicles. This cooperative contract was competitively sourced with (32) thirty-two bids received by the leading purchasing agency. In comparing prices with the FSA25-VEL33.0, Pursuit, Administrative, and Other Vehicles for (4) four Chevrolet Tahoe Police Patrol Vehicles to the open market, the cost per unit is $60,555 for a total cost of $242,220. The City saves $6,965.75 per unit for a total saving of $27,863 by purchasing from the FSA25-VEL33.0, Pursuit, Administrative, and Other Vehicles contract.

    Resolution approving a Combined Operational Assistance and Voluntary Cooperation Mutual Aid Agreement between the City of Tampa on behalf of the Tampa Police Department and the City of Winter Haven on behalf of the Winter Haven Police Department; authorizing execution of the agreement by the Mayor of the City of Tampa and attestation by the City Clerk.

    Background

    The subscribing law enforcement agencies have the authority under Section 23.1225 et seq, Florida Statutes, to enter into a requested Combined Operational Assistance and Voluntary Cooperation Mutual Aid Agreement to permit: i) voluntary cooperation and assistance of routine law enforcement nature across jurisdictional lines; and ii) rendering assistance in a law enforcement emergency. The respective law enforcement agencies are so located in relation to each other that it is to the advantage of each to receive and extend mutual aid in the form of law enforcement services and resources to adequately respond to intensive situations including, but not limited to, emergencies defined under Section 252.34, Florida Statutes. This agreement will protect the public peace and safety, and preserve the lives of property of the people of Tampa.

    Background

    Ohio State University is an academic institution and the University is interested in conducting research analysis projects with data from TPD on the Drone as a First Responder program.

    TPD would like to work with the University’s Researcher to foster analysis of such data to assist TPD with it’s mission and purpose of serving the public. It is in the best interest of the City of Tampa to enter into the Agreement for the benefit of the citizens of Tampa.

    Resolution approving additional expenditures within an existing award between the City of Tampa and R-J Advertising, Inc. dba B&B Sportswear for the furnishing of Imprinted Work Apparel (Sheltered Market Solicitation) in the estimated amount of $100,001 for a cumulative total expenditure of $300,000 for use by various departments.

    Background

    It is recommended that the City approve a buy-add for Imprinted Work Apparel due to higher than anticipated ordering volume. Citywide Imprinted Work Apparel was initially approved for $179,893.75 by the Purchasing Department, with additional approvals totaling to $199,999.00. With nearly 6 months remaining in the contract term, it is recommended to approve an additional $100,001.00 for a total of $300,000.00 The awardee, R-J Advertising, Inc .dba B&B Sportswear, is a certified Small Local Business Enterprise (SLBE).

    Resolution approving the purchase under Bradford County Sheriff’s Office Contract No. BCSO 22-27-1.0 of Forty (40) Ford Police Interceptor Vehicles from Duval Ford, LLC in the total amount of $1,860,675.60 for use by the Tampa Police Department.

    Background

    It is recommended that the City purchase under Bradford County Sheriff’s Office Contract No. BCSO 22-27-1.0. This cooperative contract was competitively sourced with three (3) proposals received by the leading purchasing agency. In comparing prices with the Bradford County Sheriff Office contract no, BCSO 22-27-1.0 for forty (40) Ford Police Interceptors to the open market, the cost is $52,543 per vehicle and a total cost of $2,101,720. The City saves $6,026.11 per vehicle and total savings of $241,044.40 by purchasing from the Bradford County Sheriff Office Contract No. BCSO 22-27-1.0.

    Resolution approving additional expenditures within an existing award between the City of Tampa and Chemical Containers, Inc. for the purchase of a High-Water Conversion Bed for the recently purchased Wildland Fire Apparatus 4×4 Warrior Brush Truck in the estimated amount of $43,585 for a cumulative total expenditure of $237,263 for use by the Tampa Fire Rescue Department.

    Background

    Purchase of a Wildland Fire Apparatus 4×4, through Florida Sheriff’s Association contract #FSA25-VEF19.0, was approved internally on June 2th, 2025 in the amount of $193,678.00.

    Tampa Fire Rescue has requested that the vendor, Chemical Containers, Inc., include the addition of a high water rescue conversion bed for $43,585.00. This addition brings the estimated total purchase to $237,263.00, exceeding the $199,999.99 internal Purchasing approval threshold.

    It is recommended that the City award Electric Motor Repairs at the McKay Bay Waste to Energy (WTE) Facility (Bid Discount) to Integrated Power Services LLC for use by Department of Solid Waste and Environmental Program Management. The term of the award is for a (3) three-year term with (1) one additional (2) two-year renewal option. The Department has reviewed and approved the bid response from Integrated Power Services LLC and comments were supplied via Department recommendation letter.

    Pursuant to the review by the Equal Business Opportunity (EBO) Division, it was determined that the EBO Bid Discount provision would apply in the bid specifications to eligible City of Tampa Certified firms.

    Resolution of the city council of the city of Tampa, Florida, approving a map or survey of a segment of Bermuda boulevard, as more particularly described herein, for the purpose of filing in the records of the clerk of the circuit court of Hillsborough county, Florida, as prima facie evidence of ownership and dedication of that segment of Bermuda boulevard as public right-of-way pursuant to section 95.361, Florida statutes; authorizing the execution of a certificate on the map or survey by the mayor and the city clerk as required by section 95.361, Florida statutes; providing for the filing of the map or survey with the clerk of the circuit court for Hillsborough county, Florida.

    Background

    A segment of Bermuda Boulevard between 22nd Street and Linsey Street, shown on the attached map or survey, has never been formally dedicated as public right-of-way, and the entity that constructed it is unknown. The City of Tampa (“City”) has continuously maintained or repaired this segment for more than seven (7) years, with maintenance records dating to 2003, including at least twenty work orders for signs, sidewalks, asphalt, and erosion. Section 95.361, Florida Statutes, provides that roads constructed by a governmental entity and maintained for four (4) continuous years, or roads constructed by a nongovernmental entity and maintained for seven (7) continuous years, are deemed dedicated to the public to the extent actually maintained. The statute also provides that filing a map or survey with the Clerk of the Circuit Court, accompanied by a certificate executed by the Mayor and City Clerk, constitutes prima facie evidence that title has vested in the City. The attached map or survey shows that this segment of Bermuda Boulevard meets the statutory requirements for the City to claim title under section 95.361, Florida Statutes, and it is in the City’s best interest to file the map or survey in the Public Records of Hillsborough County.

    • The e-Builder project management software system will be utilized to optimize the monitoring of schedules and costs. This software was recently purchased by the City of Tampa and is a premier system for construction project management.

    Resolution of the City of Tampa, Florida, amending Resolution No. 2024-956, passed and adopted by the City Council of the City of Tampa on October 17, 2024, by correcting a scrivener’s error in the Resolution title, the fourth Whereas Clause, and Section 1 of said Resolution, which provided for a not to exceed expenditure of $120,000 instead of $360,000 for a Lockbox Services Agreement between Catalis Payments, LLC and the City of Tampa.

    Background

    On October 17, 2024, the City Council of the City of Tampa passed and adopted Resolution No. 2024-956 approving a Lockbox Services Agreement between the City of Tampa and Catalis Payments, LLC. This Resolution corrects scrivener’s errors in the Resolution Title, the fourth Whereas clause, and Section 1 of Resolution No. 2024-956 to correct the not to exceed expenditure from One Hundred Twenty Thousand Dollars ($120,000) to Three Hundred Sixty Thousand Dollars ($360,000). Except as expressly modified by this City Council resolution, all other terms and conditions of the purchase remain unchanged and in full force and effect.

    No EBO overlay permitted, as this is a scrivener’s error.

    Resolution approving a purchase for Computers and Related Hardware under the State of Texas Region 4 Education Service Center Contract No. R250307 as Lead Agency through the National Governmental Purchasing Alliance Company dba Omnia Partners, Public Sector from Alba Business Solutions LLC in the estimated amount of $1,050,000 for use by the Technology and Innovation Department.

    Background

    It is recommended that the City approve the use of Alba Business Solutions for purchasing computers and related equipment under the State of Texas Region 4 Education Service Center Contract No. R250307. Alba consistently offers highly competitive pricing, and this approval will allow the City to procure computers and related hardware for PC refresh and daily support needs at up to $350,000 per year, not to exceed $1.05 million over three years.

    Resolution of the City of Tampa approving a CDBG Funds Agreement for public services between the City of Tampa and Metropolitan Ministries, Inc. for the provision of services under the U.S. Department of Housing and Urban Development Community Development Block Grant program within the CDBG national objectives in an amount not to exceed $125,000.00.

    Background

    The City of Tampa and Metropolitan Ministries, Inc. will use CDBG Funds to provide housing search and placement services, as well as school transition and education support services to households who are low- to moderate- income and living within the City of Tampa.

    Resolution making certain changes in the budget of the City of Tampa for the fiscal year ending September 30, 2026; approving the transfer, reallocation, and/or appropriation of $3,557,395 within the Channel District, Drew Park and Tampa Heights Riverfront Community Redevelopment Agency (CRA) Funds for fiscal year 2026 appropriation.

    Background

    On November 13, 2025 the CRA Board approved three program changes to realign budgets for CRA projects. These realignments will fund the Channel District Stormwater Improvement project on Channelside Drive, the Drew Park Neighborhood Park on Hubert Avenue and Public Art in Tampa Heights for a total realignment of $3,557,395.

    Resolution approving revised extension No. 3 to the Grant Agreement between the State of Florida, Department of State and the City of Tampa (Grant Number 22.H.SC.900.009) for the project “Jackson House Restoration”; authorizing execution thereof by the Mayor of the City of Tampa and attestation by the City Clerk; providing an effective date; rescinding resolution no. 2025-895 which approved extension no. 3 on October 9, 2025.

    Background

    Pursuant to Resolution 2023-492, the City of Tampa was awarded grant funding in the amount of $500,000 from the State of Florida, Department of State for the Division of Historical Resources Special Category Grant (Grant Number 22.H.SC.900.009) for the grant period 07/07/2021 to 06/30/2023. Grant funding is to be used to hire a historic preservation architect and contractor for the restoration of the historic Jackson House.

    Pursuant to Resolution 2024-427, the State of Florida, Department of State granted extension No. 1 to the Agreement to December 31, 2024.

    Pursuant to Resolution 2025-63, the State of Florida, Department of State granted extension No. 2 to the Agreement to June 30, 2025.

    The State of Florida, Department of State, provided the incorrect date for the amended length of agreement in the original extension no. 3. It is necessary to rescind Resolution No. 2025- 895, which approved the original extension No. 3.

    The State of Florida, Department of State is granting the City of Tampa a revised extension No. 3 to the Agreement for the Jackson House Restoration to June 30, 2026.

    There is no financial impact resulting from this grant extension.

    Resolution approving the execution by the Mayor and attestation by the City Clerk of a Private Seawall Agreement between the City of Tampa and Eduardo Suarez-Solar and Mercedes Suarez Solar, for the construction and operation of certain seawall structures over or on a portion of submerged sovereign lands owned and held by the City in the vicinity of 808 East Hollywood Street, Tampa, Florida.

    Background

    Eduardo and Mercedes Suarez-Solar are the owners of upland property located at 808 E.

    Hollywood Street and enjoy certain riparian rights to the waters of the Hillsborough River. The City of Tampa owns certain submerged sovereign lands below the waters of the Hillsborough River that abut the upland property.

    The owners desire to install rip-rap pursuant to EPC permit # 81422. The rip-rap will be located over or on a portion of submerged sovereign lands owned by the City. The parties desire to enter into a Private Seawall Agreement regarding the owners’ right to install, use and maintain the rip-rap and existing seawall facilities.

    Resolution approving a Development Agreement by and between the City of Tampa and CB Capital Resources INC., d/b/a TRU Construction; providing for the conveyance of a City Infill lot located at 1526 N. Nebraska Avenue, Tampa, Florida 33602, and the development, construction, and sale/ rental of such property for use as an affordable single-family attached or single-family detached residential dwelling unit(s) by an income-qualified buyer or renter as part of the City’s Infill III Program; authorizing the Mayor to execute and the City Clerk to attest said agreement and exhibits thereto.

    Background

    The City issued a Request for Proposal (“RFP”) for its “Infill III Program” requesting responses from qualified developers to provide for the construction of affordable single-family attached or single-family detached residential dwelling units on City owned infill lots for use by income-qualified buyers or renters in accordance with the LHAP. CB Capital Resources Inc.

    d/b/a Tru Construction (the “Developer”) was selected to construct single-family attached or single-family detached residential dwelling unit(s) on the City owned infill lot located at 1526 N. Resolution approving a Design-Build Services Agreement with a Guaranteed Maximum Price for Contract 23-C-00021-GMP01 South Howard Flood Relief Project Design-Build between the City of Tampa and Kimmins Contracting Corp., in the amount of $4,132,878.38; authorizing the Mayor to execute said Agreement on behalf of the City of Tampa; providing an effective date. Baird, Deputy Administrator of Infrastructure, requesting that said agenda item be continued to December 18, 2025.

    Background
    1. Contract Title: 23-C-00021 South Howard Flood Relief Project a. Address of Project: Parkland Estates, New Suburb Beautiful, Historic Hyde Park and Bayshore Gardens b. Number of bidders/submitters: N/A c. Names of bidders/submitters: N/A d. Dollar amount: $4,132,878.38 e. Why the awardee was selected: Selected pursuant to FS 287.055 CCNA (Consultants’ Competitive Negotiation Act).
    2. Contractor/Firm: Kimmins Contracting Corp.
    3. Business Case: Project provides for the design and construction of approximately 7,000 linear feet of stormwater conveyance, 11,800 linear feet of various sized water mains to be replaced/upgraded along South Howard Avenue within the watershed to alleviate flooding.
    4. Equal Business Opportunity (EBO) Statement: The EBO subcontract goal for GMP-01 has been calculated and subsequently confirmed by the Goal Set Review Committee at a 24% SLBE goal. The Design/Build contractor has acknowledged the narrowly tailored EBO subcontract goal.
    5. Sustainability and Resiliency: Project will include the development of practical green- solutions to improve stormwater quality and provide sustainable concepts that can be incorporated into the project both as part of the proposed stormwater infrastructure, within the project area that align with the goals of the CITY’s “Green Tampa” Initiatives and the individual focus areas that are part of that program. This shall include Best Management Practices (BMP) and two alternate options for green infrastructure to be used, where appropriate, throughout the project. Wetland and surface water seasonal highwater levels will be identified along the project corridors.
    6. Community Engagement: Project will include an Initiation/Listening phase that will occur when the project is presented to the Stakeholders. Stakeholder interactions will present the project context with goals and benefits and provide opportunities to listen to and document stakeholder input regarding their ideas, concerns, and priorities. This phase will also provide stakeholders with direct responses and contribute to the development of an FAQ document, with the assistance of other project team members, addressing the more common questions and/or concerns.
    7. Project: a. Contract delivery method: This is a Design-Build project. A full-time City of Tampa Construction Inspector will be on-site during the project to ensure quality of construction.

    Project scope generally includes data collection, public outreach, engineering design, permitting assistance, and negotiation of a guaranteed maximum price (GMP) for construction of a new major stormwater trunk line that runs the length of the project corridor. The project includes full replacement of the improvements within the rights-of-way of S. Howard Avenue and replacement of impacted surface improvements in all the other rights-of-way along the main corridor.

    This Guaranteed Maximum Price (GMP 1) provides for early work efforts to include, but not limited to: maintenance of traffic (MOT), site preparation, installation of water mains, and roadway reconstruction.

    b. Placemaking: N/A c. Time, Quality Assurance, Cost Monitoring (Budget) • 150 consecutive calendar days.

    • The e-Builder project management software system will be utilized to optimize the monitoring of schedules and costs. This software was recently purchased by the City of Tampa and is a premier system for construction project management.

Resolution making certain changes in the budget of the City of Tampa for the fiscal year ending September 30, 2026; approving the transfer, reallocation, and/or appropriation of $3,178,263 for the South Howard Flood Relief & Streetscape Project for use by Mobility Department within the Water Renewal and Replacement Fund; providing an effective date. Baird, Deputy Administrator of Infrastructure, requesting that said agenda item be continued to December 18, 2025.

    Background

    This project provides for the design and construction of approximately 7,000 linear feet of stormwater conveyance, 11,800 linear feet of various sized water mains to be replaced/upgraded, and 3,200 linear feet of gravity sewer to be relocated along South Howard Avenue within the watershed to alleviate flooding. The total agreement is for $4,132,878.38 of which $3,178,263 is for Water related work.

    This resolution reallocates $3,178,263 from the Water Distribution Program Project to the South Howard Flood Relief & Streetscape Project for use by the Mobility Department within the Water Renewal and Replacement Fund.

    (Placed under Staff Reports and Unfinished Business pursuant to a motion made by Council) Resolution authorizing Change Order 1 for renewal of Contract 24-C-00024 Street Resurfacing and Cold Milling FY 24/25, between the City of Tampa and Preferred Materials, Inc. in the amount of $4,210,000; authorizing execution of said Change order by the Mayor of the City of Tampa.

    Background
    1. Contract Title: 24-C-00024 Street Resurfacing and Cold Milling FY 24/25 a. Dollar amount: $4,210,000 b. Why the awardee was selected: The lowest responsible responsive bidder was selected pursuant to FS 255.20.
    2. Contractor/Firm: Preferred Materials, Inc.
    3. Business Case: Project provides for street resurfacing and cold milling of existing roadways at various locations throughout the City of Tampa. Cold milling is one of the methodologies utilized to address resurfacing needs as part of the Pavement Management Program.
    4. Sustainability and Resiliency: The project provides for street resurfacing and cold milling of existing roadways at various locations throughout the City of Tampa. This project is consistent with Transforming Tampa’s Tomorrow goal of Sustainability and Resiliency.
    5. Community Engagement: The Mobility Public Relations and Operations team will assist the Contractor in the communication efforts to ensure transparency and integration of the stakeholders.

    Locations planned for utilization of this Contract are included in the Pavement Management Program. Work will be assigned on an as needed basis, but may be supplemented with other locations that may arise needing immediate attention. The assignment of work will also include determinations that cold milling is most appropriate resurfacing method for any particular location.

    This is a one-year contract with provisions for two (2) additional years at the same terms, conditions and prices with escalation as noted in Section 1.0701 and 1.702 Change Order 1 is authorized per Section 1, I-1.07 and provides for continual services; the contract completion date will be changed.
