The City of Tampa has established its Police Department Police Recruit Program in order to increase the number of individuals qualified for employment by the City as Police Officers.
The applicants have satisfied the City’s requirements and qualifications for enrollment in the Tampa Police Department Police Recruit Program.
Resolution approving the retirement and donation of one (1) horse “Hank” of the Tampa Police Department Mounted Unit to Officer Rainy Perez; execution of the Hold Harmless Agreement by the Mayor of the City of Tampa and attestation by the City Clerk.
Background
The 19-year-old Dun Gelding Quarter horse known as “Hank” with I.D. # PC121053 will be retired from the Tampa Police Mounted Unit due to longevity. Chief Lee Bercaw and the officers of the Mounted Unit desire to donate “Hank” to Officer Rainy Perez for humane purposes. Such retirement would be in the best interest of all parties involved.

The City of Tampa Police Department Mounted Unit would like to gratefully accept a donation of a 12 year-old gelding horse, estimated value of ten thousand dollars. Acceptance of such donation would benefit the City of Tampa Police Department Mounted Unit for use in the performance of their job duties.

Resolution making certain changes in the budget of the City of Tampa for the fiscal year ending September 30, 2026; Approving the transfer, reallocation, and/or appropriation of $500,000 within the General Fund for use by the Tampa Police Department for Axon Drone Equipment purchased in the prior year but not received and mandated by Generally Accepted Accounting Principles to record expenses in the fiscal period the equipment is received.
Background
This resolution appropriates $500,000 within the General Fund for use by the Tampa Police Department for Axon drone equipment that was purchased in FY2025, but was not received until FY2026. Per Generally Accepted Accounting Principles, the expense must be recognized in the fiscal period the equipment is received. The original resolution that was approved by council is resolution 2025-808. File No. PS25-16859.
This financial resolution does not affect the unassigned fund balance that the Chief Finance Officer previously briefed Council during the January 8, 2026, Council meeting.
Resolution making certain changes in the budget of the City of Tampa for the fiscal year ending September 30, 2026; approving the transfer, reallocation, and/or appropriation of $200,000 for City of Tampa golf courses capital improvements within the Golf Courses Operations and Capital Funds.
Background
This Resolution provides $100,000 for each for Roger’s Park and Babe Zaharias Golf Courses to fund capital improvement projects.
During the preparation of the FY2026 budget, the Tampa Sports Authority (TSA) requested $200,000 to fund the design of the Rocky Point Toptracer Range Project.
Typically, the City allocates $600,000 for capital improvement projects, which is divided equally among the three golf courses: Roger’s Park, Babe Zaharias, and Rocky Point.
However, due to TSA’s request, the City partially reallocated $200,000 from Roger’s Park and Babe Zaharias to Rocky Point during the FY2026 budget process with the intention of making them whole in FY2026, depending on available funding at the end of FY2025.
Net revenues at the end of FY2025 are sufficient to cover the $200,000 that was reallocated from Babe Zaharias and Roger’s Park to Rocky Point. If approved, the FY2026 budget for the three golf courses will be as follows: Roger’s Park – $200,000 Babe Zaharias – $200,000 Rocky Point – $400,000

- Contractor/Firm: Westra Construction, Corporation 3.Business Case: This Agreement provides for professional design-build services for the Water Main Improvements Design Build project. The project consists of design and construction of various non-contiguous water main replacement projects throughout the City’s water service area. Services will also include coordination and scheduling during the permitting and design phase, cost estimating, construction engineering and inspection (CEI), public relations, administering subcontracts and all related work required for a completed project.
- Equal Business Opportunity (EBO) Statement: Westra Construction, Corporation, the prime contractor, is utilizing two (2) City of Tampa-certified firms for subcontracting.
- Sustainability and Resiliency: This project is part of the City’s PIPES program which has a goal of replacing on average, 20 miles of water mains per year. The term of the award is for a (1) one-year term with (4) four additional (1) one-year renewal options. The Department has reviewed and approved the bid response from Diversified Professional Services Corp. and comments were supplied via Department recommendation letter.
Pursuant to the review by Equal Business Opportunity (EBO), it was determined that the EBO Bid Discount provision would apply in the bid specifications to eligible SLBE firms. Diversified Professional Services Corp. is a City Certified Small Local Business Enterprise (SLBE).
Resolution approving the renewal of an award between the City of Tampa and SAT Industrial Supplies & Solutions LLC, with a 3.0% Consumer Price Index (CPI) Price Increase, for the purchase of Polyethylene Water Boxes and Covers No. 37 (Sheltered Market Solicitation) in the estimated amount of $335,000 for use by the Water Department.
Background
It is recommended that the City renew its existing award with SAT Industrial Supplies & Solutions LLC for the provision of Polyethylene Water Meter Boxes and Covers No. 37 (Sheltered Market Solicitation) for use by the Water Department for an additional one-year term. The existing award was made February 2024. This award is in its first renewal term. SAT Industrial Supplies & Solutions LLC provides satisfactory service, quality of product and performance.
The Water Department has reviewed the prices and feels that it is in the best interest of the City to renew the award for an additional one-year period. SAT Industrial Supplies & Solutions LLC has agreed to renew Polyethylene Water Meter Boxes and Covers No. 37 (Sheltered Market Solicitation) with a Consumer Price Index (CPI) price escalation of 3.0% which is allowed per the bid.
Pursuant to the review by Equal Business Opportunity (EBO), it was determined that the EBO Sheltered Market Solicitation provision would apply in the bid specifications to eligible SLBE firms. SAT Industrial Supplies & Solutions LLC is a City Certified Small Local Business Enterprise (SLBE).

3.Business Case: This project provides for the design and construction of improvements to Gandy Park South and A. J. Palonis Park. Improvements include but are not limited to passive recreational opportunities including fishing, picnicking, walking, as well as other passive recreational activities. Improved parking, restrooms, and shelters are key components of the improvement project.
4.Equal Business Opportunity (EBO) Statement: The 30% subcontract goal for this contract was originally calculated and subsequently confirmed by the Goal Set Review Committee.

Resolution of the City Council of the City of Tampa, Florida, calling for a public hearing to be held pursuant to Section 147(f) of the of the Internal Revenue Code of 1986, as amended, concerning the proposed reissuance, for federal tax purposes, by the City of Tampa, Florida of its outstanding educational facilities revenue note (Trinity School for Children Project), Series 2015a and educational facilities refunding revenue note (Trinity School for Children Project), Series 2015b.
Background
The purpose of the Resolution is to authorize a public hearing to receive public comment on the proposed reissuance of the Series 2015 Notes (hereinafter defined) for federal tax purposes and the educational facilities originally financed and refinanced with the proceeds of the Series 2015 Notes. In June 2015, through the issuance of its Educational Facilities Revenue Notes (Trinity School for Children Project), Series 2015 (the “Series 2015 Notes”), the City of Tampa (the “City”) assisted Tampa School Development Corporation d/b/a Trinity School for Children, a 501(c)(3) entity and a Florida not for profit corporation (the “School”), in accessing $9.4 million in tax-exempt financing through a bank loan with Valley National Bank, formerly known as USAmeriBank (the “Bank”). The Series 2015 Notes are only secured by monies and property provided by the School and the City is not responsible for repayment of the Series 2015 Notes. In connection with the loan, the School contractually agreed to indemnify the City for its facilitation of the tax-exempt financing. The Bank and the School would like to restructure the Series 2015 Notes and continue their business relationship, which will require a new public hearing and amendments to some of the financing documents related to the Series 2015 Notes.

The Tampa Riverwalk is a City-owned and operated park and trail that serves as a significant recreational and community asset. Friends of the Riverwalk, Inc. was established to support the City in promoting, activating, operating, maintaining, and preserving the Riverwalk and possesses specialized experience in providing these services. Background
The City owns real property known as the Free Library located at 102 E. 7th Avenue (Premises) and the surface parking lot located at 1717 Tampa Street.
The City of Tampa and Hillsborough County entered into that certain Commercial Lease Agreement dated April 26, 2016, approved by Resolution 2016-319, for use of the Premises as office space for the County’s library operations and parking associated with the Premises.
Currently, the agreement expires April 25, 2026.
The County has requested an additional three years while they develop a new location for their operations. The parties desire to enter into this First Amendment to Commercial Lease Agreement under the terms and conditions enumerated herein.

- Contractor/Firm: Phinazee Construction & Consulting Services, Inc.
- Business Case: This project provides for the design and construction of improvements at Rey Park including renovations to the existing community center. The improvements also include, but are not limited to, accessible routes, new play equipment with shade structures, court resurfacing, decorative fencing and columns, site lighting, site furniture, plants, and irrigation.
- Equal Business Opportunity (EBO) Statement: The EBO subcontract goal for GMP-01 has been calculated and subsequently confirmed by the Goal Set Review Committee at a 24% goal. The Design/Build contractor has acknowledged the narrowly tailored EBO subcontract goal.
- Community Engagement: The Construction Administration Department (CAD) and Construction, Engineering and Inspection (CAD-CEI) division will assist the Firm in the communication efforts to ensure transparency and integration of the stakeholders.
- Project: a. Contract delivery method: This is a Design-Build project. A full-time City of Tampa Construction Inspector will be on-site during the project to ensure quality of construction.

5.Sustainability and Resiliency: All new construction for this project shall make the best use of all applicable and sustainable materials and methodologies to reduce operating costs.

• The Trimble project management software system will be utilized to optimize the monitoring of schedules and costs. This software was recently purchased by the City of Tampa and is a premier system for construction project management.
Staff to provide an in-person report on preventing traffic jams in downtown; and Legal Department to discuss the legal options for City Council to stop downtown traffic jams.
Staff to present as to the people and reasons eligible for police escort, and to include a discussion about better managing it.

City Attorney to provide City Council with a legal memorandum to the following questions: What is the law when a building permit is issued or a site plan approved that was based on error or omission or misrepresentation, and what are the legal and administrative remedies that are available to the City of Tampa.
