    Resolution approving the purchase under Bradford County Sheriff’s Office Contract No. BCSO 22-27-1.0 of Ten (10) Ford Police Interceptors from Duval Ford, LLC in the total amount of $459,088.20 for use by the Tampa Police Department.

    Background

    It is recommended that the City purchase under Bradford County Sheriff’s Office Contract No. BCSO 22-27-1.0. This cooperative contract was competitively sourced with three (3) proposals received by the lead agency. In comparing prices with the Bradford County Sheriff’s Office Contract No. BCSO 22-27-1.0 for ten (10) Ford Interceptors to the open market, the cost is $52,258 per vehicle for a total cost of $522,580. The City saves $6,349.18 per unit for a total saving of $63,491.80 by purchasing from the Bradford County Sheriff’s Office Contract No. BCSO 22-27-1.0.

    Resolution approving the renewal of an award between the City of Tampa and R-J Advertising, Inc. dba B&B Sportswear, without a price increase, for the furnishing of Imprinted Work Apparel (Sheltered Market Solicitation) in the estimated amount of $300,000 for use by various departments.

    Background

    It is recommended that the City renew its existing award with RJ Advertising dba B&B Sports for the provision of Citywide Imprinted Work Apparel for use by various departments for an additional one-year term. The existing award was made on March 21st, 2025. This award is in its original award term. RJ Advertising dba B&B Sports provides excellent service, quality of product, and performance. The Fire Rescue Department has reviewed the prices on behalf of various departments and feels that it is in the best interest of the City to renew the award for an additional one-year period. RJ Advertising dba B&B Sports has agreed to renew Citywide Imprinted Work Apparel.

    EBO Statement: Pursuant to the review by the Equal Business Opportunity (EBO) division, it was determined that the EBO Sheltered Market Solicitation provision would apply in the bid specifications to eligible SLBE firms. RJ Advertising dba B&B Sports is a City Certified Small Local Business Enterprise (SLBE).

    Resolution approving a Mutual Aid Agreement between the Florida Gaming Control Commission, Division of Gaming Enforcement and City of Tampa, Tampa Police Department; authorizing execution of the Agreement by the Mayor of the City of Tampa and attestation by the City Clerk.

    Background

    The subscribing law enforcement agencies have the authority under Section 23.1225 et seq, Florida Statutes, to enter into a requested Combined Operational Assistance and Voluntary Cooperation Mutual Aid Agreement to permit: i) voluntary cooperation and assistance of routine law enforcement nature across jurisdictional lines; and ii) rendering assistance in a law enforcement emergency. Pursuant to Section 16.711, Florida Statutes, the Division of Gaming Enforcement is a law enforcement agency within the meaning of the Act. This agreement will preserve the lives and property of the people of Tampa by empowering the Parties to better detect, investigate and otherwise combat illegal gambling in the area.

    Resolution approving a Master SaaS and Services Agreement between the City of Tampa (The City) on behalf of Tampa Police Department and Sharp Performance Inc., for an initial amount of $150,000.

    Background

    Sharp Performance provides mental health services which includes professional services, unlimited access to Sharp coaches and chaplains, Sharp self-paced exercises and training and other related services to benefit the law enforcement officers in the City of Tampa. The City wishes to work with Sharp Performance Inc. to provide these valuable services for a three year term subject to annual appropriation and amendment. Entering into the agreement with Sharp Performance Inc. will benefit the citizens of the City of Tampa.

    Resolution approving an agreement between the City of Tampa and Ten-8 Fire & Safety, LLC under the Florida Sheriffs Association Contract FSA25-VEF19.0: Fire & Rescue Vehicles, Boats & Equipment of one (1) Pierce Stock Enforcer Pumper Truck in the estimated amount of $926,981 for use by the Tampa Fire Rescue Department.

    Background

    It is recommended that the City purchase a Pierce stock Enforcer pumper under the Florida Sheriff’s Association Contract No. FSA25-VEF19.0 Fire & Rescue Vehicles, Boats & Equipment. This cooperative contract was competitively sourced with 13 bids received by the leading agency. In comparing the prices of the Florida Sheriffs Association Contract No. FSA25-VEF19.0 for the Pierce Enforcer Pumper to the open market, the base price is $826,924.00. The City saves $55,027.95 by purchasing from Florida Sheriffs Association Contract No. FSA25-VEF19.0.

    Resolution approving the Piggyback Agreement for Automated School Zone Enforcement Program between the City of Tampa and RedSpeed Florida, LLC for implementation of a School Zone Speed Photo Enforcement Program (“Program”).

    Background

    The City of Tampa desires to implement the Program to enforce specified traffic speed violations designated in school speed zones (the “Events”) in accordance with § 316.1896, Florida Statutes and Chapter 2023-174, Laws of Florida, and Tampa Code Section 14-56 “School Zone Speed Enforcement Cameras”. The City of Tampa entered into an agreement for the Photo Enforcement Services Agreement; School Zone Speed Safety Camera Systems with American Traffic Solutions d/b/a Verra Mobility pursuant to Resolution No. 2024-671, approved by Tampa City Council on August 1, 2024. The City of Tampa and American Traffic Solutions d/b/a Verra Mobility mutually terminated said agreement in December 2025.

    Chapter 2004-466, Laws of Florida, as amended by Chapter 2012-239, Laws of Florida, is legislation pertaining to cooperative procurements in Hillsborough County. The law authorizes public bodies operating in Hillsborough County to purchase goods and services from contracts entered into by other federal, state, local governmental entities and certain tax- exempt organizations under the same terms of the bid or request for proposals submitted to said entity or organization, provided that the contract was procured in compliance with the procuring entity’s or organization’s laws, rules, regulations, or ordinances and was issued using full and open competition. The City of Tampa requires the services of a vendor who can provide an automated school zone enforcement program in order to reduce speeding in school zones.

    RedSpeed Florida has contracted with Hillsborough County, Florida, for an automated school zone enforcement program for the Hillsborough County Sheriff’s Office pursuant to that certain RFP No. 2024-003/Hillsborough School Speed Zone Enforcement Program. The City of Tampa and RedSpeed Florida have determined that the Legally Binding Agreement Between Chad Chronister, as Sheriff of Hillsborough County and RedSpeed Florida, LLC (“Hillsborough County Agreement”), as amended, is an acceptable contract upon which the City and Vendor may establish a piggyback agreement. City of Tampa finds that entering into the Agreement satisfies all applicable procurement requirements;

    Background

    The Wastewater Department has standardized Replacement Parts, Maintenance, and Service for Cryogenic Oxygen Plant from Solutionwerks, Inc. Standardization to this equipment and service ensures cost reduction, interoperability because of familiarity among staff, maintenance efficiency and reduced cost of inventory maintenance for parts and uninterrupted delivery of service, reduction of redundancy and costly expenditures for implementation of a new service. It is recommended that the City purchase Replacement Parts, Maintenance, and Service for Cryogenic Oxygen Plant.

Sustainability and Resiliency: This project provided for the installation of an underdrain system along each side of the roadway connected to the existing inlets along Bayshore Boulevard for discharge into Hillsborough Bay. This project helped lower the groundwater table along multiple streets in Hyde Park and eliminate groundwater seepage.
    6. Community Engagement: The CAD Construction, Engineering and Inspection (CAD-CEI) team assisted the Contractor in the communication efforts to ensure transparency and integration of the stakeholders.

The Department has reviewed and approved the bid response from Alba Business Solutions LLC and comments were supplied via Department recommendation letter.

    Resolution approving a Peer Review Engagement Letter authorizing the City of Tampa’s Internal Audit Department to participate in a peer review conducted in accordance with Generally Accepted Government Auditing Standards (GAGAS) and the Association of Local Government Auditors (ALGA) Peer Review Program.

    Background

    The City’s Internal Audit Department is required under Government Auditing Standards to undergo an external peer review every three years. This peer review assesses whether the Department’s quality management system is appropriately designed and operating in compliance with applicable auditing standards.

    To meet this requirement, the City will participate in the Association of Local Government Auditors (ALGA) Peer Review Program. The proposed engagement letter outlines the scope and timing of the review, which will cover the period from October 1, 2022, through September 30, 2025, and includes an on-site review in April 2026, with a final report issued shortly thereafter.

    The resolution authorizes up to $6,500 from the General Fund to cover required peer review expenses, approves the engagement letter with ALGA, and authorizes the Mayor and City Clerk to execute the agreement and take all actions necessary to complete the peer review.

    Resolution approving the execution by the Mayor and attestation by the City Clerk of an Easement Agreement from the City of Tampa in favor of Peoples Gas System, Inc., for a perpetual easement with the right of ingress and egress for the purpose of placing underground gas facilities in the vicinity of 1502 Nuccio Parkway, Tampa, Florida.

    Background

    Peoples Gas System, Inc., requested an easement from the City of Tampa for a perpetual easement with the right of ingress and egress located in the vicinity of 1502 Nuccio Parkway in order to facilitate service thereto. The City is willing to grant the easement. It is in the best interest of the City to approve the execution of the Easement Agreement.

    Resolution approving the execution by the Mayor and attestation by the City Clerk of an Encroachment in Easement, Waiver, and Hold Harmless Agreement between Dor Ghivoni, Davina R. Ghivoni and City of Tampa involving an encroachment into a utility easement at 107 W. Curtis Street, Tampa, Florida.

    Background

    Dor Ghivoni and Davina R. Ghivoni (the “Owners”) own fee simple title to that certain parcel of real property located 107 W. Curtis Street, Tampa, Florida (the “Property”).

    A utility easement was reserved to the City of Tampa by virtue of Ordinance No. 2006-264, passed and signed by the Mayor on November 2, 2006 (the “Utility Easement”).

    The Owners have requested City’s consent to allow the encroachment of an existing garage, including the building, building overhang, and gutter, into the Utility Easement in the manner and location depicted in Exhibit “C” of the Agreement (collectively, the “Easement Encroachments”) and agree to assume all risks incident to the construction, maintenance, and repair of the Easement Encroachments. The City’s Wastewater Department has reviewed and approved this request.

    Resolution approving the execution by the Mayor and attestation by the City Clerk of a First Amendment to Contract for Sale and Purchase between the City of Tampa, as Purchaser, and JPaC Trust, as Seller, to extend the closing date for the purchase of real property in the West Tampa CRA Area located at 1712 N. Albany Avenue, Tampa, Florida.

    Background

    The City of Tampa (the “City”) and JPaC Trust (the “Seller”) entered into a Contract for Sale and Purchase dated September 4, 2025, approved Resolution No. 2025-771 (the “Agreement”), for the purchase of real property in the West Tampa CRA located at 1712 N.

    Albany Avenue, Tampa, Florida (the “Property”).

    The parties wish to amend the Agreement to amend the closing date until March 3, 2026, and to provide for one additional extension period of sixty (60) days. It is in the best interest of the City to enter into the First Amendment to Contract for Sale and Purchase under the terms and conditions stated therein.

    Resolution approving the execution by the Mayor and attestation by the City Clerk of an agreement between the City of Tampa and Tampa Hillsborough Economic Development Corporation D/B/A Tampa Bay Economic Development Council in the amount not to exceed $588,000.00 per year for a term of twenty-four months, in the total amount not to exceed $1,176,000.00, for the provision of Economic Development services to the City.

    The Tampa Hillsborough Economic Development Corporation (dba Tampa Bay Economic Development Council, TBEDC) has provided economic development services to the City of Tampa since 2010. The proposed agreement establishes a 24-month term from January 1, 2026, through December 31, 2027, for an amount not to exceed $588,000 annually and a total of $1,176,000. This amount reflects an annual increase of $50,000, the first since 2012.

    The City partners with TBEDC to advance business recruitment, expansion, and retention efforts that strengthen Tampa’s economic base, create quality jobs, and support long-term investment. TBEDC collaborates with the City, Hillsborough County, and the Florida Department of Commerce to market the Tampa-Hillsborough region nationally and internationally.

    FY2025 Performance Highlights: • 29 successful projects (132% of goal) • $2.85M private funding leveraged (116% of target) • $275.3M announced capital investment • 2,232 jobs created or retained, avg. wage: $89,881 • 16 business retention/expansion engagements • 474 media placements and 38 marketing initiatives promoting Tampa as a competitive business destination Under the new agreement, TBEDC will continue to provide: • Business recruitment in targeted industry sectors • Domestic and international development missions • Targeted marketing and lead-generation activities Additional priorities in response to current economic conditions: The scope of services included in the new agreement has been modernized and reflects a shift in economic development mindset and approach to current needs to support the most vulnerable communities while supporting onshoring manufacturing opportunities. These priorities include: • Develop a formal Business Retention and Expansion strategy, including 120+ business visits annually • Collaborate with Port Tampa Bay, City, County, USF, and others to pursue Maritime Prosperity Zone designation • Advance placemaking strategies to attract catalytic private investment in historically underserved areas, including preparation for Opportunity Zones 2.0 TBEDC will provide quarterly performance reports to City Council and staff, emphasizing: • Total private-sector capital investment • Average wage outcomes for announced projects •Private funding leverage, including: o Operating funds secured relative to City contributions o Capital investment generated through TBEDC-assisted projects o Investor participation in placemaking and redevelopment efforts

    Background

    It is recommended that the City renew its existing award with Transportation Solutions and Lighting Inc. for the provision of Signal Heads and Attachments (Re-Bid) for use by the City of Tampa Smart Mobility Department for an additional one-year term. The existing award was made May 2025. The award is in its initial term.

    Transportation Solutions and Lighting Inc. provide excellent service, quality of product and performance. The Smart Mobility Department has reviewed the prices and feels that it is in the best interest of the City to renew the award for an additional one-year period.

    Background

    It is recommended that the City renew its existing agreement with Macro Companies, Inc. for the provision of Emergency Fuel Plan for use by the Logistics Asset Department Fleet Division for an additional one-year term. The existing award was made on May 18, 2023. This award is in its first renewal term.

    Macro Companies, Inc. provides excellent service, quality of product and performance. The Logistics Asset Department Fleet Maintenance Division has reviewed the prices and feels that it is in the best interest of the City to renew the agreement for an additional one-year term. Macro Companies, Inc. has agreed to renew.

    EBO Statement: Pursuant to the review by the Equal Business Opportunity (EBO) Division, this one-year renewal contract is in compliance.

    Resolution approving the renewal of an award between the City of Tampa and Merion Landscape Services LLC , with a 2.7% Consumer Price Index (CPI) price increase, for the furnishing of Ditch Mowing and Maintenance Services for North Zones (Sheltered Market Solicitation) in the estimated amount of $335,000 for use by the Mobility Department.

    Background

    It is recommended that the City renew its existing award with Merion Landscape Services LLC for the provision of Ditch Mowing and Maintenance Services for North Zones (Sheltered Market Solicitation) for use by the Mobility Department for an additional one-year term. The existing award was made November 2024. This award is in its original award term.

    Merion Landscape Services LLC provides satisfactory service, quality of product and performance. The Mobility Department has reviewed the prices and feels that it is in the best interest of the City to renew the award for an additional one-year period. Merion Landscape Services LLC has agreed to renew Ditch Mowing and Maintenance Services for North Zones (Sheltered Market Solicitation) with a Consumer Price Index (CPI) price escalation of 2.7% which is allowed per the bid.

    Pursuant to the review by Equal Business Opportunity (EBO) Office, it was determined that the EBO Sheltered Market Solicitation provision would apply in the bid specifications to eligible WMBE and SLBE firms. Merion Landscape Services LLC is a City Certified Small Local Business Enterprise (SLBE).

    Resolution making certain changes in the budget of the City of Tampa for the fiscal year ending September 30, 2026; approving the transfer, reallocation, and/or appropriation of $250,000 within the Local Option Gas Tax Capital Projects Fund for the Infrastructure improvements agreement for the Resurfacing Project for use by the Mobility Department.

    Background

    City Council approved an Infrastructure Improvements Agreement between KS Ybor Master Developer, LLC Gas Worx Community Development District and the City of Tampa during the February 5, 2026, meeting, (Resolution Number 2026-87, agenda item 36) for the amount of $250,000. This financial resolution amends the budget based on the previously approved agreement with the City receiving reimbursements within the Local Option Gas Tax Capital Projects Fund for the Resurfacing Capital Project for use by the Mobility Department.

    Resolution of the City of Tampa, Florida, approving a maintenance agreement between the City of Tampa and the Florida Department of Transportation for the East Henderson Avenue extension underneath Downtown Tampa interchange/I-275.

    Background

    The Florida Department of Transportation owns and maintains the I-275 and I-4 right-of-way in Hillsborough County. The City of Tampa previously approved a residential development east of this corridor that will sever the existing connection between East Henderson Avenue and 7th Avenue. To restore local connectivity, the City seeks to extend East Henderson Avenue to Central Avenue beneath the I-275 bridges, requiring a permanent break in the limited-access right-of-way. FDOT, with Federal Highway Administration concurrence, has approved this request subject to a maintenance agreement defining the City’s and FDOT’s responsibilities. The extension will improve transportation connectivity, emergency access, and mobility, will not create access issues or preclude future reconstruction of the I-275/I-4 interchange, and may be modified in the future with one year’s notice. Entering into the agreement is in the best interest of the City and its citizens.

    3.Business Case: Project provides for furnishing and installing miscellaneous water main appurtenances ranging in size from 2” to 16” in diameter at various locations throughout the City of Tampa water service area. Related work also includes concrete masonry, curbs and sidewalks, paving, landscaping, grouting, brick street construction and miscellaneous water maintenance. Work will be performed on a work order basis.

    3.Business Case: • This project provides Design-Build Services for the replacement of the high purity oxygen generation facility located at the Howard F. Curren Advanced Wastewater Treatment Plant.

    Services will be provided under a contract with negotiated fixed fees for selection and evaluation of the HPO generation system, final design, permitting, project management, overhead, profit, and a guaranteed maximum price with appropriate surety bonds. Services will also include, but not limited to, engineering investigations, site planning, cost estimating, advertising and administration of subcontracts, start-up, O&M manuals, training, and all related work required for a complete project.

    •This Agreement for Design-Build Initial Services includes project coordination, scheduling and resource management, engineering services, process/mechanical, structural, HVAC, plumbing, electrical, Instrumentation & Control, geotechnical, Subsurface Utility Engineering, survey, acoustical, architectural, environmental, permitting and tasks needed to complete Guaranteed Maximum Price Proposals. Preliminary Design (30 Percent Submittal) will include technical coordination and design effort to evaluate, select and lay out the equipment, verify and confirm the Basis of Design Report, and develop 30% drawings and table of contents for the specifications. 60 Percent Design Submittal will include drawings and specifications based on the Preliminary Design submittal, 30% design City comments, and subsequent design decisions. Early Procurement Guaranteed Maximum Price (GMP-1) for the purchase of long lead equipment and materials will be provided after completion of the 60% design documents.

    90 Percent Design Submittal will include General, Structural, Civil/Site, Mechanical, Architectural, Acoustical, Electrical, Instrumentation & Controls, HVAC, Plumbing Drawings, and Technical Specifications. After completion of the 90% Design Documents, Guaranteed Maximum Price (GMP-2) will be provided for the remaining project scope contained within the documents. 100% Design Package (Issued For Construction Submittal) drawings and specifications will incorporate all revisions needed to obtain approved permits and to address 90% review comments.

    This project will provide replacement of the old cryogenic systems with a new vacuum pressure swing adsorption (VPSA) HPO generation system which will eliminate continued rehabilitations of the existing cryogenic plants.
