Light on controversial votes but heavy on discussions of important topics.

After a hectic start to 2026 capped by an 11 hour land use meeting last Thursday evening, they have a single 50 item agenda this Thursday light on controversial votes and heavy on staff reports. None more important than item 45, “legal staff to provide a report on hate speech used in City Council and what can be done to ban those that repeatedly use it in City Council.” Last Thursday’s CRA Board meeting was canceled and while council were tight lipped on the subject, social media posts suggest it was due to the costume of an attendee who has previously been found out-of-order and removed for violating council rules.

As to items on the agenda up for a vote:

  • items 17 & 18 are a resolution to the issue of use of tree trust fund money to plant trees as part of the PIPES program. Type 1 trees planted will come from the trust fund, other trees and landscaping from the general fund.
  • items 21& 30 – “Historic” buildings have been in the news lately so highlighting a couple of properties in Ybor. One that is requesting a Historic Property Ad Valorem Tax Exemption (item 21) and one requesting local historic landmark designation (item 30) who will presumably apply for the exemption. The exemptions are 100% of assessed value of all improvements which resulted from restoration for 10 years.
  • item 25 – another extension to the Jackson House agreement, this time for another month “in order to allow the parties to finalize the conditions for closing.” Feels like we’ve been here before.
  • item 26 – terminates the terms of a land use restriction for an housing development the city entered into in 2004 for Centro Place, 1302 E. 21st Avenue. These are the types of issues folks bring up when subsidizing housing and not putting long term restrictions. The terms were 20 years, this is just a housekeeping issue. It would be interesting to see if there’s a “what we learned” from projects sunsetting now.
  • item 27 needs some clarification. Nearly an extra $1 million for the West Tampa CRA in FY26 but this line in the summary sheet is confusing – “Commencing January 1, 2026, (FY2027) the contribution is to be reduced to 80%.” January 1, 2026 is FY26. January 1, 2027 is FY27. Oct. 1 2026 is start of FY27. Beyond that, where might the CRA spend it?

As to large contract approvals, item 37 is a $6 million plan to convert El Prado from S. Omar Ave to S. MacDill Ave from a 4 lane road to 2 lanes with “buffered” bike lanes and sidewalks on both sides of the street. The funding appears to be from multiple sources.

The remainder of the agenda are staff reports and while several are high profile topics—TPD Headquarters and the streetcar expansion—staff have requested continuances. As previously noted in previews, we tend to not get too deep into them as they are not final actions. Council may take action in that they can motion for something formal to happen at a future date but what ever the outcome, the public will have opportunity to speak to it. Those discussion are best saved for a wrap up post and expect one for this week.
