    Background

    The CRA is requesting that the Services Agreement by and between the Community Redevelopment Agency of the City of Tampa, Florida, and the City of Tampa, Florida, a municipal corporation organized and existing under the laws of the State of Florida, for fiscal year 2026 commencing October 1, 2025, be approved in the form attached hereto or substantially similar form, subject to the proper budget and appropriation of the tax increment funds available for the Redevelopment Areas during the 2026 fiscal year.

    Resolution of the Community Redevelopment Agency of the City of Tampa, Florida, approving the Special Projects Grant Agreement by and between said Community Redevelopment Agency and Centro Asturiano De Tampa, Inc. to restore and renovate the building on property located at 1913 North Nebraska Avenue, Tampa, Florida within the boundaries of the Ybor City I Community Redevelopment Area; Authorizing execution of the Special Projects Grant Agreement by the Chair of the CRA and attestation by the CRA Secretary.

    Background

    Centro Asturiano De Tampa, Inc. is seeking funding to restore and renovate the building property located at 1913 North Nebraska Avenue. This building falls within the boundaries of the Ybor I Community Redevelopment Area of the Tampa CRA. CRA staff has reviewed Centro Asturiano De Tampa, Inc.’s application for funding and recommends the CRA Board approve the request for funding in the amount of fifty percent of eligible expenses not to exceed $396,995.

    Resolution of the Community Redevelopment Agency of the City of Tampa, Florida, approving the Ashley East Tampa LLC Grant Funding Agreement and Construction Agreement by and between said Community Redevelopment Agency (“CRA”) and Ashley East Tampa, LLC. (“Grant Recipient”) to develop a portion of the property generally described as 3105 E. Columbus Drive, Tampa, Florida (“The Ashley East Property”) as affordable housing on property located within the boundaries of the East Tampa Community Redevelopment Area; Authorizing execution of the Community Redevelopment Grant Funding Agreement by the Chair of the CRA and attestation by the CRA Secretary.

    Background

    CRA Staff is seeking approval of the Resolution, Funding, and Construction Agreement between the CRA and Ashley East Tampa, LLC as the Grant Recipient to develop a portion of the property generally described as 3105 E. Columbus Drive, Tampa, Florida. This development will consist of 118 units designated as 100% affordable housing. A minimum of twenty percent of the units will serve households earning fifty percent of the AMI or below.

    The remaining units will not exceed 80% of the AMI, ensuring that the entire project remains targeted towards affordable housing needs in the East Tampa area.

    East Tampa Wayfinding Signage Project – The objective of this project is to develop a comprehensive wayfinding and gateway signage study that identifies visitor destinations and improves pedestrian, multi-modal, and vehicular wayfinding. Additionally, the goal of the project is to provide the Tampa CRA and City of Tampa with designs for gateway signage, new wayfinding signage, and other directional elements.

    Public Hearing to consider the draft Consolidated Annual Performance and Evaluation Report to the U.S. Department of Housing and Urban Development regarding the City’s Community Development Block Grant, Emergency Solutions Grant, Home Investment Partnerships, and Housing Opportunities for Persons With Aids programs for the 2024 program and 2025 fiscal year that ended on September 30, 2025.

    Background

    The City of Tampa is the recipient of federal funds under Title I of the Housing and Community Development Act of 1974 (PL 93-383) from the U.S. Department of Housing and Urban Development (“HUD”) for the City’s Community Development Block Grant, Emergency Solutions Grant, HOME Investment Partnerships and Housing Opportunities for Persons with AIDS Programs.

    The City is required by federal law and regulations to provide a Consolidated Annual Performance and Evaluation Report (“CAPER”) to HUD summarizing the activities undertaken and the progress achieved during the 2024 Program (2025 Fiscal) Year that ended on September 30, 2025.

    The City’s Citizen Participation Plan for these Programs requires that a public hearing be conducted by Tampa City Council regarding the CAPER before it is submitted to HUD, as well as to provide advance public notice of and availability of the draft Annual Performance Report or CAPER before the public hearing, and make a complete copy of the draft Annual Performance Report or CAPER available for public review and comment for a fifteen (15) day comment period which will be held December 1 through December 16, 2025.

Section 27-284.4.1: To reduce the percentage of retention-quality trees preserved for a non-wooded site from 50% to 30%. 4.     Staff Findings: The Development Review and Compliance staff has reviewed the petition and finds the request INCONSISTENT with the applicable City of Tampa Land Development Regulations. See findings from Natural Resources, Development Coordination and Transportation in report below. Should it be the pleasure of City Council to approve the application, further modifications to the site plan must be completed by the applicant in between 1 st and 2 nd Reading of Ordinance as stated on the revision sheet. These revisions will not resolve the issues of Transportation’s inconsistent finding.

    Staff Findings: The Development Review and Compliance staff has reviewed the application and finds the request INCONSISTENT with the City of Tampa Code of Ordinances. See findings from Transportation in report below relating to the parking waiver requested. Should it be the pleasure of City Council to approve the waivers as identified in the report above and approve the application, further modifications to the site plan must be completed by the applicant in between 1 st and 2 nd Reading of Ordinance as stated on the revision sheet, these revisions will not change Transportations finding of inconsistent.

Notwithstanding staff’s finding of inconsistency, if City Council approves the application and waiver requested, the modifications to the site plan as shown on the submitted revision sheet must be completed between first and second reading. These revisions will not resolve the issues of Transportation’s inconsistent finding.
