On June 26, 2025, the City Council of the City of Tampa approved Resolution No. 2025-512, that approved an Agreement for First Call Emergency Air Ambulance Service and Prehospital Blood Supply (“Agreement”) between the City and Florida Health Sciences Center, Inc.
AEROMED for the purpose of providing Air Medical Transportation and administration of whole blood at no cost to the City. It is necessary to rescind Resolution No. 2025-512 to make clarifying changes to the Agreement to include information of the Fire Chief and add required Public Records notice to the Agreement.

Resolution approving the acceptance of Amendment # 01 to the subgrant funding in an amount up to $350,000 from the State of Florida Department of Transportation (FDOT), Highway Safety Traffic Safety Funds, for the Tampa Police Department “Sit Tight and Belt Right” Occupant Protection Project.
Background
By authority contained in Resolution No. 2024-1028, passed and adopted by Tampa City Council on November 21, 2024 the City accepted grant funds in an amount up to $350,000 for FY 2025 Project Number OP-2025-00183 and Project Title “Sit Tight and Belt Right” Occupant Protection Program. The City of Tampa desires to amend the original grant agreement to include Non-Sworn Employees as an additional approved personnel type with no financial modification to the award. Tampa is below average in safety belt usage and ranks near the top of large cities in the State for occupant-protection related serious injuries and fatalities. The grant funds, once received and deployed pursuant to the terms of the grant, will help reduce traffic crash fatalities and injuries due to unrestrained or improperly restrained occupants through education and enforcement, and will provide child seats to low income families.

Resolution approving extension No. 1 to the Grant Agreement (Grant Number FM924) between the State of Florida Department of Financial Services and the City of Tampa for the purchase of a Rescue/Marine Unit vehicle.
Background
Pursuant to Resolution 2024-932, the State of Florida Department of Financial Services awarded (Grant Agreement No. FM 924) the City of Tampa $290,000 toward the purchase of a Rescue/Marine Unit vehicle as part of the State’s General Appropriations Act for the 2023- 2024 State Fiscal Year. The Florida Legislature re-appropriated funds from the 2023-2024 State Fiscal Year for the 2024-2025 State Fiscal Year, and the Grant Agreement’s period of performance was July 1, 2024 to June 30, 2025.
The 2025 Florida Legislature re-appropriated the funds needed to complete the vehicle purchase, extending the performance period to June 30, 2026.
There is no financial impact resulting from this grant extension.
There is no grant amendment to sign. The State provides a confirmation memorandum, a copy of which is attached to the resolution.

Resolution approving a sole source Master Subscription Agreement and Order Form between the City of Tampa and Secure Passage, Inc. (fka Digital Sandbox, Inc d/b/a Haystax Technology) for the purchase of Constellation Safety and Security Subscription Services in the estimated amount of $74,387.50 for use by Region 4 of the Urban Area Security Initiative as administered by the Tampa Police Department for the entire Tampa Bay Area.
Background
The Tampa Police Department (TPD) has been using Digital Sandbox Site Profiler System since 2003 which has been supported by the Urban Area Security Initiative (UASI) Grant Funds. In order to continue utilizing this application it is necessary to enter into a new Master Subscription Agreement between the City of Tampa and Secure Passage, Inc. (fka Digital Sandbox, Inc d/b/a Haystax Technology) for the purchase of Constellation Safety and Security Subscription services for use by the Tampa Urban Area/Tampa Region 4 Domestic Security Task Force/Tampa Area Maritime Security Committee through the Urban Area Security Initiative (UASI) Federal Grant funding administered by the City of Tampa.
The term of the license will be from July 1, 2025 until June 30, 2026. The City recently received approval from the State of Florida for the funding of this agreement in March 2025.

Resolution approving the renewal of an award between the City of Tampa and U.S. Peroxide, LLC dba USP Technologies, with a 3% Consumer Price Index (CPI) Price Increase, for the furnishing of Hydrogen Peroxide Solution 35% in the estimated amount of $200,000 for use by the Water Department.
Background
It is recommended that the City renew its existing award with U.S. Peroxide, LLC dba USP Technologies for the provision of Hydrogen Peroxide Solution 35% (Re-Bid) for use by the Water Department, Production Division for an additional one-year period. The existing award was made July 2023. This award is in its original award period which was extended to September 12, 2025, per the bid document Section 4.19.1 Supplemental Unilateral Renewal Periods.
U.S. Peroxide, LLC dba USP Technologies provides satisfactory service, quality of product and performance. The Water Department, Production Division has reviewed the prices and feels that it is in the best interest of the City to renew the award for an additional one-year period. U.S. Peroxide, LLC dba USP Technologies has agreed to renew Hydrogen Peroxide Solution 35% (Re-Bid) with a Consumer Price Index (CPI) price escalation of 3.0% which is allowed per the bid.
Pursuant to the review by the Equal Business Opportunity (EBO) Division, this one year renewal contract is in compliance.

It is recommended that the City renew its existing award with Neptune Technology Group LLC for the provision of Neptune Water Meter Parts and T-10 Backflow Meters for use by the Water Department, Distribution Division, for an additional one-year period. The existing award was made in October 2024. This award is in its original award period.
Neptune Technology Group LLC provides satisfactory service, quality of product and performance. The Water Department, Distribution Division, has reviewed the prices and feels that it is in the best interest of the City to renew the award for an additional one-year period.
Neptune Technology Group LLC has agreed to renew Neptune Water Meter Parts and T-10 Backflow Meters without a price escalation.

b. This Change Order 1 Final provides for the contract closeout, credit to the City for unused contingency and release of final payment in the amount of $19,000.00. The time for completion is extended, the completion date is established as 05/14/2025.

Background
The Wastewater Department entered into a capital lease agreement for Annual Boiler Rental for the Howard F. Curren Advanced Wastewater Treatment Plant. This resolution appropriates funds in the amount of $200,000 for Operating Debt Capital Leases within the Wastewater Operations Fund. Due to changes within generally accepted accounting principles, GASB 87 requires the expenditure to be accounted for as a capital lease.

Background
It is recommended that the City renew its existing award with Allied Universal Corp. for the provision of Liquid Sulfur Dioxide (Re-Bid) for use by the Wastewater Department for an additional two-year term. The existing award was made July 2021. This award is in its first renewal term which was extended to September 26, 2025, per the Invitation to Bid, ITB No. 51070121, Section 4.17.1 Supplemental Unilateral Renewal Periods.
Allied Universal Corp. provides excellent service, quality of product and performance. The Wastewater Department has reviewed the prices and feels that it is in the best interest of the City to renew this award for an additional two-year period. Allied Universal Corp. has agreed to renew the Liquid Sulfur Dioxide (Re-Bid) with a 20% price escalation in FY 26 and a 10% price escalation in FY 27 which is allowed per the bid.
Pursuant to the review by the Equal Business Opportunity (EBO) Division, this renewal contract is in compliance.

Background
It is in the public interest of the City of Tampa (“City”), to provide services through the Hillsborough Branch of the NAACP (“Agency”) for the residents of the City who are desirous of such services. Pursuant to this Agreement between the Parties the Agency will hold events for the purpose of soliciting members of the public for job opportunities and provide mentoring services to members of the public seeking employment opportunities. The funding provided for pursuant to this Agreement will be for the purpose of reimbursing the Agency for services provided in FY 2025. The City shall pay the Agency in the amount of One Hundred Thousand Dollars ($100,000) for services provided pursuant to this Agreement. City Council does hereby affirm that it would be beneficial to the residents of the City to enter into the attached Agreement between the City and Agency.

City of Tampa and National Railroad Passenger Corporation (Amtrak) entered into an Amended and Restated Lease Agreement dated August 26, 1999, approved by Resolution No. 99-830, as amended (Lease), involving a portion of City-owned Tampa Union Station for the operation of Amtrak’s passenger rail operations. The term of the lease expired on August 18, 2024, and Amtrak is currently holding over occupancy pursuant to Section 1.06(c) thereof.
City and Amtrak are negotiating a new lease pursuant to RFP No. 25-P-00067 as the City accepted Amtrak’s response.
The City is renovating Tampa Union Station under the Design-Build Services Agreement with a Guaranteed Maximum Price for City Contract 22-C-00038-GMP01 dated November 21, 2024, between the City and Collage Design and Construction Group, Inc. d/b/a The Collage Companies, approved by Resolution No. 2024-1073. Due to the renovations, Amtrak must temporarily relocate its operations from their leased space to other portions of the property (Temporary Facility), which includes a modular building and a portion of the station’s baggage building.
Amtrak, through the City of Tampa’s Logistics and Asset Management and Contract Administration Departments, requests a License and Hold Harmless Agreement (Agreement) to codify certain details of the temporary relocation of Amtrak’s business operations. The term of the agreement is one year. Amtrak shall submit invoices to the City, up to $55,072, to cover Amtrak’s relocation costs before and after renovations. The agreement also provides for a reduction in rent from approximately $931/month to $500/month due to the significant reduction of exclusive space for use by Amtrak.

Background
The Supervisor of Elections of Hillsborough County requested the use of several City-owned Parks and Recreation facilities to be used as polling locations for the 2025 special election and runoff election to fill the vacancy in District 5. City Council recently approved Resolution No. 2025-722 on August 7, 2025 for the use of six (6) City-owned facilities for the special election. The license and hold harmless agreement is pending the Mayor’s signature. In addition, the Supervisor of Elections has requested the use of an additional Parks and Recreation polling facility located at 2617 Corrine Street (DeSoto Park). The Parks and Recreation department has approved the use of this additional facility for the election.

Background
The West Tampa CRA requested the Real Estate Department pursue the acquisition of 1712 N. Albany Avenue. The acquisition of the property would be for community redevelopment purposes consistent with the West Tampa Community Redevelopment Plan. The property at 1712 N. Albany Avenue was not on the market. Through negotiations, the owner agreed to sell the subject property to the City/CRA.
The property consists of approximately 0.13 acres mol and is zoned RM-16 (residential multi- family). The contract includes a 60-day due diligence period with two 60-day extensions for a total of 180-day due diligence period.
On August 21, 2025, the CRA Board approved the purchase of the property at 1712 N.
Albany Street in the amount of $470,000 for purchase price and closing costs.
The property owner agreed to sell the property to the City for $460,000, with closing costs up to $10,000. The City received one appraisal on the property which yielded an appraised value of $477,900. Staff respectfully requests the approval of the Contract for Sale and Purchase.

Background

The project will be for the Dissolved Air Reactor Rehabilitation, Phase I which is a very critical project as it will help solve an ongoing operating permit problem that we have received warning letters. These services include design of the improvements, replacement, and rehabilitation of various components within the Diffused Air Reactors.
GMP No. 4 of $114,107,619.00 for the treatment plant Master plan design-build project. The project will provide construction phase services for the Biogas Use and Digestion System Improvements. These services include design of the improvements, replacement, and rehabilitation of the Biogas Use and Digestion System, construction of Digester No. 8, Digester No. 9, Digester Control Building D, and the new Electrical and Boiler Building. The rehabilitation of Digester No. 6. The digester shall be removed from service, Digester No. 6 and Digester Control Building C shall be rehabilitated, then Digester No. 6 shall be returned to service. Temporarily removing Digester No. 7 from service and connecting it to new electrical and heating systems.
GMP No. 3 of $16,284,804.00 provides construction phase services for the Digester No.7 Rehabilitation. The scope of work shall include, but not limited to site work; new temporary electrical rom; fixed digester cover; two sludge mixing pumps; two digested sludge transfer pumps; two sludge recirculation pumps; one heat exchanger; one secondary hot water pump; gas control and safety equipment; process piping and valve replacements and improvements; coatings; new electrical equipment and accessories; and other improvements as detailed in the project design documents.
GMP No. 2 of $77,604,828.00 for the HFC AWTP Master Plan Improvements Design-Build Initial Services Agreement construction services associated to the Main Pump Station (MPS) and High Purity Oxygen (HPO) Reactors Improvements, and the Sludge Heat Drying Facility Demolition.
GMP 1 in the amount of $29,170,864.00 provides for the Dewatering Process Building and the Standby Power System Improvement projects that are part of the Howard F. Curren Advanced Wastewater Treatment Plant (HFC AWTP) Master Plan Improvements. The HFC AWTP rehabilitation shall include the implementation of improvements identified in the Master Plan and the Design Criteria Package (DCP) to maintain system reliability and increase operating efficiency and meet current and future regulatory requirements. This scope of service shall include the construction of a new dewatering building including three truck scales, three centrifuges, four screw conveyors, two bulk polymer storage and feed systems, new electrical control system, new sludge pumping station, installation of a new 2MW stand by generator, two-25,000-gallon fuel storage tanks and all required ancillary work.
5.Sustainability and Resiliency: The HFC AWTP was originally constructed in 1950. It has been expanded over the years and currently is permitted to treat 96-MGD with a Type I two-stage, high-rate domestic wastewater treatment plant. This plant is operated to discharge advanced wastewater treated, high-level disinfected and dechlorinated effluent to Hillsborough Bay. Residuals generated by this facility are dewatered for land application as a Class B residual. Currently, annual average daily flows (AADF) are 60 MGD with peak hourly flows (PHF) of 200 MGD.
A master plan for the HFC AWTP was prepared in June 2018 and will be used as a guide for the improvements at the HFC AWTP. This project will provide top priority improvements selected from the master plan to improve the operating efficiency and the reliability of the plant operation. The project will also include improvements to protect the plant from storm events and sea level rise.
