    Background

    It is recommended that the City purchase under Bradford County Sheriff’s Office Contract No. BCSO 22-27-1.0. This cooperative contract was competitively sourced with three (3) proposals received by the lead agency. In comparing prices with the Bradford County Sheriff’s Office Contract No. BCSO 22-27-1.0 for ten (10) Ford Interceptors to the open market, the cost is $52,258 per vehicle for a total cost of $522,580. The City saves $6,349.18 per unit for a total saving of $63,491.80 by purchasing from the Bradford County Sheriff’s Office Contract No. BCSO 22-27-1.0.

    Background

    It is recommended that the City renew its existing award with RJ Advertising dba B&B Sports for the provision of Citywide Imprinted Work Apparel for use by various departments for an additional one-year term. The existing award was made on March 21st, 2025. This award is in its original award term. RJ Advertising dba B&B Sports provides excellent service, quality of product, and performance. The Fire Rescue Department has reviewed the prices on behalf of various departments and feels that it is in the best interest of the City to renew the award for an additional one-year period. RJ Advertising dba B&B Sports has agreed to renew Citywide Imprinted Work Apparel.

    EBO Statement: Pursuant to the review by the Equal Business Opportunity (EBO) division, it was determined that the EBO Sheltered Market Solicitation provision would apply in the bid specifications to eligible SLBE firms.     Resolution approving a Mutual Aid Agreement between the Florida Gaming Control Commission, Division of Gaming Enforcement and City of Tampa, Tampa Police Department; authorizing execution of the Agreement by the Mayor of the City of Tampa and attestation by the City Clerk.

    Background

    The subscribing law enforcement agencies have the authority under Section 23.1225 et seq, Florida Statutes, to enter into a requested Combined Operational Assistance and Voluntary Cooperation Mutual Aid Agreement to permit: i) voluntary cooperation and assistance of routine law enforcement nature across jurisdictional lines; and ii) rendering assistance in a law enforcement emergency. Pursuant to Section 16.711, Florida Statutes, the Division of Gaming Enforcement is a law enforcement agency within the meaning of the Act. This agreement will preserve the lives and property of the people of Tampa by empowering the Parties to better detect, investigate and otherwise combat illegal gambling in the area.

    Background

    Sharp Performance provides mental health services which includes professional services, unlimited access to Sharp coaches and chaplains, Sharp self-paced exercises and training and other related services to benefit the law enforcement officers in the City of Tampa. The City wishes to work with Sharp Performance Inc. to provide these valuable services for a three year term subject to annual appropriation and amendment. In comparing the prices of the Florida Sheriffs Association Contract No. FSA25-VEF19.0 for the Pierce Enforcer Pumper to the open market, the base price is $826,924.00. The City saves $55,027.95 by purchasing from Florida Sheriffs Association Contract No. FSA25-VEF19.0.

    Resolution approving the Piggyback Agreement for Automated School Zone Enforcement Program between the City of Tampa and RedSpeed Florida, LLC for implementation of a School Zone Speed Photo Enforcement Program (“Program”).

    Background

    The City of Tampa desires to implement the Program to enforce specified traffic speed violations designated in school speed zones (the “Events”) in accordance with § 316.1896, Florida Statutes and Chapter 2023-174, Laws of Florida, and Tampa Code Section 14-56 “School Zone Speed Enforcement Cameras”. The City of Tampa entered into an agreement for the Photo Enforcement Services Agreement; School Zone Speed Safety Camera Systems with American Traffic Solutions d/b/a Verra Mobility pursuant to Resolution No. 2024-671, approved by Tampa City Council on August 1, 2024. The City of Tampa and American Traffic Solutions d/b/a Verra Mobility mutually terminated said agreement in December 2025.

    Chapter 2004-466, Laws of Florida, as amended by Chapter 2012-239, Laws of Florida, is legislation pertaining to cooperative procurements in Hillsborough County. The law authorizes public bodies operating in Hillsborough County to purchase goods and services from contracts entered into by other federal, state, local governmental entities and certain tax- exempt organizations under the same terms of the bid or request for proposals submitted to said entity or organization, provided that the contract was procured in compliance with the procuring entity’s or organization’s laws, rules, regulations, or ordinances and was issued using full and open competition. The City of Tampa requires the services of a vendor who can provide an automated school zone enforcement program in order to reduce speeding in school zones.

    RedSpeed Florida has contracted with Hillsborough County, Florida, for an automated school zone enforcement program for the Hillsborough County Sheriff’s Office pursuant to that certain RFP No. 2024-003/Hillsborough School Speed Zone Enforcement Program. The City of Tampa and RedSpeed Florida have determined that the Legally Binding Agreement Between Chad Chronister, as Sheriff of Hillsborough County and RedSpeed Florida, LLC (“Hillsborough County Agreement”), as amended, is an acceptable contract upon which the City and Vendor may establish a piggyback agreement. City of Tampa finds that entering into the Agreement satisfies all applicable procurement requirements;

    The Wastewater Department has standardized Replacement Parts, Maintenance, and Service for Cryogenic Oxygen Plant from Solutionwerks, Inc. Standardization to this equipment and service ensures cost reduction, interoperability because of familiarity among staff, maintenance efficiency and reduced cost of inventory maintenance for parts and uninterrupted delivery of service, reduction of redundancy and costly expenditures for implementation of a new service.     The Tampa Hillsborough Economic Development Corporation (dba Tampa Bay Economic Development Council, TBEDC) has provided economic development services to the City of Tampa since 2010. The proposed agreement establishes a 24-month term from January 1, 2026, through December 31, 2027, for an amount not to exceed $588,000 annually and a total of $1,176,000. This amount reflects an annual increase of $50,000, the first since 2012.

    The City partners with TBEDC to advance business recruitment, expansion, and retention efforts that strengthen Tampa’s economic base, create quality jobs, and support long-term investment. TBEDC collaborates with the City, Hillsborough County, and the Florida Department of Commerce to market the Tampa-Hillsborough region nationally and internationally.

    Background

    The Florida Department of Transportation owns and maintains the I-275 and I-4 right-of-way in Hillsborough County. The City of Tampa previously approved a residential development east of this corridor that will sever the existing connection between East Henderson Avenue and 7th Avenue. To restore local connectivity, the City seeks to extend East Henderson Avenue to Central Avenue beneath the I-275 bridges, requiring a permanent break in the limited-access right-of-way. FDOT, with Federal Highway Administration concurrence, has approved this request subject to a maintenance agreement defining the City’s and FDOT’s responsibilities. The extension will improve transportation connectivity, emergency access, and mobility, will not create access issues or preclude future reconstruction of the I-275/I-4 interchange, and may be modified in the future with one year’s notice. Entering into the agreement is in the best interest of the City and its citizens.

    Background

    Chapter 166, Florida Statutes, grants municipalities the authority to enact regulations to protect the public health, safety, and welfare. The City of Tampa has determined that amending Chapter 22 of the Code of Ordinances is necessary for efficient administration, promotes and protects the public health, safety, and welfare of its residents, and is consistent with the Comprehensive Plan. A duly noticed public hearing was held by the City Council of the City of Tampa, at which all interested persons were given an opportunity to be heard.

    This resolution provides $125,000 to plant trees within Virginia Park and McFarlane Park as part of the Comprehensive Infrastructure for Tampa’s Neighborhoods Project for use by the Infrastructure and Mobility Administration Department within the General Fund and Citywide Capital Project Improvements Fund.

    4. Sustainability and Resiliency: The project provides for water distribution system improvements and emergency responses at various locations throughout the City. This project is consistent with Transforming Tampa’s Tomorrow goal of Sustainability and Resiliency and is an integral part of the Water Department’s Asset Management Program.
    5. Community Engagement: The Water Public Relations and CAD Construction, Engineering and Inspection (CAD-CEI) team will assist the Contractor in the communication efforts to ensure transparency and integration of the stakeholders.
    6. Project: a. Contract delivery method: This is a Design-Bid-Build project. A full-time City of Tampa Construction Inspector will be on-site during the project to ensure quality of construction.

    3.Business Case: Project provides for furnishing and installing miscellaneous water main appurtenances ranging in size from 2” to 16” in diameter at various locations throughout the City of Tampa water service area. Related work also includes concrete masonry, curbs and sidewalks, paving, landscaping, grouting, brick street construction and miscellaneous water maintenance. Work will be performed on a work order basis.

    Change Order 1 provided for continual services; the contract completion date was changed, this was the first of two renewals.

    Change Order 2 provided for continual services; the contract completion date was changed, this is the final of two renewals.

    Change Order 3 provides for continuation of services due to emergency work orders that were issued prior to contract expiration date.

In 2004, improvements were made to Plant No. 1, and it was used exclusively until 2015 when Plant No. 2 was refurbished. Due to the condition of Plant No. 1, currently only Plant No. 2 remains in operation, and it is due for rehabilitation.

    d. Dollar amount: $3,909,458.72 for Initial Pre-Construction Services (Estimated Total Project Cost: $35,000,000-$45,000,000) e. Why the awardee was selected: The qualified single submitter was selected pursuant to FS 287.055 Consultants’ Competitive Negotiation Act (CCNA).

    3.Business Case: • This project provides Design-Build Services for the replacement of the high purity oxygen generation facility located at the Howard F. Curren Advanced Wastewater Treatment Plant.

    Services will be provided under a contract with negotiated fixed fees for selection and evaluation of the HPO generation system, final design, permitting, project management, overhead, profit, and a guaranteed maximum price with appropriate surety bonds. Services will also include, but not limited to, engineering investigations, site planning, cost estimating, advertising and administration of subcontracts, start-up, O&M manuals, training, and all related work required for a complete project.

    •This Agreement for Design-Build Initial Services includes project coordination, scheduling and resource management, engineering services, process/mechanical, structural, HVAC, plumbing, electrical, Instrumentation & Control, geotechnical, Subsurface Utility Engineering, survey, acoustical, architectural, environmental, permitting and tasks needed to complete Guaranteed Maximum Price Proposals. Preliminary Design (30 Percent Submittal) will include technical coordination and design effort to evaluate, select and lay out the equipment, verify and confirm the Basis of Design Report, and develop 30% drawings and table of contents for the specifications. 60 Percent Design Submittal will include drawings and specifications based on the Preliminary Design submittal, 30% design City comments, and subsequent design decisions. Early Procurement Guaranteed Maximum Price (GMP-1) for the purchase of long lead equipment and materials will be provided after completion of the 60% design documents.

    90 Percent Design Submittal will include General, Structural, Civil/Site, Mechanical, Architectural, Acoustical, Electrical, Instrumentation & Controls, HVAC, Plumbing Drawings, and Technical Specifications. After completion of the 90% Design Documents, Guaranteed Maximum Price (GMP-2) will be provided for the remaining project scope contained within the documents. 100% Design Package (Issued For Construction Submittal) drawings and specifications will incorporate all revisions needed to obtain approved permits and to address 90% review comments.

    This project will provide replacement of the old cryogenic systems with a new vacuum pressure swing adsorption (VPSA) HPO generation system which will eliminate continued rehabilitations of the existing cryogenic plants.

    Background

    The City of Tampa desires to implement the Program to enforce specified traffic speed violations designated in school speed zones (the “Events”) in accordance with § 316.1896, Florida Statutes and Chapter 2023-174, Laws of Florida, and Tampa Code Section 14-56 “School Zone Speed Enforcement Cameras”. The City of Tampa entered into an agreement for the Photo Enforcement Services Agreement; School Zone Speed Safety Camera Systems with American Traffic Solutions d/b/a Verra Mobility pursuant to Resolution No. 2024-671, approved by Tampa City Council on August 1, 2024. The City of Tampa and American Traffic Solutions d/b/a Verra Mobility mutually terminated said agreement in December 2025.

    Chapter 2004-466, Laws of Florida, as amended by Chapter 2012-239, Laws of Florida, is legislation pertaining to cooperative procurements in Hillsborough County. The law authorizes public bodies operating in Hillsborough County to purchase goods and services from contracts entered into by other federal, state, local governmental entities and certain tax- exempt organizations under the same terms of the bid or request for proposals submitted to said entity or organization, provided that the contract was procured in compliance with the procuring entity’s or organization’s laws, rules, regulations, or ordinances and was issued using full and open competition. The City of Tampa requires the services of a vendor who can provide an automated school zone enforcement program in order to reduce speeding in school zones.

    RedSpeed Florida has contracted with Hillsborough County, Florida, for an automated school zone enforcement program for the Hillsborough County Sheriff’s Office pursuant to that certain RFP No. 2024-003/Hillsborough School Speed Zone Enforcement Program. The City of Tampa and RedSpeed Florida have determined that the Legally Binding Agreement Between Chad Chronister, as Sheriff of Hillsborough County and RedSpeed Florida, LLC (“Hillsborough County Agreement”), as amended, is an acceptable contract upon which the City and Vendor may establish a piggyback agreement. The proposed agreement establishes a 24-month term from January 1, 2026, through December 31, 2027, for an amount not to exceed $588,000 annually and a total of $1,176,000. This amount reflects an annual increase of $50,000, the first since 2012.

    The City partners with TBEDC to advance business recruitment, expansion, and retention efforts that strengthen Tampa’s economic base, create quality jobs, and support long-term investment. TBEDC collaborates with the City, Hillsborough County, and the Florida Department of Commerce to market the Tampa-Hillsborough region nationally and internationally.

    Background

    The Florida Department of Transportation owns and maintains the I-275 and I-4 right-of-way in Hillsborough County. The City of Tampa previously approved a residential development east of this corridor that will sever the existing connection between East Henderson Avenue and 7th Avenue. To restore local connectivity, the City seeks to extend East Henderson Avenue to Central Avenue beneath the I-275 bridges, requiring a permanent break in the limited-access right-of-way. FDOT, with Federal Highway Administration concurrence, has approved this request subject to a maintenance agreement defining the City’s and FDOT’s responsibilities. The extension will improve transportation connectivity, emergency access, and mobility, will not create access issues or preclude future reconstruction of the I-275/I-4 interchange, and may be modified in the future with one year’s notice. Entering into the agreement is in the best interest of the City and its citizens.

    CH 22 (See Item 59) – An ordinance of the City of Tampa, Florida, amending the City of Tampa Code of Ordinances, Chapter 22, Article I, Division 3, Subdivision 3, Section 22-103, “when new sidewalk construction is required; contributions to “sidewalk trust fund” in lieu of constructing a sidewalk”.

    Background

    Chapter 166, Florida Statutes, grants municipalities the authority to enact regulations to protect the public health, safety, and welfare. The City of Tampa has determined that amending Chapter 22 of the Code of Ordinances is necessary for efficient administration, promotes and protects the public health, safety, and welfare of its residents, and is consistent with the Comprehensive Plan. A duly noticed public hearing was held by the City Council of the City of Tampa, at which all interested persons were given an opportunity to be heard.

    Background

    During the City Council meeting on January 8, 2026, City Council made a motion asking staff to come back with a substitute resolution for $125,000 to be allocated to the Comprehensive Infrastructure for Tampa’s Neighborhoods Project from FY25 surplus funds.

    This resolution provides $125,000 to plant trees within Virginia Park and McFarlane Park as part of the Comprehensive Infrastructure for Tampa’s Neighborhoods Project for use by the Infrastructure and Mobility Administration Department within the General Fund and Citywide Capital Project Improvements Fund.

    2. Contractor/Firm: Kimmins Contracting Corp.
    3. Equal Business Opportunity (EBO) Statement: To date, Kimmins Contracting Corp., the prime contractor, is committed to utilizing 6 city-certified firms for subcontracting.
    4. Sustainability and Resiliency: The project provides for water distribution system improvements and emergency responses at various locations throughout the City. This project is consistent with Transforming Tampa’s Tomorrow goal of Sustainability and Resiliency and is an integral part of the Water Department’s Asset Management Program.
    5. Community Engagement: The Water Public Relations and CAD Construction, Engineering and Inspection (CAD-CEI) team will assist the Contractor in the communication efforts to ensure transparency and integration of the stakeholders.
    6. Project: a. Contract delivery method: This is a Design-Bid-Build project. A full-time City of Tampa Construction Inspector will be on-site during the project to ensure quality of construction.

    3.Business Case: Project provides for furnishing and installing miscellaneous water main appurtenances ranging in size from 2” to 16” in diameter at various locations throughout the City of Tampa water service area. Related work also includes concrete masonry, curbs and sidewalks, paving, landscaping, grouting, brick street construction and miscellaneous water maintenance. Work will be performed on a work order basis.

    Change Order 1 provided for continual services; the contract completion date was changed, this was the first of two renewals.

    Change Order 2 provided for continual services; the contract completion date was changed, this is the final of two renewals.

    Change Order 3 provides for continuation of services due to emergency work orders that were issued prior to contract expiration date.

    b. Placemaking: N/A c. Time, Quality Assurance, Cost Monitoring (Budget) • 365 consecutive calendar days.

    • The e-Builder project management software system will be utilized to optimize the monitoring of schedules and costs. This software was recently purchased by the City of Tampa and is a premier system for construction project management.

    3. Sustainability and Resiliency: The treatment plant currently has two cryogenic oxygen generation plants that were built in 1977. In 2004, improvements were made to Plant No. 1, and it was used exclusively until 2015 when Plant No. 2 was refurbished. Due to the condition of Plant No. 1, currently only Plant No. 2 remains in operation, and it is due for rehabilitation.

    5. Project: a. Contract delivery method: This is a Design-Build project.

    1.Contract Title: 25-C-00024 Howard F. Curren AWTP High Purity Oxygen Generation Facility Replacement Design-Build a. Address of Project: Howard F. Curren AWTP 2700 Maritime Blvd, Tampa, FL 33605 b. Number of bidders/submitters: 2 (two) c.Names of bidders/submitters: • PCL Construction, Inc.

    d. Dollar amount: $3,909,458.72 for Initial Pre-Construction Services (Estimated Total Project Cost: $35,000,000-$45,000,000) e. Why the awardee was selected: The qualified single submitter was selected pursuant to FS 287.055 Consultants’ Competitive Negotiation Act (CCNA).

    3.Business Case: • This project provides Design-Build Services for the replacement of the high purity oxygen generation facility located at the Howard F. Curren Advanced Wastewater Treatment Plant.

    Services will be provided under a contract with negotiated fixed fees for selection and evaluation of the HPO generation system, final design, permitting, project management, overhead, profit, and a guaranteed maximum price with appropriate surety bonds. Services will also include, but not limited to, engineering investigations, site planning, cost estimating, advertising and administration of subcontracts, start-up, O&M manuals, training, and all related work required for a complete project.

    •This Agreement for Design-Build Initial Services includes project coordination, scheduling and resource management, engineering services, process/mechanical, structural, HVAC, plumbing, electrical, Instrumentation & Control, geotechnical, Subsurface Utility Engineering, survey, acoustical, architectural, environmental, permitting and tasks needed to complete Guaranteed Maximum Price Proposals. Preliminary Design (30 Percent Submittal) will include technical coordination and design effort to evaluate, select and lay out the equipment, verify and confirm the Basis of Design Report, and develop 30% drawings and table of contents for the specifications. 60 Percent Design Submittal will include drawings and specifications based on the Preliminary Design submittal, 30% design City comments, and subsequent design decisions. Early Procurement Guaranteed Maximum Price (GMP-1) for the purchase of long lead equipment and materials will be provided after completion of the 60% design documents.

    90 Percent Design Submittal will include General, Structural, Civil/Site, Mechanical, Architectural, Acoustical, Electrical, Instrumentation & Controls, HVAC, Plumbing Drawings, and Technical Specifications. After completion of the 90% Design Documents, Guaranteed Maximum Price (GMP-2) will be provided for the remaining project scope contained within the documents. 100% Design Package (Issued For Construction Submittal) drawings and specifications will incorporate all revisions needed to obtain approved permits and to address 90% review comments.

    This project will provide replacement of the old cryogenic systems with a new vacuum pressure swing adsorption (VPSA) HPO generation system which will eliminate continued rehabilitations of the existing cryogenic plants.

    • The Trimble Unity Construct project management software system will be utilized to optimize the monitoring of schedules and costs.
