Items 1-3 are all related to code enforcement. Staff is not recommending any changes. We either enforce the code or we should change the code. There should be no such thing as only half-way enforcing the law.

Item 4 is scheduled to be a presentation from USF MUMA College of Business about poverty and homeownership but then there’s this part about using “predictive analytics” which sets off questions. There is no presentation or backup materials for this item. The maker of the motion, Council member Carlson, has been a stickler about pulling items without backup. Considering this a tentative continuance at this point. That said, it’s a workshop and no formal action will be taken.

Item 5 was related to short term rentals however it has been requested to continued until late April.

Item 6 is something that was continued from last year about “A frame” signs. They should not be on sidewalks blocking pedestrians and folks who need the help of a mobility device. Period. If a business’s success hinges on a portable sign to block people walking by, they are doomed to fail regardless.

Item 7 is a request by staff to approve recommendations for changes to land development code that would later come before the public and Council. This is an early step in the process, no formal action is being taken on Thursday and there has been and will be more public engagement. That said, the proposals are incremental in expanding ADUs and making it easier for people who may have an ADU to become conforming. I also like the recommended change that the property owner may live in the ADU and rent out the primary structure vs the current code that requires the property owner to occupy the primary structure.

Evening Land Use – Proposed Future Land Use Map Changes

I’m not going to try and go into these in-depth, but I do note a couple of observations.

item 3 R-10 to CM-35. Property north and across street are not residential.

Item 4 Staff found inconsistent planning commission approved. Church changing comp plan to increase density.

Land Use – Special Use Alcohol Sales

After the long hearing last month over the suspension of alcohol sales at a popular Tampa Heights establishment, I anticipate tighter scrutiny from Council on these.

Item 5 is a continued item from last October related to a spot in Hyde Park Village that wanted to extend their hours. There was objection from the neighborhood. One would assume those objections have been either resolved or the business wants to go forward and take their chances with Council.

item 6 is an application for a store front on 7th to extend its hours and allow for off-site consumption (package).

item 7 is an application for an existing establishment on Davis Islands to double their footprint to 3000sq ft indoors and 535sq ft outdoors.

item 8 is an application for consumption on premise only indoors at a “recreational facility” inside Westshore Mall.

item 9 is an application by Jackson’s Bistro on Harbor Island to add package sales. Staff found it inconsistent.
