    Tampa Fire Rescue was awarded the State fiscal year 2025-2026 Urban Search & Rescue, Hazardous Materials, and Mutual Aid Radio Communications (USAR HM MARC) Grant in the amount of $55,000 from the Department of Financial Services through the Florida Division of State Fire Marshal. The funds will be used to replace hazardous material meters for detection of Toxic Industrial Chemicals and Chemical, Biological, Radiological, Nuclear, and high-yield Explosives (CBRNE) agents used in terrorist attacks.

    It is recommended that the City purchase under Florida Sheriff’s Association Contract No. FSA25-VEL33.0, Pursuit, Administrative & Other Vehicle Contract. This cooperative contract was competitively sourced with (35) thirty-five bids received by the leading agency. In comparing prices with the Florida Sheriff’s Association FSA25-VEL33.0, Pursuit, Administrative & Other Vehicles Contract for two (2) Ford Police Responders marked Traffic and two (2) Ford Police Responders marked DUI, to the open market, the per vehicle cost is $61,287 for a total cost for four (4) vehicles of $245,148. The City saves $8,354 per vehicle for a total saving of $33,416 by purchasing from the Florida Sheriff’s Association FSA25- VEL33.0, Pursuit, Administrative & Other Vehicle Contract.

    Resolution approving the renewal of a Vehicle Use Agreement between the National Insurance Crime Bureau and the City of Tampa on behalf of the Tampa Police Department; authorizing the execution thereof by the Mayor of the City of Tampa and attestation of the City Clerk.

    Background

    Pursuant to the authority contained in Resolution No. 2023-216, the National Insurance Crime Bureau (NICB) and the City of Tampa entered into a Vehicle Use Agreement by which the vehicle will be used by the Agency for the purpose of investigating insurance-related crime and/or fraud. This was renewed in 2024 under Resolution No. 2024-147 and again in 2025 under Resolution No. 2025-175. This agreement shall automatically renew for an additional one-year period under the same terms unless written notice is tendered more that 30 days prior to the end of the term and may renew annually by autorenewal for up to two consecutive years. Approval of this agreement would benefit the citizens of the City of Tampa by continuing to provide an opportunity to expose criminal activity in the City.

    Resolution approving Service Schedule No. 4 between Versaterm Public Safety US. Inc., (“Versaterm”) and the City of Tampa relating to the purchase of a health and wellness platform know as Mindbase for use by the Tampa Police Department for $60,237; authorizing execution thereof by the Mayor of the City of Tampa and attestation of the City Clerk.

    Background

    Mindbase provides comprehensive mental health support for first responders by improving human health and well-being by bringing people, knowledge and intelligent technology together. Mindbase through Tampa Police Department CAD and other Versaterm RMS data will deliver a simple, fast, and data driven mental health and wellness platform as well as technology to take proactive care of real-tine challenges facing first responders. City of Tampa entered into Resolution 2024-976 approving a Master Services Agreement with Versaterm and amended that agreement under Resolution No. 2025-529 including an extension and adding Community Report. Schedule 3 was passed under Resolution No. 2025-530 for another year subscription of OpsIntel. Identification of potential mental health needs will benefit officers and the public. It would be in the best interest of the citizens of the City of Tampa to enter into the aforementioned Service Schedule No. 4 with Versaterm Public Safety US, Inc.

    Resolution approving a subaward agreement between Corporation to Develop Communities of Tampa, Inc, DBA Safe & Sound Hillsborough, and the City of Tampa (The City) for an amount up to $177,875.24 from April 1, 2025 and to June 30, 2026.

    Background

    The City of Tampa received and accepted grant funds in the amount of $384,000 from the Florida Department of Law Enforcement for Project Community Violence Intervention and Prevention (CVI) grant pursuant to Resolution No. 2025-177 signed on March 6, 2025. The City wishes to use those funds to contract with Safe & Sound Hillsborough to provide a program manager to oversee care coordination and navigation services to participants randomized to the treatment groups served by this grant. This program aims to reduce recidivism rates, increase emotional intelligence, completion of CBT based programming, positive behavior in school and grade promotion and/or graduation. Safe & Sound Hillsborough was the strategic partner in this grant application and was intended to fulfill the programmatic portion of the grant.

    Resolution approving a Grant Agreement (No. FM1099) between the City of Tampa and the Department of Financial Services, an agency of the State of Florida, in the amount of $290,000 for the purchase of a rescue/marine unit vehicle.

    Background

    The State of Florida Department of Financial Services awarded $290,000 of funding to the City of Tampa as part of Line 2479A of the General Appropriations Act for the 2023-2024 State fiscal year. The funds appropriated to the City of Tampa were carried forward through the 2025-2026 State fiscal year pursuant to Section 74 of chapter 2025-199, Laws of Florida.

    The State of Florida Department of Financial Services and City of Tampa previously entered into Grant Agreement No. FM924, related to that appropriation and the Parties intend to repeat and reiterate each Parties’ rights and responsibilities in Revised Grant Agreement No. FM1099. Grant Agreement No. FM924, which expired June 30, 2025, was originally approved by City Council on October 17, 2024.

    It is necessary to enter into a revised grant agreement (No. FM1099) between the City and the Department of Financial Services to accept grant funding and the terms of the agreement in the amount of $290,000. The Revised Grant Agreement (No. FM1099) with a performance period ending on June 30, 2026, may be continued at the discretion of the Department for an additional one-year term if the funds are reappropriated by the Florida State legislature.

    There is no match requirement for this grant. A financial resolution was already completed for this grant. This resolution lists no fiscal impact as no additional grant funds above the original $290,000 have been awarded.

    Resolution approving a standard hall license contract between the City of Tampa, Florida, and David A. Straz, Jr. Center for the Performing Arts, Inc. to hold the 2026 annual Parks and Recreation Dance and Gymnastics recitals at a cost not to exceed forty-nine thousand dollars ($49,000.00).

    Background

    The City of Tampa Parks and Recreation Department (hereinafter referred to as “City”), stages annual Recreation Dance and Gymnastic Recitals (hereinafter referred to as “Recitals”). For the past seventeen seasons these Recitals have been held at the David A.

    Straz Jr. Center for the Performing Arts, Inc. (hereinafter referred to as “Straz”) facility. In order to stage these Recitals for the 2026 Season, the City desires to enter into a Standard Hall License Contract, between the City and Straz (hereinafter referred to as “Contract”). The estimated cost and expense due under the Contract for the 2026 dates shall not exceed forty- nine thousand and 00/100 Dollars ($49,000.00). It is recommended that the City continues to hold Recitals at Straz, and enter into this Contract. City Council does hereby affirm that it would be beneficial to the residents of the City to enter into the attached Contract.

    Resolution approving a services agreement for persons with intellectual disabilities internship administrator services between the City of Tampa, Florida and the Grow Group, inc. to provide internship opportunities with city departments for persons with intellectual disabilities in the amount of fifteen thousand two hundred and forty-nine dollars ($15,249).

    Background

    Pursuant to the Services Agreement for Persons with Intellectual Disabilities Internship Administrator Services Agreement (Agreement), The Grow Group, Inc. (Agency) provides great opportunities for persons with disabilities to transition more effectively into the workforce by providing internship opportunities in selected City of Tampa (City) departments for persons with intellectual disabilities selected by Agency; and it is the desire of the parties to establish the terms and conditions under which the term of this Agreement shall be implemented; and the term of this Agreement shall commence on the effective date and expire September 30, 2026 with no guaranteed renewal for subsequent terms; and the City shall reimburse the Agency in an amount not to exceed Fifteen Thousand Two Hundred Forty-Nine Dollars($15,249) for referring selected persons with intellectual disabilities to intern with the City in different capacities as determined by the City; and City Council does hereby affirm that it would be beneficial to the residents of the City to enter into this Agreement between the City and the Agency.

    This resolution assesses the costs ($15,307.50) expended by the City of Tampa, including administrative costs, for the preparation, demolition and/or removal of buildings and/or structures on the properties described in Exhibit “A” of the Resolution that satisfied the criteria to demolish set forth in Section 19-5(a)(2) & (b)(1), City of Tampa Code of Ordinances when the property owner(s) failed to demolish and/or remove the unsafe building and/or structure within the time allowed or failed to do so prior to the City incurring said costs.

    Background

    The City of Tampa on September 19, 2024 entered into a Subscription Services Agreement (“Agreement”) dated June 3, 2024, and amended the Agreement to provide for annual renewals of the term of the subscription. The parties desire to enter a second amendment to the agreement to integrate and display Lightcast datasets on the City’s website.

    It is recommended that the City renew its existing award with the following Awardees: Advanced Arborist, LLC, Mid-Florida Tree Service, Inc. and Pete & Ron’s Tree Service, Inc.

    for the provision of Citywide Tree Services for use by the Parks and Recreation Department for an additional one-year term. The existing award was made June 16, 2022. This award is in its third renewal period.

    provide satisfactory service, quality of product and performance. The Parks and Recreation Department has reviewed the prices and feels that it is in the best interest of the City to renew the award for an additional one-year period.     Resolution approving a fifth amendment to emergency solutions grant rapid unsheltered housing agreement between the city of Tampa and Dawning Family Services, Inc., a Florida nonprofit corporation, in an amount not to exceed $1,300,000.00, for the provision of services in support of individuals and their families experiencing homelessness within the city of Tampa; extending the term of the agreement to September 30, 2026; approving and authorizing execution by the mayor and attestation by the city clerk.

    Background

    Dawning Family Services, Inc., has partnered with the City of Tampa to provide services in support of homeless persons and families within the City of Tampa. Non-Grant Program funds will provide emergency shelter and rapid rehousing services, and support both staff and program operations.

    This amendment provides an extension of time. The additional time will allow Dawning Family Services to continue to provide their shelter services, rapid rehousing programs, and to continue the work to develop their family solutions center and improve their family welcome center.

    Staff is requesting City Council’s consideration and approval of the attached agreement and resolution to allow for the execution of the Amendment that will allow for the extension of time.

It is necessary to rescind Resolution No. 2025-699 as the Department of Housing and Urban Development provided an updated Grant Agreement prior to fully executing the agreement previously approved. This resolution also proposes to approve the revised FY2022 Community Project Funding Grant Agreement NO.     Ferguson US Holdings, Inc. provides satisfactory service, quality of product and performance.

    The Water Department has reviewed the prices and feels that it is in the best interest of the City to renew the award for an additional one-year period. The Resolution and Agreement attached between the City of Tampa (Grantee), Foreign-Trade Zone No. 79 Board Inc. (Board), and Lithium Battery Company Intl., LLC (Operator) seeks to establish a new subzone of 79H. Staff respectfully requests approval of this new 79H Subzone with Lithium Battery Company Intl., LLC serving as the operator. The Foreign Trade Zone #79 Board will collect an application fee of $1,000.00, pursuant to this agreement, authorizing Lithium Battery Company Int., LLC, as an operator of Subzone 79H. The activation fee, pursuant to the agreement, to be collected by the Board is $1,000.00. The City of Tampa, on behalf of the Foreign Trade Zone No. 79 Board, will collect annually a fee totaling $2,500.00 from the operator, Lithium Battery Company Intl., LLC. City of Tampa, at the end of the fiscal year, will remit to the Board such amounts collected from the operator.

    Should Lithium Battery deactivate the subzone, the Board will collect a “Deactivation Fee” of $1,250.00. In the event this Agreement first comes into effect with less than three quarters of the fiscal year (October 1 – September 30) the initial annual fee shall be pro-rated according to the number of quarters remaining in the fiscal year commencing with the quarter in which this Agreement becomes effective by the terms herein.

The initial award was made on November 2, 2023 and the first renewal was exercised on October 3, 2024. Per City of Tampa policy, “Supplemental Unilateral Renewal Periods” of the contract terms found in section 4.14.1 of Bid No. 11082223, the current contract term was extended by 90 days to an expiration date of January 30, 2026. The contract term will take effect nunc pro tunc January 31, 2026.

    JEB Management Inc. dba Good Neighbor Fence Company provides satisfactory service, quality of product and performance. The Mobility Department has reviewed the prices and feels that it is in the best interest of the City to renew the award for an additional one-year period.     The goal of the Pre-Development Grant is to reduce the barriers of upfront development costs posed to owners of properties within the Tampa Community Redevelopment Areas (TCRA) by encouraging the use of design guidelines and incentivizing small to medium scale improvement projects. It is designed to increase property values by encouraging improvements that exceed the requirements of the City Code of Ordinance and spur private investment within the CRA areas.

    This project provides professional engineering or architectural services for design assistance services and development consultation for Community Redevelopment Agency (CRA) Commercial Pre-Development Grants and associated services including, but not limited to; initial consultations, conceptual design, working designs, final design and documentation, and Engineer of Record or Architect post-design services (as needed) for permit approval.

    Five (5) design teams have been selected to be engaged over the course of three (3) years to assist with a total number of approximately fifty (50) projects which will be issued as Task Orders.

Business Case: This project provides for a new Fleet Maintenance Building for the Water, Mobility, and Contract Administration Departments as is part of a city-wide Fleet Decentralization Project. This new multi-bay Fleet Maintenance Building, with associated offices, is also to be designed and built to accommodate heavy equipment vehicles.
    4. Equal Business Opportunity (EBO) Statement: The 24% subcontract goal for this contract was originally calculated and subsequently confirmed by the Goal Set Review Committee.
    5. Community Engagement: The Construction Administration Department (CAD) and Construction, Engineering and Inspection (CAD-CEI) division will assist the Firm in the communication efforts to ensure transparency and integration of the stakeholders.
    6. Project: a. Contract delivery method: This is a Design-Build project. A full-time City of Tampa Construction Inspector will be on-site during the project to ensure quality of construction.

    5.Sustainability and Resiliency: All new construction for this project shall make the best use of all applicable and sustainable materials and methodologies to reduce operating costs.

    Background

    This financial resolution appropriates an additional $6,863,085 within the Non Ad Valorem Bonds CIP Fund – Future Debt for the Fleet Maintenance Decentralization – 40th Street Project. The LAM Dept. will be providing a total of $14,563,085 in Non Ad Valorem debt, of which $7,700,600 in future debt and $500,000 in Non Ad Valorem Bonds CIP fund – Series 2025 have already been appropriated, towards this project.

    This financial resolution also realigns $451,020 from the Fleet Maintenance Decentralization – 40th Street Project to the Water Distribution Program Project within the Water Renewal & Replacement Fund. The Water Department will decrease their contribution towards the project from $4,308,435 to $3,857,415 in pay go funding.

    The total estimated budget for this split funded project is $18,421,100.

    On October 20, 2022, Resolution Number 2022-915, authorized the reimbursement of certain costs relating to the acquisition, construction, and equipping of certain capital improvements.

    One of the CIP projects identified within that resolution is the Fleet Maintenance Decentralization – 40th Street project.

Resolution of the City of Tampa relating to the State Revolving Fund Program; authorizing the application for a state revolving fund loan of twenty ($20) million with a fifty percent (50%) principal forgiveness provision for drinking water facilities; authorizing execution of the application by the Mayor.

    Background

    The City currently has two points of interconnect with Tampa Bay Water. The main point of connection is located near the northeastern part of the Water Department’s service area with maximum daily delivery capacity of about 40 million gallons. A second point of connection is in the southeastern part of the service area and is not yet a permanent point of connection as this location was installed originally as an emergency interconnect only. Based on previous hydraulic analysis performed by the City, it was clear that existing points of connection alone are not sufficient to serve the water service area if its self-supply becomes unavailable. It is one of the Water Department’s strategic goals to identify and develop an alternative solution that will enable the Water Department to continuously provide a minimum level of service to its customers during emergencies. The Water Department will complete its master plan update and identify recommended project elements for multiple, fully functioning interconnects with Tampa Bay Water. Through this effort, the Water Department can be better prepared to continuously provide critical water service to its customers even during emergencies and mitigate risks that threaten water supply security and resilience.

    On December 21, 2024, the American Relief Act, 2025, was signed into law and provides disaster relief funding to the U.S. Environmental Protection Agency for the State Revolving Fund programs, including approximately $3.0 billion for clean water and drinking water infrastructure in states impacted by Hurricanes Helene and Milton and the Hawai’i wildfires.

    The Florida Department of Environmental Protection (FDEP) Drinking Water State Revolving Fund Supplemental Appropriation for Hurricanes Helen and Milton and Hawai’i Wildfires Capitalization Grant Priority List designates Project Number 2902I entitled Potable Water Interconnects Project as eligible for available funding which includes planning, design, and construction. The City must submit a State Revolving Fund loan application to the Florida Department of Environmental Protection to obtain such funding. The City seeks City Council approval for the Mayor to submit a loan application with the FDEP under the State Revolving Fund for project financing of $20 million, with a 50% principal forgiveness provision, such that one-half of the principal amount of the loan will not be required to be repaid by the City. The interest rate is 0% with a 2% one-time service fee. The City’s water system has sufficient net revenues to service the projected annual debt service for a term of 20 years.
